A West Covina traffic ticket is handled by the Los Angeles Superior Court at the West Covina Courthouse, 1427 West Covina Parkway, West Covina, CA 91790.1Superior Court of Los Angeles County. West Covina Courthouse Your citation is also a Notice to Appear, and the date printed at the bottom is your deadline to respond. Miss it and the ticket stops being just a fine: the court can add a civil assessment, the DMV can hold your license, and a separate misdemeanor charge for failure to appear can attach to your record. Treat that date as fixed.
Finding Your Case and Responding
You need two things to pull up your case online: your citation number, printed in the upper-right corner of the ticket, and your date of birth. With those, go to the LA Superior Court traffic portal at lacourt.ca.gov.2Superior Court of Los Angeles. Traffic Online Services
If nothing comes up, the court may not have processed the ticket yet. That can take 30 days or longer, after which the court mails a courtesy notice with the total owed, the due date, and whether you qualify for traffic school.3California Courts. Guide to Traffic Tickets Don’t wait on that notice if your deadline is close; call or visit the clerk’s office instead.
Once your case is in the system, you can pay, elect traffic school, or request an extension online. You can also pay by phone through the automated system or mail a check or money order to the West Covina Courthouse with your case number written on it.4Superior Court of California County of Los Angeles. What You Actually Owe
The “base fine” on the ticket is not what you pay. California stacks penalty assessments, a 20 percent state surcharge, and several flat fees on top of every base fine, and the total typically runs four to five times the base amount. A $25 base fine ends up near $200 by the time all the add-ons are applied.5The Superior Court of California. Penalty Assessment
This matters for two reasons. First, so the final number doesn’t blindside you. Second, because when you contest a ticket or request a trial by written declaration, the “bail” you post with the court is this full calculated total, not the base fine.
Correctable “Fix-It” Tickets
If your citation is for an equipment issue like a broken taillight, expired registration tags, or a missing mirror, it’s usually marked correctable. Fix the problem, have an authorized person (typically a police officer or the DMV) sign off on the correction on the ticket, and submit it to the court. The fee is a state-mandated $25 per offense, which is a fraction of what you’d owe if you let it ride as a regular fine.6Superior Court of California County of Siskiyou. Fix It Violations Proof-of-insurance citations also take the $25 fee if you can show the vehicle was insured at the time of the stop; buying coverage only after the ticket costs significantly more.
Traffic School Keeps It Off Your Record
Traffic school is the best outcome you can usually negotiate without a dismissal. The conviction still happens, but Vehicle Code 1808.7 makes the DMV record of it confidential and blocks any point from being assessed, which means no insurance hit.7California Legislative Information. California limits eligibility, though. Under the California Rules of Court, you qualify only if all of the following are true:8Judicial Branch of California. Rule 4.104 – Procedures and Eligibility Criteria for Attending Traffic Violator School
- You haven’t attended or elected traffic school for a violation within the past 18 months, measured from the previous violation date to the current one.
- The offense carries no more than one negligent-operator point under Vehicle Code 12810. Reckless driving, fleeing a police officer, and driving over 100 mph are out.
- If it’s a speeding ticket, the alleged speed is not more than 25 mph over the posted limit.
- The violation has no alcohol or drug involvement.
- The violation did not occur in a commercial motor vehicle.
- Any previous failure-to-appear on this ticket is resolved and paid.
If you qualify, you pay the full fine plus a court-set administrative fee, often around $52, then complete a state-licensed course within the time the court gives you and submit your completion certificate.9Sacramento Superior Court. How Fines Are Calculated
One boundary worth knowing: if you hold a commercial driver’s license, traffic school won’t mask the conviction, even if you were driving your personal car when ticketed. Federal regulations prohibit states from diverting most traffic convictions for CDL holders, and that rule overrides California’s program.10eCFR. 49 CFR 384.226 – Prohibition on Masking Convictions
If You Can’t Afford the Fine
California gives every superior court, West Covina included, an ability-to-pay process. You can ask for a reduction in the amount owed, a payment plan, more time, or community service instead of money.11Judicial Branch of California. MyCitations – Can’t Afford to Pay Your Ticket?
The fastest route is the state’s MyCitations online tool, which submits a hardship request directly to the court. You can also use Judicial Council form TR-320 (“Can’t Afford to Pay Fine”) and file it in person or by mail. Requests are evaluated under California Rule of Court 4.335. File before your due date; the request is still available after you’ve missed it, but you’ll be fighting through added penalties by then.
Contesting the Ticket
You have two ways to fight a citation: a trial by written declaration, done entirely on paper, or an in-person court trial at the West Covina Courthouse.
Trial by Written Declaration
You submit a written statement explaining why the ticket was issued in error, along with any evidence like photos or diagrams. The officer submits their own written statement. A judge reviews both and mails a ruling.12California Courts. Trial by Written Declaration
You must post the full bail (the total calculated fine) with your paperwork. The court holds it until the ruling. Win or get a reduction, and the balance is refunded. Lose, and you can request a trial de novo, a fresh in-person trial, within 20 calendar days of the mailing date of the decision, with no penalty for having lost the written round. One exception: if the court processes your written declaration through the MyCitations online system, the trial de novo option is not available, even if you originally filed by mail.12California Courts. Trial by Written Declaration
In-Person Court Trial
You appear in person and the issuing officer is subpoenaed to testify. The officer goes first. You then cross-examine, present your own evidence, and call witnesses. The judge rules on the spot or shortly after.13Superior Court of California. Contesting Your Citation Outcomes range from a full dismissal to conviction at the original fine, with a reduced fine possible.
What Happens If You Ignore the Ticket
Ignoring a West Covina traffic ticket gets expensive fast. The court can add a civil assessment of up to $100 on top of what you already owe.14California Legislative Information. California Code PEN 1214.1
Under Vehicle Code 40508, willfully failing to appear in court or failing to pay a fine as ordered is a separate misdemeanor, independent of the underlying ticket.15California Legislative Information. California Vehicle Code VEH 40508 A routine speeding ticket can turn into a criminal matter with a warrant attached. The DMV can also place a hold on your driver’s license, blocking renewal until you resolve the court case. If you’ve already missed your deadline, the ability-to-pay process is still open, and using it is far better than letting the problem compound.
Points, Your Record, and Your Insurance
A moving violation conviction that isn’t masked by traffic school adds one point to your California driving record. Serious offenses like reckless driving add two. Points stay on the record for three years from the violation date. Four points in 12 months, six in 24 months, or eight in 36 months lets the DMV label you a negligent operator and suspend your license.
Insurance usually costs you more than the fine does. A single speeding ticket raises premiums by roughly 25 percent on average, and the increase typically lasts three to five years. If you’re eligible for traffic school, paying the extra administrative fee to keep the point off your record almost always beats absorbing years of higher premiums.
