Washington Temporary Driver’s License: Cost, Limits, and Expiration

A Washington temporary driver’s license is the paper permit the Department of Licensing (DOL) gives you after almost any licensing transaction, and it covers you to drive while your permanent plastic card is produced at a central facility and mailed out. You get one whether you renew, replace, update, transfer, or apply for the first time, and whether you handle the transaction online or at a DOL office. Most permanent cards arrive within two to four weeks.

How to Get the Temporary Permit

If you qualify for online service, License eXpress handles renewals and replacements from home. The system verifies your identity, confirms your information, and takes payment; once it approves the transaction, you print the temporary permit or save it to your device. Paying with a checking account avoids the 3% surcharge DOL adds to credit and debit card payments.1Washington State Department of Licensing. Renew Driver License

You have to go to a DOL office in person if you are 70 or older, need a vision screening, need a new photo, or renewed online the last time your license expired. First-time applicants and anyone transferring an out-of-state license also need to appear in person.1Washington State Department of Licensing. New residents have 30 days after moving to Washington to get a state license, and the temporary permit covers the gap between the office visit and the arrival of the permanent card.2Washington State Department of Licensing. Moving to Washington

What You Need to Bring

Washington uses a tiered identity verification system. You can satisfy it with a single stand-alone document like a valid U.S. passport, U.S. passport card, or an out-of-state driver license. If you don’t have one of those, you’ll combine documents from DOL’s A-list and B-list: two A-list items; or one A-list plus two B-list; or four B-list items, with at least one establishing your name and date of birth.3Washington State Department of Licensing. You also need to provide your Social Security number, which DOL verifies with the Social Security Administration. The number does not appear on your license.4Washington State Department of Licensing. Applying for an Enhanced Driver License instead of a standard one adds two requirements: proof of U.S. citizenship and proof of Washington residency.5Washington State Department of Licensing. What It Costs

Standard renewals run $10 per year: $61 for six years or $81 for eight years, each including a $1 technology fee. A replacement for a lost, stolen, or damaged license is $20.6Washington State Department of Licensing. What the Paper Permit Can and Can’t Do

The temporary permit is a paper printout without a photo. It shows your name, date of birth, license number, and other personal details, and it authorizes you to drive on public roads. Carry it any time you’re behind the wheel until the permanent card arrives. If you renewed online, keep a printed or saved digital copy accessible.

What it won’t do is stand on its own as identification.7Washington State Department of Licensing. Driver License Designs If you need to prove who you are, pair it with another ID, such as your expired plastic license.8Washington State Department of Licensing. Replace Your License or Learner Permit

The paper permit also doesn’t work for air travel. Since May 7, 2025, TSA checkpoints require a REAL ID-compliant document for domestic flights, and temporary driver’s licenses are explicitly excluded from TSA’s accepted ID list.9Transportation Security Administration. When the Permanent Card Arrives

The high-security card ships by U.S. mail to the address on file, and most arrive within two to four weeks. If yours hasn’t shown up within 30 days, call DOL at 360-902-3900 to check the status.12Washington State Department of Licensing. Get Your Learner Permit Call early rather than waiting until the temporary permit’s expiration date, so DOL has time to reissue the card if the original was lost in the mail. Once the permanent card arrives, the paper permit is void.

A secure mailbox matters here. A stolen license is an identity theft risk, and you’d pay another $20 to replace it on top of dealing with the fallout.

If the Temporary Permit Expires Before Your Card Arrives

Driving on an expired temporary permit with no permanent card in hand means driving without a valid license. Under Washington law, that’s a traffic infraction with a $250 penalty, which drops to $50 if you go to court or mail in proof that you obtained a valid license after the citation.13Washington State Legislature.
