In Idaho, you can begin the driver’s licensing process at 14 years and six months old with a training permit, qualify for a restricted Class D license after driver education and a six-month supervised driving period (often around age 15 or 16), and receive a full unrestricted license at 18. The state uses a graduated system, so the age you can drive depends on which stage of the process you’re asking about.
Starting at 14½: The Driver Training Instruction Permit
The earliest you can hold any Idaho driving credential is 14 years and six months. At that age, you’re eligible for a driver training instruction permit, which exists so you can enroll in a state-approved driver education course. Without the permit, you cannot attend classroom driver training or get behind-the-wheel instruction.1Idaho State Legislature. To get it, you pass a vision screening (at least 20/40 in one eye) and pay a $21.50 fee.2Idaho Transportation Department. If you get the permit between 14½ and 17½, it expires five days after your 18th birthday. If you’re already 17½ or older, it’s good for 180 days from issue.1Idaho State Legislature. Driver Education Before Age 17
Every Idaho applicant under 17 must complete an approved driver education program. The course runs 30 hours of classroom instruction, six hours of behind-the-wheel training with an instructor, and six hours of in-car observation.3Idaho Transportation Department. Idaho’s Graduated Driver’s Licensing (GDL) Program
Some school districts offer driver education as part of their curriculum. Private schools charge separately, with online-only classroom portions typically starting around $50 and full programs that include road hours costing more.
When you finish, your training instruction permit automatically converts to a supervised instruction permit. The passenger and adult-driver rules stay the same: a licensed driver 21 or older beside you, no other front-seat passenger.1Idaho State Legislature. The Six-Month Supervised Instruction Period
Before you can apply for a license, Idaho requires at least six calendar months of violation-free supervised driving and 50 hours behind the wheel, including 10 hours at night.3Idaho Transportation Department. Idaho’s Graduated Driver’s Licensing (GDL) Program
The violation-free requirement is strict. If you receive a traffic citation during this period, the permit is canceled and the six-month clock restarts on the date a new permit is issued. No credit carries over.
Before you can take the skills test and apply for a license, a parent or legal guardian must sign a statement certifying that you completed the 50 supervised hours and giving permission for the license to be issued.3Idaho Transportation Department. Idaho’s Graduated Driver’s Licensing (GDL) Program
Getting the Restricted License
Once you’ve completed driver education and the six-month supervised period, and passed both a written knowledge test and a road skills test, you can apply for a Class D driver’s license. In practical terms, the earliest a diligent driver reaches this point is around age 15, since you can start driver’s ed at 14½.
If you’re under 16 when you receive the license, you may only drive between 5:00 a.m. and 10:00 p.m. Outside those hours, a licensed driver 21 or older must be seated beside you. That time-of-day restriction lifts on your 16th birthday.1Idaho State Legislature. Idaho Code Section 49-307 – Class D Driver’s Training Instruction Permit – Class D Supervised Instruction Permit – Application for a Class D Driver’s License – Restrictions on Class D Driver’s License
A separate rule applies to every driver under 17 for the first six months after the license is issued: you cannot carry more than one passenger under 17, unless those passengers are related to you by blood, adoption, or marriage.4Idaho Transportation Department. Young Drivers
The card itself looks different from an adult license. It’s vertical, with a green border around the photo and the text “Under 18 until [date].” It expires five days after your 18th birthday.4Idaho Transportation Department. Young Drivers
School Enrollment Requirement
Idaho will not license anyone under 18 who is not enrolled in school unless they have received a waiver or completed their education requirements.5Idaho State Legislature. Idaho Code Section 49-303 – Which Persons Shall Not Be Licensed The rule disappears at 18.
The 17-Year-Old Path Without Driver’s Education
If you did not complete driver’s ed before 17, you’re not shut out. Starting at 17, you can apply for a Class D instruction permit without a driver education certificate. You’ll take a written knowledge test, and while you hold the permit a licensed adult 18 or older must be seated beside you.6Idaho State Legislature. Idaho Code 49-305 – Driver’s Licenses and Permits The supervising driver’s age drops from 21 to 18 on this track.
The permit is valid for 180 days. When you’re ready, you pass the knowledge and skills tests and apply for a Class D license.
Full Driving Privileges at 18
The under-18 license expires five days after your 18th birthday. You then apply for a standard Class D license without the graduated restrictions. At 18, the time-of-day rule and the passenger rule no longer apply, and the school enrollment condition is gone. The new card is vertical with a red border and reads “Under 21 until [date],” expiring five days after your 21st birthday.4Idaho Transportation Department. Young Drivers
Documents and Parental Consent
Any applicant under 18 must bring a birth parent or court-ordered guardian to the county driver’s license office to sign for the license. That signer takes on legal responsibility for your driving, and the parent or guardian can withdraw consent at any point before you turn 18. If they do, the Idaho Transportation Department cancels the license until you turn 18 or find another acceptable liability signer.4Idaho Transportation Department. Young Drivers
Bring the following:
- Proof of citizenship or lawful presence, such as a government-issued U.S. birth certificate, certificate of naturalization, or consular report of birth abroad
- Acceptable photo identification
- Social Security card or number
- Proof of Idaho residency
- Verification of school compliance if you’re under 18
- A birth parent or court-ordered guardian to sign liability if you’re under 18

Fees at Each Stage
State fees add up across the process:2Idaho Transportation Department. Drivers Licenses and ID Cards
- Driver training instruction permit: $21.50
- Class D instruction permit (age 17+): $20.00
- Knowledge (written) test: $5.00
- Skills (road) test: $35.00, split between the county DMV office ($6.50) and the skills test examiner (up to $28.50)
- One-year license at 17: $20.00
- Three-year license under 21: $30.00
- Four-year license at 21 and over: $35.00
- Eight-year license from 21 to 62: $60.00
A young driver moving through the full process typically pays around $90 in state fees before adding driver education tuition.
What Can Delay Your License
Violations during the graduated stages can push your license age back. A citation during the supervised instruction period cancels the permit and restarts the six-month clock. After you’re licensed, if you’re under 17, two moving violations bring a 30-day suspension, and any violation after that triggers a 60-day suspension. Reinstating a suspended license costs $25, and additional fees or requirements may apply depending on the offense.8Idaho State Legislature. Idaho Code Title 49 Motor Vehicles 49-328
Idaho also tracks violations through a point system that can lead to further administrative suspensions on top of the graduated-license penalties.9Idaho Transportation Department. Driver Records and Suspensions For a young driver on a tight timeline to full privileges, a single ticket can matter more than the fine attached to it.
