For proof of residency in Massachusetts, the RMV accepts utility bills, bank statements with cancelled check images, credit card statements, current auto or renter’s or homeowner’s insurance policies, leases and mortgage agreements, property and excise tax bills, Social Security and Medicaid statements, jury summonses, court mail, first-class mail, and school documents. Every document must display your residential street address. You need one document for a standard license or ID and two documents from different sources for a REAL ID.1Mass.gov. One Document or Two
Massachusetts limits driver’s licenses and state ID cards to residents of the Commonwealth.2General Court of Massachusetts. Massachusetts General Laws Part I, Title XIV, Chapter 90, Section 8 How many residency documents you bring depends on which credential you want.
- A standard license or ID requires one document from the RMV’s accepted list.
- A REAL ID license or ID requires two documents from different sources on that list, along with separate proof of lawful U.S. presence and your full Social Security number.
A REAL ID is now required for boarding domestic flights and entering certain federal buildings. Federal enforcement began on May 7, 2025, and agencies may phase in the requirement through May 5, 2027.3Federal Register. Financial Documents
- Credit card statement dated within 60 days of your application.
- Bank statement dated within 60 days that contains images of cancelled personal checks. A plain account summary without cancelled check images does not qualify on its own.
That bank statement rule catches many applicants. If your bank no longer returns check images, use a credit card statement or a different category.
Insurance Policies
- Auto insurance policy for the current year.
- Renter’s insurance policy for the current year.
- Homeowner’s insurance policy for the current year.
Insurance documents don’t carry the 60-day rule. They just need to be for the current year.
Utility and Tax Bills
- Utility bill (electric, phone, water, sewer, cable, satellite, or heating) dated within 60 days.
- Property tax bill for the current year.
- Excise tax bill for the current year.
Government and Court Mail
- Current Social Security Administration statement.
- Medicaid statement dated within 60 days.
- Jury duty summons dated within 60 days.
- Court correspondence dated within 60 days.
- First-class mail from any source, dated within 60 days.
First-class mail is the widest category, but the postage must clearly be first-class and the piece must carry a date within 60 days. Bulk mail and advertising flyers don’t qualify.
Housing Documents
- Current lease, mortgage agreement, or similar rental contract.
The lease or mortgage doesn’t have a 60-day requirement. If you’re applying for a REAL ID and using your lease as one of two documents, the second must come from a different category.
School Documents
- Official school transcript for the current year.
- Official letter from a school (proof of enrollment) dated within 60 days.
- Tuition bill for the current year.
- Certified school record for the current year.
School documents work for students of any age. A college tuition bill or university enrollment letter qualifies.
The Rules That Get Documents Rejected
The 60-Day Freshness Window
Utility bills, credit card statements, bank statements, Medicaid statements, jury summonses, court correspondence, first-class mail, and school enrollment letters must all be dated within 60 days of your application. If you gather documents early and then reschedule your appointment, check the dates again before you go.
No P.O. Boxes, No “In Care Of”
Documents showing a P.O. Box instead of a street address are rejected. So are pieces addressed “in care of” someone else. The RMV needs to confirm where you physically live, not where you receive mail.
Originals Only
Bring original paper documents. The RMV does not accept photocopies, and it rejects laminated documents because clerks cannot verify security features through lamination.5Massachusetts Registry of Motor Vehicles. REAL ID in Massachusetts A photo of a document on your phone will not work.
Certified Translation for Non-English Documents
Documents in a language other than English are accepted only with a certified translation. Both the translation and the certification must be printed on the letterhead of the translating entity.6Mass.gov. RMV Translation Certification Requirements
If You Don’t Have Standard Documents
Applicants Under 18
School transcripts, enrollment letters, tuition bills, and certified school records all appear on the accepted list and cover most minors. The RMV also offers an Alternative Residency Affidavit specifically for applicants under 18 who cannot produce any standard document. The affidavit typically calls for a parent or guardian to attest to the minor’s address.
People Experiencing Homelessness
A letter from a shelter or hospital confirming that you reside at the facility can serve as proof of Massachusetts residency for a state ID. Adults in Shared Housing
If you live with someone else and nothing at the address is in your name, your options narrow. The Alternative Residency Affidavit is officially designated for under-18 applicants only. The practical fix is to get at least one accepted document into your name at the shared address: update your bank or credit card address, add the address to an insurance policy, or wait for first-class mail to arrive so you can bring it in.
A Note for New Residents Registering a Vehicle
If you’re moving to Massachusetts, the residency documents above prove where you live for a license, but the state also requires you to register your vehicle as soon as you become a resident, with no grace period.8Mass.gov.
