In Kentucky, you need a fishing license once you turn 16. A Kentucky resident who owns farmland can fish on that property without a license, and the same right extends to the owner’s spouse and dependent children. Licensed Pay Lakes
If a pay lake is licensed by the Kentucky Department of Fish and Wildlife Resources, the operator hands out a free permit at the gate that covers you at any licensed pay lake in the state for a year starting January 1.4Kentucky Legislative Research Commission. Military on Leave
