Washington TANF eligibility comes down to four things: you’re a parent, relative caretaker, or pregnant person living in Washington; you meet citizenship or qualified-immigrant rules; your countable resources are under $6,000; and your household income falls within the limits for your family size. If you qualify, monthly cash grants run from $450 for a single person to $706 for a family of three, with higher amounts for larger households. The Department of Social and Health Services (DSHS) runs the program.
Who Qualifies
You must be pregnant, or a parent or relative caring for a child in your home, and you must live in Washington.1Washington State Legislature. WAC 388-400-0005 – Who Is Eligible for Temporary Assistance for Needy Families (TANF) and State Family Assistance (SFA)? The child doesn’t have to be biologically yours. Grandparents, aunts, uncles, and other relatives caring for a minor can apply for the household.
The child generally needs to be under 18, but DSHS extends coverage to a child under 19 who is still in high school or a high school equivalency program.2Washington Department of Social and Health Services. Federal TANF is available to U.S. citizens and certain qualified immigrants, including refugees and asylees. If you’re an immigrant who doesn’t meet federal rules, you may still qualify for Washington’s State Family Assistance program instead (see below).
Income and Resource Limits
DSHS looks at what you own and what you earn.
Resources
Countable resources can’t exceed $6,000.3Washington State Legislature. WAC 388-470-0005 – How Do My Resources Count Toward the Resource Limits for Cash Assistance and Food Benefits? That includes cash, checking and savings balances, and investments like stocks or bonds. Your home doesn’t count. One vehicle is excluded up to $5,000 in equity, so a more valuable car could push you over depending on your other assets.
Income
Income testing runs in two steps.4Washington State Legislature. WAC 388-450-0162 First, your household’s gross earned income has to fall under a ceiling. If it doesn’t, the application stops there. The gross earned income limits are:5Washington State Legislature. WAC 388-478-0035

If you pass the first test, DSHS calculates countable income after certain deductions, including a $500 family earnings deduction. That net figure is compared against the payment standard for your household size. If your countable income is at or below the payment standard, you qualify.4Washington State Legislature. How Much You’ll Receive
The monthly grant depends on household size and countable income. With no countable income, the maximum payment standards are:6Washington State Legislature. WAC 388-478-0020
- 1 person: $450
- 2 people: $570
- 3 people: $706
- 4 people: $833
- 5 people: $959
- 6 people: $1,090
- 7 people: $1,258
- 8 people: $1,392
- 9 people: $1,529
- 10 or more: $1,662
Countable income reduces the grant. The payment standard also acts as the net income cutoff: if your countable income exceeds the standard for your household size, you don’t qualify at all.
Requirements That Affect Whether You Stay Eligible
Eligibility isn’t only about the intake numbers. Three ongoing rules can reduce your grant, close your case, or shorten how long you can receive benefits.
Child Support Cooperation
You must cooperate with the Division of Child Support to establish paternity and collect support for your children.7Washington State Legislature. Chapter 388-422 WAC If DCS finds you’re not cooperating without good cause, DSHS cuts your grant by 25%. You also assign your rights to child support payments to the state, so support collected while you’re on TANF goes to the state to offset your benefits rather than to you.
Good cause exceptions apply if cooperation would put you or your child at risk of serious physical or emotional harm, or if the child was conceived through rape or incest. You have 20 days to provide evidence, and DSHS must decide within 30 days.7Washington State Legislature. Chapter 388-422 WAC
WorkFirst Participation
Every adult on TANF must participate in WorkFirst, the state’s employment component, unless exempt.8Washington State Legislature. WAC 388-310-0200 You’ll work with a case manager on an Individual Responsibility Plan covering job search, training, or subsidized placements.
One parent can claim an infant exemption for a child under two, up to a lifetime cap of 24 months, plus an exemption for the first 12 weeks after giving birth.9Washington State Legislature. WAC 388-310-0300 Other exemptions cover documented disabilities and caring for a disabled household member.
After two consecutive months of noncompliance without good cause, DSHS imposes a grant reduction equal to one person’s share or 40%, whichever is greater. Ten consecutive months of sanction can close your case.10Washington State Legislature. WAC 388-310-1600 Legitimate barriers like a medical emergency, lost childcare, or a transportation breakdown can qualify as good cause if you tell your case manager and document them.
The 60-Month Lifetime Limit
Adults can receive TANF for a cumulative 60 months over a lifetime.11Washington State Legislature. WAC 388-484-0005 – What Is the TANF/SFA Time Limit? Consecutive or not, they all count, and months received in another state count too. When the 60 months are used up, adults lose eligibility for the cash portion.
Washington grants hardship extensions past the cap if you have a qualifying disability, work at least 32 hours per week in unsubsidized employment, are experiencing domestic violence and working through a family violence service plan, are homeless, have a child under two and qualify for the infant WorkFirst exemption, or have a first open child welfare case involving a dependent child.12Washington State Legislature. If You Don’t Qualify Federally: State Family Assistance
Washington’s State Family Assistance program covers families who meet TANF’s financial and household requirements but are shut out of the federal program. SFA is available to:13Cornell Law Institute. Wash. Admin. Code 388-400-0010 – Who Is Eligible for State Family Assistance (SFA)?
- Qualified immigrants in the U.S. fewer than five years
- Certain nonqualified immigrants meeting Washington residency rules
- Students aged 19 or 20 who meet education requirements
- Caretaker relatives of students aged 19 or 20
- Survivors of certain crimes who don’t meet federal citizenship or immigration rules
SFA uses the same payment standards, income limits, and application as TANF. The funding source is different — state dollars instead of the federal block grant — but from your side, the process is the same.
How to Apply
Gather your documents before you start so verification doesn’t stall the case. DSHS will send a written request listing what it needs and by when, and it must help you obtain documents if you ask.14Washington State Legislature. Typical items include a state-issued ID or driver’s license for each adult, Social Security numbers for everyone in the grant, proof of a Washington address, recent income verification like pay stubs or tax records, and documentation of rent, childcare, and other monthly expenses.
