To claim Pennsylvania’s Property Tax/Rent Rebate as a renter, you need four things: a completed Form PA-1000, a Rent Certificate (PA-1000 Schedule RC) or an accepted substitute proving the rent you paid, proof of income from every source you had that year, and proof that you meet the age or disability requirement. The Rent Certificate and Its Substitutes
Proof of rent paid is the document that causes the most trouble. You must submit one of three things for each place you rented during the claim year.1Pennsylvania Department of Revenue. 2025 PA-1000 Instructions
The cleanest option is a Rent Certificate (PA-1000 Schedule RC) signed by your landlord. Your landlord or their authorized agent fills out Lines 1 through 8 and signs. The form confirms your name, the rental address, the total rent you paid, and the months you lived there.
If your landlord won’t sign or you cannot reach them, you can fill out the Rent Certificate yourself and complete the Occupancy Affidavit printed directly below it on the same form. The affidavit has to be notarized, and you have to explain on the form why the landlord’s signature couldn’t be obtained.
The third option is rent receipts in place of the affidavit. Each receipt has to show the landlord’s or agent’s signature, the full rent amount, your name, the rental address, and the time period the receipt covers. You need receipts covering every month you’re claiming.
One thing that surprises people: cancelled checks are not accepted. A bank-cleared check feels like proof, but the Department of Revenue explicitly rejects them.
Income Documents for Every Source
You need documentation for every income source, even small amounts, because household income determines eligibility. The household income cap is $48,110, and only half of Social Security benefits, Supplemental Security Income, State Supplementary Payments, and Railroad Retirement Tier 1 benefits count toward that cap.1Pennsylvania Department of Revenue. 2025 PA-1000 Instructions A spouse’s income counts too.
The common forms are:
- SSA-1099 for Social Security benefits. You can pull it from your My Social Security account online or by calling the Social Security Administration.
- 1099-R for pension or retirement distributions. Contact your pension administrator or financial institution if one didn’t arrive.
- W-2 for wages from an employer.
- 1099-INT and 1099-DIV for interest and dividend income from banks or investment accounts.

Proof of Age or Disability
The program is limited to Pennsylvania residents in one of three groups: age 65 or older, a widow or widower age 50 or older, or a person with a disability age 18 or older.2Commonwealth of Pennsylvania. Property Tax/Rent Rebate Program You have to prove you fit one of them.
For age, a birth certificate, driver’s license, or Medicare card works. For a disability claim, if you don’t have one of those standard documents, your doctor can complete the Physician’s Statement of Permanent Disability (Form PA-1000 PS).
What to Do When Your Landlord Won’t Sign
Landlord noncooperation is probably the single biggest obstacle renters face. Some landlords don’t respond, some worry about tax consequences, and some have sold the property and moved on. You do not need their signature to file.
Fill out the Rent Certificate yourself with the rental address, monthly rent amount, and the months you occupied the unit. Complete the Occupancy Affidavit section printed on the same form. Write in the specific reason the landlord wouldn’t or couldn’t sign. Extra Paperwork for Special Situations
A few situations call for documents beyond the standard package.
If someone other than you signs the PA-1000 on your behalf, include a copy of the Power of Attorney, guardianship papers, or other legal authorization. If you make a mark instead of a written signature, two witnesses must also sign the form.1Pennsylvania Department of Revenue. 2025 PA-1000 Instructions
If you’re filing on behalf of a family member who has died, the personal representative of the estate can submit a claim, but only if the deceased person lived during at least part of the year following the claim year. For a 2025 claim, that means the person must have been alive at some point in 2026.5Pennsylvania Code. Small Paperwork Mistakes That Cause Big Delays

- Forgetting to sign the Claimant Oath at the end of the PA-1000. Without your signature, the claim does not get processed at all.
- Submitting a photocopy instead of the original completed form.
- Filing the PA-1000 without a Rent Certificate or an accepted substitute.
- Leaving your Social Security number off the proof documents you attach.
- Using staples. Paper clips or a binder clip are fine; staples slow processing and can damage documents.
- Submitting cancelled checks as proof of rent. They are not accepted.
