You can get a learner permit in Texas at 15. The Texas Department of Public Safety issues what it calls a learner license to teens who are at least 15 but under 18, have begun a state-approved driver education course, and have passed the written knowledge test.1Texas Department of Public Safety. Who Qualifies at 15
The age window for a Texas learner license is 15 up to 18. If you turn 18 before you’ve been licensed, the teen process no longer applies to you; Texas does not issue a learner permit to adults, and you’d instead apply directly for a Class C license.2Texas Department of Public Safety. Being 15 is the floor, not an automatic qualifier. You still need to be enrolled in driver education and able to produce proof of school attendance, Texas residency, identity, and a parent’s signature before DPS will issue the permit.
Start Driver Education First
You can’t walk into a DPS office at 15 and ask for a permit cold. You first have to enroll in a state-approved driver education course, and how that course is scheduled decides how quickly the permit comes.3Texas Department of Public Safety. Choosing a Driver Education Course
- The concurrent method lets you finish 6 hours of classroom instruction, get your learner permit, and then complete the remaining 18 classroom hours while you’re already practicing behind the wheel.
- The block method requires you to complete all 24 classroom hours before you apply for the permit. You won’t drive at all until the classroom portion is done.
Courses are available instructor-led through a driving school or parent-taught at home. The written knowledge test on Texas traffic laws and road signs is usually built into the course; if yours doesn’t include it, you’ll take it at the DPS office. A passing score is 70%.4Texas Department of Public Safety. Texas Driver Handbook
Documents to Bring
Gather everything DPS asks for before you book the appointment. Showing up short on paperwork means another trip.
- Proof of identity, such as a birth certificate or passport.
- Proof of U.S. citizenship or lawful presence if you are not a citizen.
- Proof of Texas residency for at least 30 days. A utility bill, lease, or bank statement in a parent’s name works.5Texas Department of Public Safety. Learner License Application Checklist
- Your Social Security number, which DPS verifies electronically.
- Your driver education certificate showing the required classroom hours.
- A Verification of Enrollment and Attendance (VOE) from your school confirming at least 90% attendance the previous semester. A high school diploma or GED meets this requirement instead.1Texas Department of Public Safety. Texas Learner License as a Teen
A parent or legal guardian needs to come with you to sign the application. If that’s not possible, you can bring a notarized application already signed by a parent, or show evidence of emancipation.1Texas Department of Public Safety. Texas Learner License as a Teen
At the DPS Office
Book the appointment online through the DPS website. Walk-ins are allowed, but appointment holders go first and the wait without one can be long. Bring the completed DL-14A application and all your documents.
At the counter you’ll take a vision test, and the written knowledge test if your course didn’t already cover it. DPS takes your fingerprints and photo. The application fee is $15.6Texas Comptroller of Public Accounts. Rules While Driving on the Permit
The learner license is a practice credential, and the restrictions are strict.
- A licensed driver age 21 or older must be in the front passenger seat any time you are behind the wheel. The supervising driver must hold a valid license.
- All cellphone use is banned while you drive, including hands-free. The only exception is calling 911 in an emergency.1Texas Department of Public Safety. Texas Learner License as a Teen
The permit stays valid until your 18th birthday. If you reach 18 without finishing the rest of the requirements for a full license, you’ll apply for a Class C restricted license to keep practicing as an adult learner.
If You Need to Drive Before the Normal Timeline
Texas has a minor’s restricted driver license, often called a hardship license, for teens who are at least 15 and can show a real need to drive sooner than the standard process allows. The usual situations involve a family where the teen must drive to work or school and no other transportation is available.7Texas Department of Public Safety. Graduated Driver License (GDL) and Hardship License
Hardship applicants still complete driver education and still pass the driving skills test. The difference is that the six-month learner permit holding period is waived. The license expires on the teen’s next birthday and must be renewed each year until they qualify for a standard provisional license.
Moving from Permit to Provisional License
Getting the permit at 15 sets up the next step: a provisional license, which lets you drive without a supervising adult. To qualify you need to:
- Be at least 16 years old.
- Have held the learner license for at least six months.
- Finish the full driver education course, including any in-car instruction through your driving school.
- Log at least 30 hours of supervised practice with a licensed driver age 21 or older, with a minimum of 10 of those hours at night. Only one hour per day counts toward the total.8Texas Department of Public Safety. Texas Provisional License as a Teen
- Complete the Impact Texas Teen Drivers (ITTD) course within 90 days of your road test. It’s a free online video program on distracted driving, and the certificate goes to DPS with your application.
- Pass the driving skills test.
The six-month holding period is the piece families often miscalculate. Getting your permit the day you turn 15 doesn’t translate into a provisional license at 15 and a half, because the provisional license also has a hard age minimum of 16. The practical earliest date is your 16th birthday, and only if the permit was in hand six months before. Work the dates backward from when you want to drive solo.
Even after you pass the road test, the provisional license carries its own restrictions for the first 12 months or until you turn 18, whichever comes first: no driving between midnight and 5 a.m. except for work, a school activity, or a medical emergency; no more than one passenger under 21 who isn’t a family member; and the same total ban on cellphone use.8Texas Department of Public Safety.
