Water Heater Strap Requirements in Washington State

Where the Two Straps Go

  • An upper strap within the upper one-third of the tank’s vertical height. This keeps the top of the heater from swaying outward.
  • A lower strap within the lower one-third of the tank’s vertical height. This keeps the base from sliding or kicking out.

The lower strap has one more requirement: it must sit at least four inches above the controls.1Washington State Legislature. Both straps do different work. The upper one resists rocking and tipping when the tank’s center of gravity shifts. The lower one keeps the base from walking across the floor. Restrain only one point and the tank pivots around it.

Gap to the Wall

The Washington State Department of Health recommends keeping no more than one to two inches between the tank and the wall. Some strapping kits include standoff brackets that create a controlled, consistent gap. The bracket becomes the contact point, which spreads force more evenly than the tank shell pressing against the framing.

Hardware That Actually Meets the Code

Compliant kits use heavy-gauge steel or aluminum bands rated for seismic loads, along with tensioning hardware and mounting brackets built to hold under sudden lateral force. Plumber’s tape, zip ties, wire, and other improvised materials do not meet code. Pre-packaged seismic strapping kits are widely sold at hardware stores in Washington and typically run between $15 and $30.

Fasteners depend on your wall:

  • Wood-framed walls call for heavy-duty lag bolts driven into the studs, not just into drywall. Use a stud finder to locate the center of the framing.
  • Concrete or masonry walls call for expansion anchors or concrete screws rated for the load. Wood screws will pull out of masonry under stress.

The most common installation mistake is anchoring into drywall alone. Drywall has almost no holding strength. If the bracket isn’t tied into structural framing, the whole assembly fails in exactly the moment it exists for.

Flexible Connectors Are Not a Substitute

Strapping keeps the tank upright, but rigid gas and water supply lines can still snap if the tank shifts. Flexible connectors absorb minor movement and keep the pipes from tearing loose. They do not replace strapping. A flexible connector handles small movement; it will not save a tank that isn’t restrained.

Any work on gas or plumbing supply lines in Washington must be done by a licensed contractor. If you’re replacing the heater and upgrading rigid lines to flexible connectors at the same time, the installing contractor can usually handle both.

Permits and the Inspection

Replacing a water heater in Washington generally requires at least one permit, and the type depends on fuel source and jurisdiction. Check with your local building department before starting work, because requirements and fees vary by city and county.

During the permit inspection, the inspector will confirm the seismic strapping meets WAC 51-56-0500. A unit that isn’t properly strapped will fail, and you’ll need to fix it before the permit closes. This is where most homeowners first run into the requirement: they replace a heater, pull a permit, and find out at inspection that straps are mandatory.

What Happens If You Skip It

The first consequence is a failed inspection at replacement or sale. Insurance is the next pressure point. An unstrapped tank that causes damage in a quake can complicate a claim, especially if the insurer treats the loss as a code-violation issue.

Then there’s liability. If an unsecured water heater falls during a quake and injures someone, starts a fire, or floods a neighboring unit, the owner may face liability for failing to meet a known code requirement. Landlords carry particular exposure because they have an ongoing habitability obligation to tenants.

Installing the Straps

Measure the tank’s total height and mark the upper-third and lower-third zones on the tank with tape or a marker. Find the studs behind the heater with a stud finder and mark them at the same heights. Wrap the band around the tank at the upper mark. Thread both ends through the tensioning hardware and align the bracket ends with the studs. Pre-drill pilot holes into the studs, then drive lag bolts through the brackets into the framing. Repeat for the lower strap.

Tighten the tensioner until the band is snug against the tank. You should not be able to slide it up or down, and pushing firmly on the heater should produce no independent movement. Confirm that neither strap crosses a vent, the pressure-relief discharge pipe, or an electrical connection, and that the lower strap clears the controls by four inches or more. If all of that checks out, the installation meets Washington’s seismic provisions.

Tankless and Wall-Mounted Units

WAC 51-56-0500 applies to water heaters generally, but the two-point strapping layout in the code is written for traditional tank units. Tankless heaters mount to the wall with manufacturer-specified brackets and fasteners, and their lighter weight and wall-mounted design put them under different seismic forces than a 40- or 50-gallon tank full of water on the floor.

If you’re installing a tankless unit, follow the manufacturer’s mounting instructions and make sure the fasteners land in structural framing rather than drywall. The underlying rule is the same: the unit must resist horizontal displacement in an earthquake.
