What Are Arizona Behavioral Health Licensing Requirements?

To practice in Arizona, you need a license from the Arizona Board of Behavioral Health Examiners (BBHE), and the Arizona behavioral health licensing requirements come down to five things: a qualifying graduate degree, supervised clinical hours if you want to practice independently, a passing score on the national exam for your discipline, a fingerprint-based background check, and an approved application with the required fees.¹ The board licenses professionals under Arizona Revised Statutes Title 32, Chapter 33, and it reviews every application against the same statutory baseline.

Which License You Are Applying For

The board issues licenses in four disciplines: counseling, social work, marriage and family therapy, and addiction counseling. Each discipline has an associate tier and an independent tier, and the tier decides how you can practice.¹

Associate-level licenses require supervision at all times. They are the Licensed Associate Counselor (LAC), Licensed Master Social Worker (LMSW), Licensed Associate Marriage and Family Therapist (LAMFT), and Licensed Associate Substance Abuse Counselor (LASAC).

Independent-level licenses allow autonomous practice. They are the Licensed Professional Counselor (LPC), Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT), and Licensed Independent Substance Abuse Counselor (LISAC). An independent licensee can diagnose and treat clients without supervision, open a private practice, bill insurers directly, and supervise associate-level clinicians.

You must also be at least 21 years old and able to demonstrate the physical and mental capability to practice safely.²

Education

Every applicant needs a graduate degree in the relevant discipline from a regionally accredited institution. Counseling programs are typically accredited by the Council for Accreditation of Counseling and Related Educational Programs (CACREP); social work programs are accredited by the Council on Social Work Education (CSWE). Graduating from an accredited program streamlines review.

If your program lacks CACREP accreditation, you can still qualify with at least 60 semester credit hours (or 90 quarter hours) of counseling-related coursework, including a minimum of three semester credit hours in each of eight core content areas.³ Those areas are professional orientation and ethics, human growth and development, social and cultural foundations, helping relationships, group work, career development, assessment, and research. Substance abuse programs add coursework in addiction treatment models, pharmacology, and relapse prevention.

Expect to submit transcripts and course descriptions so the board can verify equivalency. Professional experience does not substitute for the degree, no matter how many years you have worked in the field.

Supervised Clinical Hours

Independent licensure requires supervised clinical experience after your degree. The board requires at least 3,200 hours of supervised work experience completed over a minimum of 24 months, with at least 1,600 hours of direct client contact involving psychotherapy.⁴ The same 3,200-hour threshold applies to LCSW candidates.⁵ No more than 400 of the 1,600 direct client hours can come from psychoeducation activities. At least 100 hours must consist of clinical supervision.

Under Senate Bill 1089, you no longer have to track indirect client hours separately, though the 1,600 direct hours and 100 supervision hours remain required.⁴

Who Can Supervise You

Your supervisor must hold an active, unrestricted license in the same discipline and meet the board’s qualifications under Arizona Administrative Code R4-6-212. Supervisors credentialed by the Center for Credentialing and Education as Approved Clinical Supervisors (ACS) typically meet the standard; ACS credentialing itself requires at least five years of post-master’s clinical experience, 4,000 hours of direct service, and 100 hours of supervising others.⁶ The board keeps a Clinical Supervisor Registry you can search.

Before you start accruing hours, you and your supervisor need a formal supervision agreement on file with the board covering meeting frequency, scope of supervised activities, and how feedback will be delivered.⁵

The National Exam for Your Discipline

Each license has its own national exam, and your license type dictates which one you sit for:

Counselors take the National Counselor Examination (NCE) or the National Clinical Mental Health Counseling Examination (NCMHCE) through the Center for Credentialing and Education. Either exam costs $275.⁷
Social workers take the ASWB Master’s exam ($230) or Clinical exam ($260), depending on license level.⁸
Marriage and family therapists take the AMFTRB national exam ($370).⁹
Substance abuse counselors take the IC&RC Alcohol and Drug Counselor (ADC) or Advanced Alcohol and Drug Counselor (AADC) exam.

