On an Alabama driver’s license, FN means “Foreign National.” The code tells anyone checking the license that the holder is not a U.S. citizen, and under Alabama Code Section 32-6-11 the license is valid only for as long as the holder’s authorized stay in the United States. That single fact shapes almost everything else about how the license works.
Who Gets an FN License
ALEA issues FN-designated licenses to people living in Alabama on temporary immigration status. That covers students on F-1 visas, workers on H-1B or H-2A visas, treaty investors on E-2 visas, exchange visitors on J-1 visas, and other similar categories. Lawful permanent residents with a green card generally receive a standard license instead. Visitors on short-stay visas like B-1 or B-2 are not eligible for an Alabama license at all.
To qualify in the first place, you need at least 30 days remaining on your authorized stay. ALEA treats “Foreign National” as its own service category in the appointment system, so applicants and renewing holders are routed differently than U.S. citizens from the moment they book an appointment.
Why an FN License Expires When It Does
A standard Alabama license lasts four years. An FN license does not. It expires on the date your authorized stay in the United States ends, or after one year if your immigration documents have no fixed end date. The Real ID Act of 2005 requires this directly: a temporary license “shall be valid only during the period of time of the applicant’s authorized stay in the United States,” and must clearly show that it is temporary along with its expiration date.1U.S. Department of Homeland Security. In practice, the length of your license tracks your visa. An H-1B worker approved for three years gets a three-year license. Someone whose employment authorization document expires in eight months gets an eight-month license. If your status changes partway through, or if you receive an extension, the license does not automatically update. You have to visit ALEA with the new paperwork to get a license that reflects the new dates.
Renewing an FN License
You cannot renew an FN license online. ALEA requires an in-person appointment at a licensing office, and when you book it you have to select “Foreign National Renewal/Replacement” specifically. Every renewal starts a fresh immigration verification, document review, and vision exam.
Renewal is only possible if the Department of Homeland Security has actually extended your authorization.1U.S. Department of Homeland Security. Real ID Act Text A pending extension petition is not enough. You need the approval in hand, and the document you present must show at least 30 days of remaining authorized stay. If the timing is too tight, ALEA will turn you away.
Bring the same categories of documents you brought for the original license:
- Your unexpired foreign passport with a valid visa, or a valid resident alien card.
- Your original Social Security card, or a letter from the Social Security Administration confirming you are not eligible for a number.
- A current secondary immigration document proving authorized presence for more than 160 days. An I-20, DS-2019, employment authorization card, I-94, or I-797 approval notice typically works.
ALEA cross-checks your immigration documents against the federal SAVE system run by USCIS. If SAVE cannot confirm your status, the renewal stalls until the discrepancy is cleared, so leave yourself time.
The renewal fee is $36.25, the same as a standard license.2Alabama Law Enforcement Agency. Document Requirements and Fees Credit and debit cards are accepted with a small service charge. Personal checks are not.
What Happens If You Drive on an Expired FN License
There is no grace period. The day after your FN license expires, you are driving without a valid license under Alabama Code Section 32-6-18. A first offense is a misdemeanor punishable by a fine between $10 and $100, plus a mandatory $50 surcharge that funds traffic safety and law enforcement training.3Alabama Legislature. Alabama Code 32-6-18 – Penalties – Violations in General
The stakes rise sharply if ALEA formally cancelled or revoked the license, which can happen after federal notification that your immigration status lapsed. Driving on a cancelled or revoked license falls under Section 32-6-19 and carries a fine of $100 to $500, up to 180 days in jail, and the same $50 surcharge. The Director of Public Safety can add a six-month revocation period on top.4Alabama Legislature. Alabama Code 32-6-19 – Penalties – Violation by Person Whose License or Driving Privilege Has Been Cancelled
There is an immigration layer too. Alabama law requires officers to make a reasonable effort to verify the citizenship and lawful presence of anyone found violating the licensing statutes, using federal databases under 8 U.S.C. § 1373(c), within 48 hours of the stop.5Alabama Legislature. Alabama Code 32-6-9 – Possession and Display of License A traffic stop for an expired FN license can set off a federal immigration inquiry, which is a far larger problem than the fine itself.
Commercial Driving Is a Separate Rulebook
If you are thinking about a commercial driver’s license, the rules for non-citizens tightened substantially. A Federal Motor Carrier Safety Administration rule effective March 16, 2026 limits non-domiciled CDLs to just three visa categories: H-2A temporary agricultural workers, H-2B temporary non-agricultural workers, and E-2 treaty investors.6Federal Motor Carrier Safety Administration. Non-Domiciled CDL 2026 Final Rule FAQs
Employment authorization documents no longer prove eligibility for a non-domiciled CDL under the new rule. Applicants need an unexpired foreign passport and a Form I-94 showing unexpired admission in H-2A, H-2B, or E-2 status. The CDL itself cannot extend past the holder’s authorized stay, and if a federal agency notifies Alabama that a commercial driver’s status has lapsed, ALEA must downgrade or revoke the CDL within 30 days.6Federal Motor Carrier Safety Administration. Non-Domiciled CDL 2026 Final Rule FAQs Drivers already holding a valid non-domiciled CDL can continue through its current expiration, but renewal has to meet the narrower eligibility rules.
What FN Does Not Restrict
FN is not a driving restriction. It does not limit the vehicles you can operate, the roads you can use, the hours you can drive, or the passengers you can carry. A Class D FN license lets you drive the same things, in the same places, as any other Class D license.
It also works for vehicle registration. The Alabama Department of Revenue requires a “valid, unexpired state issued driver’s license” for initial registration or title transfer, and an FN license meets that requirement with no additional documents.7Alabama Department of Revenue. Identification Documentation Required for Registration
Auto insurance is available, though shopping around matters. Many insurers treat foreign national drivers as new drivers with no U.S. driving history, so your rate is set from age, location, vehicle, and coverage choices rather than a verified record. Insurer policies on international driving history vary, and some will credit it while others will not.
The thing FN limits is time. The license lasts as long as your immigration authorization lasts, no longer, and keeping it current takes more paperwork and more trips to ALEA than a standard Alabama license does. Track your authorized stay and your license expiration together, and book your renewal appointment well before either runs out.
