The Washington County jail phone number you need depends on which state’s Washington County holds the person you’re trying to reach. The main lines for the five most commonly searched facilities are: Oregon (Hillsboro) at 503-846-2600, Pennsylvania (Washington) at 724-228-6845, Minnesota (Stillwater) at 651-430-7900, Arkansas (Fayetteville) at 479-444-5830, and Wisconsin (West Bend) at 262-335-4427. Calling the jail directly gets you booking information and visitation details, but to actually speak with someone in custody you’ll need to set up a prepaid account with the facility’s contracted phone provider.

Most of these jails keep separate extensions for records requests and medical questions. If the main number doesn’t reach the right desk, ask the operator to transfer you rather than hunting for a direct line.
Confirm the Person Is in Custody and Get a Booking Number
Before you can set up calls or deposit money, you need the person’s full legal name and booking number. The booking number is assigned at intake and controls every administrative function, including phone accounts and commissary deposits. Oregon’s facility publishes a searchable “Who is in Custody” page that refreshes roughly every two hours and lets you look up names by the first letter of the last name.8Washington County, OR. Who is in Custody? If the jail you’re calling doesn’t publish a roster, call the main number and ask staff for the booking number and current housing assignment.
Set Up a Prepaid Phone Account With the Right Provider
Jails don’t operate their own phone systems. They contract with private telecom companies, and you need an account with the correct one before any call can connect. Depositing money with the wrong provider is one of the most common mistakes, and the funds will sit in an account the facility can’t use. Confirm the provider on the jail’s website or by calling the administrative line. Oregon’s Washington County jail uses GettingOut (GTL); Pennsylvania’s uses ICSolutions.2WCSO. Once you know the provider, visit their website or download their app, create an account, register the phone number where you want to receive calls, and add funds with a credit or debit card. Securus Technologies, one of the larger providers, caps individual funding transactions at $100.9Securus Technologies. AdvanceConnect Accounts usually activate within minutes. After that, the person in custody can select your registered number from the approved call list on their housing unit phone. You can register multiple numbers on one account so calls can reach home, cell, or work.
What Calls Will Cost in 2026
Jail call rates dropped significantly under the FCC’s 2025 IPCS Order, which sets new per-minute caps that take effect April 6, 2026 and cover intrastate, interstate, and international calls from correctional facilities.10Federal Communications Commission. Incarcerated People’s Communications Services For audio calls, the caps scale with facility size:
- Large jails, 1,000 or more people: $0.10 per minute
- Medium jails, 350 to 999: $0.12 per minute
- Small jails, 100 to 349: $0.13 per minute
- Very small jails, 50 to 99: $0.15 per minute
- Extremely small jails, under 50: $0.19 per minute
Facilities may add up to $0.02 per minute on top of those caps to cover their own costs of providing phone service.11Federal Register. Implementation of the Martha Wright-Reed Act – Rates for Interstate and International Incarcerated People’s Communications Services A 15-minute call from a large county jail should run no more than about $1.80. The FCC also prohibited separate ancillary fees, including automated payment and third-party transaction charges, folding those costs into the rate caps.12Federal Register. Implementation of the Martha Wright-Reed Act – Rates for Interstate and International Incarcerated People’s Communications Services If a provider is still charging deposit or per-transaction surcharges after April 2026, that’s worth reporting to the FCC.
Rules That Can End Your Call Early
Every call from a jail is monitored and recorded. Oregon’s administrative rules say so explicitly: all phone and video calls are subject to monitoring and recording, and facilities must post signs in English and Spanish near every monitored phone.13Oregon Public Law. OAR 291-130-0026 – Monitoring, Termination and Blocking Other states follow similar policies. Recordings get used as evidence in criminal cases, so don’t discuss anything about pending charges on a jail line.
Calls are typically capped at 15 minutes, after which the system cuts off automatically. The person in custody then usually has to wait about 30 minutes before placing another call, which keeps the phones available to everyone in the housing unit. Systems also shut down during nighttime lockdowns and headcounts.
One rule catches people off guard. If the system detects three-way calling, call waiting, or call forwarding on your end, it will disconnect immediately, and the person inside can face disciplinary action, including loss of phone privileges. Turn off call waiting before the scheduled call time, and don’t try to patch anyone else into the conversation.
Attorney Calls Are Treated Differently
Calls between an incarcerated person and their lawyer are legally privileged and should not be monitored or recorded. Oregon’s rules explicitly exempt legal telephone calls from monitoring.13Oregon Public Law. OAR 291-130-0026 – Monitoring, Termination and Blocking That protection isn’t automatic, though. The attorney typically has to register their phone number with the facility or its phone provider before the call happens. In Pennsylvania’s Washington County, the attorney contacts the facility directly and provides a copy of their ID and bar card to flag the number as privileged.4Washington County, PA. Inmate Telephone The specific process varies by jail, but the burden sits with the attorney. If the number isn’t pre-registered, the call gets recorded like any other, and arguing privilege after the fact is a hard fight. Attorneys representing anyone in these facilities should call the jail’s administrative line and ask about the registration process on day one.
