What Does Custody Classification C2 Mean in Arkansas?

In the Arkansas Division of Correction, a custody classification of C-2 is the lowest of four security levels and means the inmate has been assessed as needing the least supervision in the state system. That status is what allows placement at work release centers and reentry units, the facilities closest to release.1Arkansas Division of Correction. Family and Friends of Inmates Need to Know

Where C-2 Sits in the Arkansas System

Arkansas uses four custody levels: C-2, C-3, C-4, and C-5. Higher numbers mean higher security. A C-2 inmate can be housed at any facility in the system, while a C-5 inmate can only go to units rated for maximum security, such as the Maximum Security Unit and Varner Super Max.1Arkansas Division of Correction. The facilities designated for C-2 inmates reflect that low-security status:1Arkansas Division of Correction. Family and Friends of Inmates Need to Know

  • Mississippi County Work Release
  • Northwest Arkansas Work Release
  • Texarkana Regional Unit
  • Pine Bluff Reentry

Work release and reentry centers dominate that list, and that tells you what day-to-day life looks like at this level. C-2 inmates generally live in dormitory-style housing with more freedom of movement and less restrictive supervision than inmates at the higher custody tiers.

How an Inmate Gets Scored to C-2

Custody classification comes from a numerical scoring process run by a Classification Committee at each unit. Arkansas regulations require that committee to include the Unit Warden or Assistant Warden as chairperson, a Classification Officer, a Security Representative, and a Treatment Representative, and the committee follows the Division’s Classification Manual.2Legal Information Institute (Cornell Law School). Arkansas Code 004.00.91-007 – Classification of Inmates The authority for the system itself comes from state statute, which directs the Director of the Division of Correction to classify every inmate based on behavior and pre-commitment record.3Justia. The factors staff weigh when scoring an inmate include:4Arkansas Division of Correction. Arkansas Division of Correction Inmate Handbook

  • Crime of conviction, with violent offenses scoring higher than property or drug offenses
  • Length of sentence
  • Disciplinary record inside the institution
  • History of violent behavior
  • Any prior escape or escape attempt, which is heavily weighted
  • Outstanding felony detainers in other jurisdictions
  • Overall risk to the public and within the institution

A C-2 score means these factors together put the inmate at the lowest end of the risk range the Division measures.

C-2 Alone Does Not Unlock Work Release

One of the most common misunderstandings about C-2 is that it automatically means work release. It does not. Arkansas runs a second, parallel classification system for earning good time, and work release depends on both.

Good-time earning uses Class I through Class IV, with Class I earning the most credit toward parole eligibility. Every inmate enters at Class II, and promotion to Class I has to be earned through behavior, work performance, and staff recommendations reviewed by the Unit Classification Committee.4Arkansas Division of Correction. Arkansas Division of Correction Inmate Handbook When documents or staff refer to “Class I” or “Class II” in connection with visitation, tablets, or work release eligibility, they mean good-time class, not custody level.

To be approved for work release, an inmate needs all of the following:1Arkansas Division of Correction. Family and Friends of Inmates Need to Know

  • C-2 custody classification
  • Class I-A good-time earning status
  • A parole eligibility or release date within 42 months
  • No major disciplinary infractions for at least three months
  • A medical classification that allows the anticipated work assignment

So C-2 opens the door to a work release facility, but the good-time class, the time left on the sentence, and recent disciplinary history all have to line up before an actual work release assignment happens.

How C-2 Status Can Change

Custody classification is not permanent. The Unit Classification Committee reviews inmates and adjusts their level based on how they are doing institutionally.2Legal Information Institute (Cornell Law School). Arkansas Code 004.00.91-007 – Classification of Inmates

The main drivers of change are disciplinary infractions, which push custody level higher and shrink the list of facilities an inmate can be housed at, and sustained good behavior, which can bring the level down. Someone who earns their way to C-2 from a higher custody level becomes eligible for transfer to a work release or reentry center. Moving the other way, a serious disciplinary infraction at a C-2 facility can bump an inmate to C-3 or higher and force a transfer to a more restrictive unit.

Challenging a C-2 Decision

If an inmate believes a custody or good-time classification was assigned incorrectly, Arkansas regulations guarantee access to the Division’s formal grievance procedure regardless of security classification, disciplinary status, or job assignment.5Legal Information Institute (Cornell Law School). 004.00.93 Arkansas Code R 001 – Grievance Procedures for Inmates

The process starts with an attempt to resolve the problem verbally with the immediate supervisor. If that fails, the inmate files a written grievance with the Administrative Review Officer or the warden’s designee, with a 20-day written response from the warden. Decisions can be appealed up to the Deputy or Assistant Director and then to the Director through the Compliance Division. Remedies include correcting records and modifying actions taken by classification committees.5Legal Information Institute (Cornell Law School). 004.00.93 Arkansas Code R 001 – Grievance Procedures for Inmates The statute also allows program participation decisions to be appealed and reviewed by the Board of Corrections or a designated review board.3Justia. Safety at a C-2 Facility

C-2 units are low-security and often dormitory-style, which can raise concerns about separation from specific people in the general population. Protective custody is available at every security level, and any inmate who feels unsafe can request it. The Classification Committee evaluates requests by looking at whether the inmate is likely to be targeted, whether they can identify a specific threat, and what their institutional file shows. A unit administrator can also place someone in protective custody independently if they believe the inmate is in danger or poses a security risk to the facility’s operations.6Code of Arkansas Rules. 12 CAR 70-104 – Protective Custody
