What Do I Need to Renew My Driver’s License in PA?

To renew your driver’s license in Pennsylvania, you need your PennDOT renewal invitation (Form DL-60A or DL-60R), your current license, and $39.50 for a standard four-year renewal, plus a visit to a Photo License Center for a new photo. If you’re upgrading to a REAL ID at the same time, you also need original proof-of-identity, Social Security, and Pennsylvania residency documents, and you must appear in person. Everything else depends on your situation: a name change, non-citizen status, or an expired license each adds its own paperwork.

The Basic Checklist for a Standard Renewal

PennDOT mails a renewal invitation roughly three months before your license expires. That form (DL-60A or DL-60R) arrives pre-filled and functions as your application. If it never shows up or you lose it, download Form DL-143 from PennDOT’s website and use that instead.¹

For a standard, non-REAL ID renewal, you need three things:

The renewal form (DL-60A, DL-60R, or downloaded DL-143)
Your current Pennsylvania driver’s license
Payment: $39.50 for four years, or $27.50 for the two-year option available to drivers 65 and older²

PennDOT accepts checks, money orders, and credit or debit cards. Cash is generally not accepted at Driver License Centers. Mail renewals require a check or money order made out to PennDOT.

Standard License or REAL ID

Decide this before you gather documents, because it changes the checklist substantially. Since May 7, 2025, the TSA no longer accepts standard state-issued licenses at airport security checkpoints or certain federal facilities.³ If you never fly domestically and don’t enter federal buildings, a standard renewal is enough. If you do either, you need a REAL ID or an alternative such as a valid U.S. passport.

Upgrading to REAL ID during renewal adds a one-time $30 fee, bringing a four-year renewal to $69.50. After that first upgrade, future REAL ID renewals carry no extra charge.⁴

Extra Documents for a REAL ID

You cannot get a REAL ID online or by mail. You have to appear at a Driver License Center with documents in three categories:⁵

One proof of identity and lawful status: a U.S. birth certificate with a raised seal, a valid U.S. passport or passport card, a Certificate of Citizenship, a Certificate of Naturalization, or other qualifying immigration documents
One proof of Social Security number: your Social Security card, a W-2, or a pay stub showing your full SSN
Two proofs of Pennsylvania residency: physical documents showing your address, such as a utility bill, lease agreement, vehicle registration, W-2, tax records, or any mail that has moved through the U.S. Postal Service

If you live with someone else and don’t have bills in your own name, one of your two residency documents can be an affidavit signed by the person you live with, along with their driver’s license or photo ID.

If Your Name Has Changed

If your name has changed since your last license through marriage, divorce, or a court order, update it with the Social Security Administration first. PennDOT verifies your name electronically against SSA’s records, and if SSA still shows the old name, PennDOT cannot process the change.⁶ Give SSA 24 to 48 hours to update their system before visiting a Driver License Center.

Bring the legal document proving the change: a certified marriage certificate issued by the county court, a court order granting the name change, adoption records, or an amended certified birth certificate with a raised seal. Name changes require an in-person visit.

If You Are Not a U.S. Citizen

Non-citizens must appear in person with immigration documents proving lawful presence. PennDOT verifies these through the federal SAVE program, which can add time to your visit.⁷ Lawful permanent residents typically bring a valid Permanent Resident Card. Other statuses require the matching USCIS documentation, such as an Employment Authorization Card or an unexpired foreign passport with a valid visa and I-94. You’ll also need your Social Security card (or an SSA ineligibility letter) and two proofs of Pennsylvania residency.

How to Submit the Renewal

Online

Online is the fastest route, but it’s only available if you have no corrections beyond an address update and your license hasn’t been expired more than six months.¹ REAL ID upgrades, name changes, and non-citizen renewals cannot be done online. Log in on PennDOT’s site with your driver’s license number, date of birth, and the last four digits of your Social Security number, verify your information, and pay. PennDOT then mails a camera card within about 14 days, which you take to any Photo License Center for your photo and new license.

By Mail

Send the completed DL-60A, DL-60R, or DL-143 along with a check or money order payable to PennDOT to: Bureau of Driver Licensing, P.O. Box 68272, Harrisburg, PA 17106-8272. Your camera card arrives within seven to ten working days, and you then visit a Photo License Center.¹

In Person

You can renew at any PennDOT Driver License Center or through an authorized Online Messenger agent. Messenger services charge their own service fee on top of PennDOT’s, and those fees vary by agent.⁸ Going directly to a Driver License Center avoids the extra charge. At the counter, bring your documents, have your photo taken, and pay. You may leave with a temporary paper receipt, and your permanent card is mailed to the address on file. You’ll also be asked whether you want to register as an organ donor; an affirmative answer is printed on the front of your license and recorded in the Donate Life PA Registry.⁹

Vision Screening at Renewal

Pennsylvania requires 20/40 combined vision for a standard license. If you meet that with glasses or contacts, a corrective-lens restriction goes on your license. Vision between 20/40 and 20/60 with best correction may result in a daylight-only restriction, and vision between 20/60 and 20/100 requires an eye care professional’s recommendation.¹⁰ Not every renewal triggers a screening. Each month, PennDOT randomly selects drivers over 45 for a vision and physical exam by a provider of their choice before renewal.¹¹ If you’re selected, PennDOT notifies you with your renewal materials; if not, you proceed without one.

If Your License Has Already Expired

You can still renew an expired non-commercial license as long as it isn’t currently suspended, revoked, disqualified, or cancelled.¹² Online renewal only works if the license expired within the last six months; past that, use mail or in-person renewal.¹

If another state has reported an action against your driving record, PennDOT will not issue a renewed license until that’s cleared. You can request a restoration requirements letter from PennDOT outlining what needs to happen first.

After the Photo

For online and mail renewals, the photo center visit is a separate trip, and it’s required. PennDOT uses facial recognition to match your new photo against its database before issuing the permanent card.¹³ If you renewed in person, you may walk out with a temporary paper receipt while the permanent card is produced and mailed.

The temporary receipt and camera card count as proof of a valid license for driving. They are not accepted by the TSA for air travel, so if you have flights coming up, plan around that with a passport or a fully issued REAL ID.¹⁴ If your camera card hasn’t arrived within ten business days for mail renewals or fourteen for online renewals, contact PennDOT’s Customer Call Center at 717-412-5300.¹²
