Washington’s driving ages come in three steps: an instruction permit at 15 (or 15½ if you skip driver’s ed), an intermediate license at 16 once you’ve logged training and supervised practice, and a full unrestricted license at 18. The Washington driving age requirements are set by the Department of Licensing (DOL) and layer in more independence at each stage, with real penalties for skipping the rules.
Age 15: Instruction Permit
Fifteen is the youngest age you can legally drive in Washington, and only if you are enrolled in or have completed an approved driver training course. Those courses run through high schools or private driving schools licensed by the DOL. Without the course, you have to wait until 15½ to apply.1Washington State Legislature. RCW 46.20.055 – Instruction Permit
Either route requires passing a knowledge test before the DOL will issue the permit. The test has 40 multiple-choice questions on traffic laws, road signs, and safe driving practices, and you need 32 correct to pass.2Washington State Department of Licensing. Do I Need to Take a Test?
A permit costs $25 and is valid for one year. The DOL can issue one renewal for another year, and in limited cases a third permit if it finds you’re actively working to improve your driving skills.1Washington State Legislature. RCW 46.20.055 – Instruction Permit3Washington State Department of Licensing. Driver Licensing Fees
A permit holder cannot drive alone. Either a driver training instructor or a licensed driver with at least five years of experience must sit in the passenger seat, every time. Driving on a permit without that supervision is a violation, not a technicality.1Washington State Legislature. RCW 46.20.055 – Instruction Permit
Age 16: Intermediate License
At 16 you can apply for an intermediate license, but the age is just the floor. You also have to meet every item on this list:4Washington State Legislature. RCW 46.20.075 – Intermediate License
- At least six months holding an instruction permit.
- Completion of an approved driver training course, required for anyone licensed before 18.5Washington State Department of Licensing. Driver License Application Ages 16 to 17
- At least 50 hours of supervised driving, including 10 at night. Your supervisor must be at least 21 and have held a valid license for five or more years.
- No traffic offense convictions in the six months before you apply, and no alcohol- or drug-related adjudications during the entire permit period.
- A parent or guardian’s signed certification that you completed the 50 supervised hours.
- A passing score on the DOL’s drive test.
The clean-record window catches people out. A speeding ticket four months before you apply resets the six-month clock and pushes your eligibility back.
Restrictions Until You Turn 18
An intermediate license comes with limits written into the statute. They stay in effect until your 18th birthday.4Washington State Legislature. RCW 46.20.075 – Intermediate License
Passengers
For the first six months you cannot carry any passenger under 20 unless they’re immediate family. After that, you can carry up to three non-family passengers under 20.
Nighttime Driving
You cannot drive between 1:00 a.m. and 5:00 a.m. unless a parent, guardian, or licensed driver at least 25 years old is with you.
Wireless Devices
Intermediate license holders face a total ban on wireless electronic devices while driving. Unlike adult drivers who can use hands-free setups, teens with an intermediate license cannot use any wireless device: no Bluetooth calls, no voice-to-text, no touching a phone for GPS. The only exception is calling 911. Fines run up to $250 per offense.
Penalties for Breaking Intermediate Rules
Each violation is a traffic infraction. Most are enforced on a secondary basis, meaning an officer needs another reason to stop you first. The device ban is the exception and can be a primary stop.4Washington State Legislature. RCW 46.20.075 – Intermediate License
The consequences build:6Washington State Legislature. RCW 46.20.267 – Intermediate License Violations
- First violation: the DOL sends a warning letter to your parent or guardian.
- Second violation: license suspended for six months or until you turn 18, whichever comes first.
- Third violation: license suspended until you turn 18, with no early reinstatement.
A single traffic stop that produces multiple tickets counts as one violation for this escalation. A second stop months later jumps you straight to the suspension tier, which is hard to work around if you rely on driving for school or work.
Age 18: Full License
All intermediate restrictions end automatically on your 18th birthday. Passenger caps, the night curfew, and the teen-only device ban disappear.4Washington State Legislature. RCW 46.20.075 – Intermediate License
If you’re getting your first license at 18 and never held a permit or intermediate license, the path is simpler. You can skip the driver training course and the permit stage and go straight to the knowledge test, vision screening, and drive test at a DOL office. You’ll receive a temporary paper license the same day, with the permanent card arriving by mail in 7 to 10 days.7Washington State Department of Licensing. Driver License Application Ages 18+
Documents and Fees
At every stage, the DOL requires proof of identity, your Social Security number, and Washington residency. A U.S. passport or state-certified birth certificate covers identity. Your Social Security card or a W-2 covers the number. A utility bill or bank statement dated within the last two months typically covers residency.
Fees for the ages-based licenses look like this:3Washington State Department of Licensing. Driver Licensing Fees
- Instruction permit: $25 for one year.
- Standard driver license: $111 for six years or $131 for eight years. That’s a $50 application fee, $10 per year for issuance, and a $1 technology fee.
If you’re under 18, driver training school fees are separate from DOL fees. They vary by provider and typically run several hundred dollars.
Insurance Is Required From the First Drive
Every driver in Washington must carry liability insurance before operating a vehicle, regardless of age or license stage.8Washington State Legislature. RCW 46.30.020 – Liability Insurance or Other Financial Responsibility The state minimums are:9Washington State Office of the Insurance Commissioner. Washingtons Mandatory Auto Motorcycle Insurance Law
- $25,000 for injuries or death to one person.
- $50,000 for injuries or death to all people in one accident.
- $10,000 for damage to another person’s property.
For teens, this usually means being added to a parent’s or guardian’s policy. Driving without proof of insurance is a traffic infraction, and if you’re stopped without it, you’ll need to show the court you actually had coverage at the time to get the citation dismissed. Being genuinely uninsured means court-set penalties plus personal financial exposure for any accident damages.
