In California, you can start riding a motorcycle on public roads at 15½ with an instruction permit, and you can hold a full motorcycle license at 16. What the state asks of you between those two points, and how much it asks, depends heavily on your age. Riders under 18 face the most requirements, riders 18 to 20 face fewer, and riders 21 and older skip the mandatory training course and the six-month waiting period entirely.
Riding at 15½ With an Instruction Permit
Fifteen and a half is the floor. Before that age, you cannot legally operate a motorcycle on California roads under any license or permit. To get the instruction permit at 15½, you go to a DMV office and complete a stack of requirements that is longer for minors than for anyone else:
- The California Driver’s License or ID Card Application, signed by a parent or guardian.
- Proof of identity and residency.
- A vision screening and a knowledge test based on the California Motorcycle Handbook. You need 80% to pass.
- A certificate of completion for driver education and driver training, or a valid Class C license.
- A DL 389 completion certificate from a California Highway Patrol-approved motorcycle training course.

Getting the Full License at 16
The reason the practical minimum age for a California motorcycle license is 16, not 15½, is a six-month waiting period. Every rider under 21 must hold the instruction permit for six months before applying for the M1 or M2 license.3California Legislative Information. California Vehicle Code 12509.5 – Motorcycle Instruction Permits Get the permit on your 15½ birthday and the earliest you can upgrade is your 16th.
To finish the license, you normally pass a motorcycle skills test at the DMV covering turns, stops, and obstacle avoidance. How the Rules Change at 18 and 21
Turning 18 drops two of the youngest riders’ requirements. You no longer need a parent or guardian’s signature, and you no longer need to hold a driver education and training certificate before taking the knowledge test. The training course and the six-month permit hold still apply.
Turning 21 is the bigger shift. Riders 21 and older are not required to complete a motorcycle training course, and there is no six-month waiting period between the permit and the license. Pass the knowledge test and you can get the permit; pass the DMV skills test (or take the training course voluntarily for a DL 389 waiver) and you can get the license without waiting.3California Legislative Information. What You Can’t Do on a Permit
Age gets you onto the road, but the permit itself limits where and when you ride. Three restrictions apply to every permit holder regardless of age:
- No passengers, except a licensed motorcycle instructor during a lesson.
- No freeways. Surface streets only.
- No riding between sunset and sunrise.

Helmets Apply at Every Age
One rule the age brackets do not touch: helmets. Every motorcycle rider and passenger in California must wear a DOT-compliant safety helmet on public roads. California does not set a minimum age for motorcycle passengers, but the child must be tall enough to reach the footrests and must wear a properly fitted DOT-approved helmet like any other rider.
