The Three Document Categories
Every Maryland renewal starts with the same three-category checklist. You pick one document from each of the first two categories and two from the third.
Proof of Identity
One document that verifies your legal name and date of birth. The common options are a certified U.S. birth certificate (original or certified copy, not a hospital souvenir version), an unexpired U.S. passport, a certificate of naturalization, or a certificate of citizenship.1Maryland Motor Vehicle Administration. Proof of Social Security Number
One document showing your full name and complete nine-digit Social Security number. Your Social Security card is the easiest option. Proof of Maryland Residency
Two documents from two separate sources, each showing your full current Maryland address. Acceptable options include a utility bill, a phone or cable bill, a bank or financial account statement, and a current residential lease. The two documents must come from different institutions. Extra Documents for a REAL ID Upgrade
As of May 7, 2025, you need a REAL ID-compliant license (marked with a star in the upper corner) or another federally accepted ID such as a passport to board domestic flights and enter certain federal facilities.2Transportation Security Administration. Renewal is a natural time to upgrade if your current license does not have a star. For U.S. citizens, the document requirements are the same three categories above. Nothing extra to gather. If You Are Not a U.S. Citizen
Non-citizens must bring proof of lawful presence in addition to the three standard categories. Acceptable documents include an unexpired Permanent Resident Card (Form I-551), an Employment Authorization Document (Form I-766), or a foreign passport with a valid visa and I-94 form.1Maryland Motor Vehicle Administration. Documents If Your Name Has Changed
If your name has changed since your last renewal, update it with the Social Security Administration first, then bring the document that initiated the change to the MVA. That means a certified marriage certificate, a divorce decree showing the name change, or a court order. If your address has changed, bring two residency documents showing the new address. Documents to Add a Veteran Designation
Maryland veterans with an honorable, general, or general under honorable conditions discharge can add a “Veteran” designation to the front of the license at renewal. You need an original or certified copy of one qualifying document: a DD-214, an Honorable Discharge Certificate, a letter from the National Personnel Records Center, or a VA letter. Documents for Active-Duty Military and Dependents

When renewing after returning, service members bring a military ID and a copy of military orders showing active duty outside Maryland. Dependents bring their military dependent ID, a copy of the service member’s orders, and a certified statement from the service member confirming the dependent lived out of state during active duty.8Legal Information Institute. Extra Documents for CDL and Hazmat Renewals
Commercial license holders face federal paperwork on top of the standard Maryland documents. If you operate in interstate commerce, you must maintain a valid Medical Examiner’s Certificate and keep a current copy on file with the MVA. All CDL holders also have to self-certify to the MVA which of four categories they drive in: interstate non-excepted, interstate excepted, intrastate non-excepted, or intrastate excepted. A hazardous materials endorsement adds a TSA security threat assessment, which includes new fingerprints at every renewal. The HME renews every five years at $85.25. Document Rules That Trip People Up
A few authenticity and formatting rules catch applicants off guard:
- Originals or certified copies only. Photocopies, notarized copies, and documents with any alterations or erasures will not be accepted.1Maryland Motor Vehicle Administration. How to Apply – Documents Required
- Your legal name has to match across every document you present. Even a small discrepancy, like a middle name on one document but not another, can hold up the renewal.
- Hospital-issued birth certificates, birth notification documents, and birth registration cards are specifically rejected. You need the certified copy from the state or county vital records office.
- Residency documents must be current. Old utility bills or expired leases will not work. Bring recent statements that clearly show your full Maryland address.
