Washington Enhanced Driver’s License: Application, Cost, and REAL ID

A Washington Enhanced Driver’s License is a special version of the state’s driver’s license that also works as a REAL ID for domestic flights and as a border-crossing document for returning from Canada, Mexico, or the Caribbean by land or sea. Only U.S. citizens can get one, you have to apply in person at a Department of Licensing office, and if you already have a standard Washington license, upgrading costs as little as $7.

What an EDL Actually Does

The EDL is a three-in-one card. It’s your regular driver’s license. It’s a REAL ID-compliant credential, which means TSA accepts it at airport security and federal agencies accept it for building access.1Washington State Department of Licensing. One boundary matters here. The EDL does not replace a passport for international air travel. Flying to Canada, Mexico, or anywhere abroad still requires a passport. The border-crossing power of the EDL applies only to land and sea crossings.

Who Can Get One

Only U.S. citizens are eligible. You cannot apply using a green card, work visa, or any other immigration document.3Washington State Department of Licensing. Guide to Enhanced Driver Licenses (EDL) Permanent residents and other non-citizens who need a REAL ID-compliant credential for domestic flights should look at a standard REAL ID card from the DOL or use a passport or permanent resident card instead.

How to Tell What You Already Have

Look at the front of your current card. A Washington EDL displays a U.S. flag marking. A standard REAL ID card carries a gold star, usually in the upper-right corner. If your card has neither, it’s a standard license and no longer works at TSA checkpoints or federal facilities.4Washington State Department of Licensing. REAL ID A plain license still works for driving. It just doesn’t get you on a plane.

Documents You’ll Need

The DOL requires you to prove three things: U.S. citizenship, identity, and Washington residency. The exact combination depends on your situation, and the DOL’s online pre-application generates a personalized checklist based on your answers.1Washington State Department of Licensing. Get an Enhanced Driver License (EDL)

In most cases you’ll bring a citizenship document such as a certified birth certificate or valid U.S. passport, proof of your Social Security number, and two documents confirming your Washington address. You don’t have to physically show your Social Security card, but you do need to provide the number. Everything must be an original or certified copy. Photocopies aren’t accepted.

If your current legal name differs from the name on your birth certificate because of marriage, divorce, or a court order, you need documentation that bridges the gap. Acceptable name-change documents include a certified marriage certificate filed with the county, a divorce decree showing the new name, a court order for a legal name change, or a U.S. passport or naturalization certificate reflecting your current name.5Washington State Department of Licensing. Change Name or Address on Enhanced Driver License (EDL) Church or wedding chapel documents don’t count. The certificate must have been filed with the county. If your name changed, update it with the Social Security Administration first and allow up to five business days for that change to reach the DOL.

How to Apply

Pre-Apply Online

Before you can book an appointment, you have to pre-apply through the DOL’s License Express portal. This gives you a “WDL” number, which you use to schedule your in-person visit, and it produces the customized document checklist for an EDL specifically.6Washington State Department of Licensing. Pre-apply Online Skip this step and you can’t book the appointment.

The In-Person Appointment

EDL applications require an in-person visit at a DOL office. Staff will review your documents, conduct a brief interview, take a new digital photo, and capture your signature. Bring everything on your checklist. A missing document means rescheduling.

What It Costs

Pricing depends on whether this is your first Washington license or an upgrade of an existing one:

  • First Washington EDL: $153 for a six-year term or $187 for an eight-year term. That figure includes a $50 application fee, a $17-per-year issuance fee, and a $1 technology fee.
  • Upgrading an existing Washington license to an EDL: $7 per year for the time remaining on your current license, ranging from $7 to $56 total.

The upgrade path is where the value lives. If you already hold a Washington license with several years left, converting it to an EDL is inexpensive for the added functionality.7Washington State Department of Licensing. Driver Licensing Fees

After the Appointment

You’ll leave with a temporary paper license valid for 45 days of driving.8Washington State Department of Licensing. Acceptable Identification at the TSA Checkpoint If you have a trip planned before your permanent card arrives, keep a passport or other accepted ID handy. The permanent card usually arrives in the mail within 7 to 10 days. If nothing has shown up within 30 days, call the DOL at 360-902-3900.

The RFID Chip and Your Privacy

Every Washington EDL contains a passive RFID chip. When you approach a land border, an RFID reader sends electromagnetic waves to the chip, and the chip responds with a unique reference number that links to your record in the Customs and Border Protection database. The chip itself stores no personal information. No name, no photo, no address, just the reference number.3Washington State Department of Licensing. Guide to Enhanced Driver Licenses (EDL)

Because the chip is passive and has no battery, it can’t broadcast on its own. It only activates when a reader powers it. The chip type used in EDLs can be read from a distance, though, which is why the DOL encrypts data transmissions between the state and border agents, uses dedicated secure circuits, and restricts network access to background-checked employees.

Tampering with or deactivating the RFID chip invalidates the card for border crossings. Intentionally reading someone’s EDL chip without their knowledge or consent is a Class C felony in Washington.3Washington State Department of Licensing. Guide to Enhanced Driver Licenses (EDL) If your card comes with a protective sleeve, keeping it inside when the card isn’t in use is a reasonable precaution.

REAL ID Enforcement Is Already Here

Federal REAL ID enforcement took effect on May 7, 2025. TSA officers at every U.S. airport now require a REAL ID-compliant license, passport, or other approved credential before allowing anyone 18 or older through security.10Transportation Security Administration. REAL ID The same rule applies at federal facilities that screen for ID. A Washington EDL already satisfies the requirement, which is one of the reasons the upgrade is worth doing before the next trip rather than the week of it.