Once the board approves your exam registration, you have six months to sit for the test.⁷ Miss the window and you have to resubmit the registration form and pay the fee again. Retake policies vary by testing organization.

If you need ADA testing accommodations, request board approval before submitting your registration to the testing agency. Proof of past accommodations on similar exams, including from an IEP or Section 504 Plan, is generally sufficient.¹⁰

Fingerprints and Background Disclosure

Under A.R.S. 32-3280, you must submit fingerprints for a criminal records check. That means either a full set of fingerprints on an FD-258 card or a valid fingerprint clearance card issued by the Arizona Department of Public Safety. If you already have a DPS clearance card, you list the card number on your application and attach a verification printout from the DPS website.¹¹ The board charges $40 to process the check.¹²

Arizona does not publish a fixed list of disqualifying offenses. The statute looks at whether the applicant has committed any act that would be grounds for discipline, has had a license refused or revoked elsewhere, or has surrendered a license while under investigation.² The board evaluates each case on its facts, weighing severity, how long ago the conduct occurred, and evidence of rehabilitation. Disclose any prior convictions on your application. Nondisclosure is often treated more harshly than the underlying offense and can lead to outright denial.

Application, Fees, and Timeline

Applications go through the BBHE’s online portal along with proof of education, supervised experience documentation, exam scores, and background check clearance. The application fee is $250 and is non-refundable, even if you withdraw.¹²¹³ A temporary license, if you need one while the full application is pending, costs $50.

Processing takes anywhere from several weeks to a few months. Expect the board to request follow-up documentation, and each round adds time. If your application is denied, the statute gives you the right to challenge the decision.

If You Are Already Licensed in Another State

You may qualify for licensure by endorsement rather than starting over. The application fee is the same $250.¹² To qualify, you must:¹⁴

Hold a current out-of-state license in good standing with no pending discipline.
Have at least one year of licensure at a substantially equivalent practice level in another jurisdiction.
Meet Arizona’s baseline requirements under A.R.S. 32-3275, including the background check and age minimum.
Disclose every state where you have been licensed and any disciplinary actions or surrendered licenses.
Have each licensing jurisdiction send verification directly to the BBHE.

Independent-level endorsement (LPC, LCSW, LMFT, LISAC) also requires a master’s degree or higher from a regionally accredited institution. An associate-level endorsement lets you practice only under direct supervision, the same as Arizona-trained associates.¹⁴

Military Spouses

If you are relocating to Arizona under military orders and hold a behavioral health license in good standing elsewhere, with no pending investigations or discipline, the federal Servicemembers Civil Relief Act (updated December 2024) requires Arizona to recognize your license for the scope of practice here.¹⁵ You submit proof of military orders, a copy of your marriage certificate, and a notarized affidavit confirming you meet the requirements and will comply with Arizona’s scope of practice rules. The board cannot demand transcripts, test scores, or other documentation beyond what the SCRA specifies, and there is no minimum practice history required before relocation.

Renewal, CE, and Inactive Status

Arizona licenses expire every two years. The biennial renewal fee is $325 for your first or only license area, and $163 for each additional discipline renewed at the same time.¹⁶ Missing the renewal deadline adds a $100 late fee.¹²

To renew, you must complete 30 hours of continuing education per two-year cycle, with at least three hours in ethics and behavioral health law. Approved activities include workshops, online courses, professional conferences, and academic coursework. Arizona also requires a jurisprudence tutorial at renewal covering the board’s rules and statutes; it is educational rather than pass/fail.

If you are not practicing, you can request inactive status for $100.¹² You cannot practice or hold yourself out as a licensee while inactive. To return, you file a renewal application to reactivate.¹⁷ Missing the deadline to request inactive status also draws the $100 late fee.
