What Do I Need to Change My License to Florida?

To change your license to Florida, you have 30 days from the moment you establish residency to visit a driver license office with proof of identity, proof of your Social Security number, and two documents showing your Florida address, pass a quick vision and hearing screening, surrender your out-of-state license, and pay $48 for a standard Class E license. The written and road tests are waived when you turn in a valid out-of-state license.

When the 30-Day Clock Starts

Florida treats you as a resident the moment you take certain steps, whether or not you feel settled in. Any one of these triggers the 30-day deadline for getting a Florida license:

  • Starting a job or engaging in any trade or profession in the state
  • Enrolling your children in a Florida public school
  • Registering to vote in Florida
  • Filing for a homestead tax exemption on Florida property
  • Living in Florida for more than six consecutive months

The same 30-day rule applies to your spouse and any dependent children who drive. Students enrolled in work-study programs for academic credit at qualifying colleges may keep an out-of-state license for the duration of the program, up to six months.1The Florida Legislature. Documents to Bring

Proof of Identity

Bring one original document showing your full legal name. The common options are a U.S. birth certificate (original or certified copy), a valid U.S. passport or passport card, a Consular Report of Birth Abroad, or a Certificate of Naturalization (Form N-550 or N-570).

If your name has changed since your birth certificate was issued because of marriage, divorce, or a court order, bring the originals or certified copies that connect the chain: marriage certificate, divorce decree, or court order. Photocopies are not accepted unless certified by the issuing authority. Every name change in the chain needs documentation, so if you married, divorced, and remarried, bring all three records.

Proof of Social Security Number

Bring one original document showing your complete Social Security number. Your Social Security card is the easiest. A W-2, pay stub, SSA-1099, or any 1099 form also works, as long as it is not handwritten. The name on this document must match the name you want on your license.

Two Proofs of Florida Address

You need two different documents showing the same Florida street address. Options include a utility bill, lease agreement, mortgage statement, Florida voter registration card, Florida vehicle registration, bank or credit card statement, or insurance policy. Time-sensitive documents like utility bills and bank statements must be dated within the last 60 days. A deed or mortgage document has no date restriction.

If you just moved and nothing is in your name yet, the person you live with can complete a Certification of Address form for you. That person must either come to the office with you or sign in front of a notary, and they will need to provide two qualifying address documents in their own name.

What Happens at the Office

You can go to any FLHSMV office or to a county tax collector’s office that provides driver license services. Many locations require appointments, so check ahead. At the counter you present your documents, surrender your out-of-state license, and take a vision and hearing screening. That is the extent of the testing. After the screening, staff take your photo and issue a temporary paper license. Your permanent card arrives by mail, usually within a couple of weeks.

Fees

A standard Class E license, which covers regular passenger vehicles, costs $48. Apply at a county tax collector’s office and expect an added $6.25 service fee. REAL ID and the Gold Star

Since May 7, 2025, you need a REAL ID-compliant license or another federally accepted ID such as a passport to board domestic flights and enter certain federal buildings. Florida has issued REAL ID-compliant licenses since 2010, and you must apply in person the first time. What Happens If You Miss the Deadline

Driving past the 30-day window without a Florida license means driving without a valid license. A first offense is a second-degree misdemeanor carrying up to 60 days in jail and a $500 fine. A second offense is a first-degree misdemeanor with up to a year in jail and a $1,000 fine. A third or later offense carries the same classification but adds a mandatory minimum of 10 days in jail.8The Florida Legislature. Military Personnel

Active-duty military stationed in Florida and their dependents do not need a Florida license as long as they hold a valid license from another state. That exemption ends the moment anyone in the household claims a Florida homestead exemption or takes a civilian job in the state. Motorcycle Endorsements

If your out-of-state license already carries a motorcycle endorsement, Florida transfers it to your new license without requiring a course or test. The one exception is Alabama: an Alabama motorcycle endorsement is reciprocated only if you also present a Motorcycle Safety Foundation Basic RiderCourse completion card.11Florida Department of Highway Safety and Motor Vehicles. Foreign License Holders

Drivers holding a valid license from Canada, France, Germany, the Republic of China (Taiwan), or South Korea can exchange it for a Florida license without taking the written or driving skills exams. If You’re Also Bringing a Vehicle

Switch Insurance First

You cannot register a vehicle in Florida without a Florida insurance policy. An out-of-state policy will not work, even at higher limits, because the policy must come from a carrier licensed to sell insurance in Florida. Contact your current insurer about transferring the policy, or shop for a new one. Florida requires a minimum of $10,000 in Personal Injury Protection and $10,000 in Property Damage Liability.12Florida Department of Highway Safety and Motor Vehicles. Title and Registration

Bring your out-of-state title (or lienholder information if the car is financed), your Florida insurance information, and valid ID to a tax collector’s office. The vehicle may need to be present for a VIN verification. The fees stack up: $225 initial registration, $85.25 title fee for a used vehicle, and $28 for a new license plate. If you have owned the vehicle for less than six months, Florida will also charge sales tax, with a possible credit for sales tax paid in another state.
