To buy a firearm from a licensed dealer in California, you generally have to be 21 years old, and the same minimum applies if you want a concealed carry license. California does not issue a general “gun license” the way some states do; the age thresholds that matter are the ones for purchasing a firearm, buying ammunition, carrying concealed, and (for minors) possessing a firearm under supervision. A few narrow exceptions let people between 18 and 20 buy certain long guns, but handguns and semiautomatic centerfire rifles stay off-limits until 21.
21 To Buy From a Dealer
Under Penal Code section 27510, a licensed California firearms dealer cannot sell or deliver any firearm to anyone under 21.1California Legislative Information. California Penal Code 27510 That covers handguns, rifles, shotguns, frames, receivers, and precursor parts. Because every California firearms transaction, including private sales, must run through a licensed dealer, the 21-year rule effectively controls all legal purchases.2State of California – Department of Justice – Office of the Attorney General. Frequently Asked Questions
Federal law still allows licensed dealers to sell long guns to anyone 18 or older, but California’s stricter floor overrides that. If you are 18 to 20, the federal rule does not help you here.
You will also need a Firearm Safety Certificate before taking possession of any non-antique firearm.3California Legislative Information. California Penal Code 31615 You can earn the FSC at 18, so for most people the certificate is in hand before the age rule stops being the bottleneck.
Exceptions for 18-to-20-Year-Olds
A few categories of buyer qualify for an exception, but each one is limited to specific long guns. No exception opens up handguns, and most still exclude semiautomatic centerfire rifles, completed frames and receivers, and firearm precursor parts.1California Legislative Information. California Penal Code 27510
- If you hold a current, unexpired hunting license from the California Department of Fish and Wildlife, a dealer can sell you a rifle or shotgun, but not a semiautomatic centerfire rifle, completed frame or receiver, or firearm precursor part.
- Active-duty members of the U.S. Armed Forces, National Guard, Air National Guard, or active reserve components can buy firearms other than handguns with proper military identification.
- Honorably discharged veterans with documentation can buy firearms other than handguns or semiautomatic centerfire rifles.
- Active peace officers and federal law enforcement officers authorized to carry a firearm on the job can buy firearms other than handguns at 18.
Even for an 18-year-old who qualifies, an AR-15-style rifle or any handgun purchase has to wait until 21.
21 To Carry Concealed
A concealed carry weapon license is probably what most people mean when they ask about a California “gun license.” The minimum age is 21, whether you are a California resident or a non-resident who works or spends significant time in the state.4California Legislative Information. California Penal Code 26150 No exception lets someone under 21 obtain a CCW. Not military service, not law enforcement employment, not a hunting license.
Your local county sheriff, or in some cities the municipal police chief, issues the permit. The statute also requires a 16-hour training course with live-fire range work, a background check, and that you be the registered owner of the firearm you want to carry.
Age Rules for Ammunition
Ammunition has its own age thresholds, and they do not perfectly match the firearm rules. You must be at least 21 to buy handgun ammunition and at least 18 to buy long gun ammunition.5State of California – Department of Justice – Office of the Attorney General. Frequently Asked Questions Ammunition that works in both a handgun and a rifle can be sold to an 18-year-old if the vendor reasonably believes the buyer intends to use it in a rifle.
Every ammunition purchase also triggers an eligibility check through the Department of Justice at the point of sale, separate from the background check tied to a firearm purchase.
Minors Under 18
No one under 18 can legally possess any firearm in California. The blanket prohibition, which expanded on July 1, 2023 to cover all firearms rather than only handguns and semiautomatic centerfire rifles, is in Penal Code section 29610.6California Legislative Information. California Penal Code 29610 It is also a crime for any person to sell, loan, or transfer a firearm to a minor.7California Legislative Information. California Penal Code 27505
Penal Code section 29615 carves out narrow possession exceptions for supervised recreational activity. Each requires some combination of adult supervision and parental consent, and none of them allows a minor to purchase a firearm or carry one around unsupervised.8California Legislative Information. California Penal Code 29615
- A minor of any age can possess a firearm while accompanied by a parent or legal guardian during hunting, competitive shooting, ranching, or similar lawful activities.
- With another responsible adult supervising those same activities, the minor needs prior written consent from a parent or legal guardian.
- Minors who are at least 16 can possess a firearm with written parental consent while participating in lawful recreational activities, even without a specific adult accompanying them at all times.
- A minor with written parental consent can possess a firearm on land owned or lawfully occupied by the parent or guardian while engaged in lawful recreational activities.
Family Transfers Do Not Avoid the Age Rule
California exempts infrequent firearm transfers between certain immediate family members from the requirement that sales go through a licensed dealer. For this purpose, “immediate family” means parent and child or grandparent and grandchild only. Siblings do not qualify.9State of California Department of Justice. Overview of Key California Firearms Laws
The age rules still apply. A parent generally cannot transfer a firearm to a child under 21. The same exceptions that let 18-to-20-year-olds buy certain long guns from a dealer carry over to intrafamilial transfers. The recipient must hold a valid Firearm Safety Certificate before taking possession and must report the transfer to the DOJ within 30 days using the official Intra-Familial Firearm Transaction form.
Penalties for Violating the Age Rules
Selling, loaning, or transferring a firearm to someone under 21 in violation of Penal Code section 27505 is a crime.7California Legislative Information. California Penal Code 27505 A dealer who violates section 27510 commits a misdemeanor, and a conviction triggers a 10-year prohibition on possessing firearms.9State of California Department of Justice. Overview of Key California Firearms Laws
Selling ammunition to someone under 18, or handgun ammunition to someone under 21, is punishable by up to six months in county jail, a fine of up to $1,000, or both.5State of California – Department of Justice – Office of the Attorney General. Frequently Asked Questions
