Freshness Windows

- 60 days: bank and credit union statements
- 90 days: utility bills and credit card bills
- 6 months: first-class government mail
- 1 year: property tax documents and IRS or state tax correspondence

Check the date on the document, not the date you received it. An electronic bill dated four months ago won’t pass even if it just hit your inbox.
Format, Addresses, and Translations

A P.O. box does not satisfy the residency requirement for most applicants; the MVC needs a physical New Jersey street address. If your document is in a language other than English, bring a certified English translation along with the original. The MVC accepts a translation as certified if it comes from the government entity that issued the original, is signed and sealed by someone certified by the American Translators Association, or is prepared by a competent translator over 18 who signs a statement attesting the translation is complete and accurate. If You’re Under 18
Teenagers rarely have utility bills or bank statements in their own name, and the regulation builds in a path for that. If you’re a parent taking a teen in for a first permit, write and sign the certification letter before the visit and bring your own address proof with you.
If You’re an Adult Without Anything in Your Name
The parent certification path only works for applicants under 18. Adults who live with family or roommates and have no bill, lease, or statement in their own name have no general “affidavit of residency” option under the MVC’s rules.
The workable fix is to generate a qualifying document at your current address before you go. A checking or savings account opened at a New Jersey bank or credit union produces a statement inside the 60-day window. Updating Your Address After a Move

You need a valid email address, and the system produces a printable confirmation letter you can carry alongside your current license.
A duplicate license with the new address printed on it costs $11. The three things most often responsible for a rejected application at the counter are documents that fall outside their freshness window, a name mismatch between the address proof and your identity documents, and bringing only one proof of address for a REAL ID.
