If you live in Kentucky, the annual legal requirements for Kentucky residents come down to a short list: file a state income tax return, file a federal income tax return, pay property tax on any real estate you own, renew your vehicle registration (and pay the vehicle property tax that comes with it) during your birth month, and, if you own a registered business, file an annual report with the Secretary of State. Jury duty is mandatory too, though it arrives on the court’s schedule rather than yours. Each of these carries its own deadline, and several carry Kentucky-specific penalties that are stiffer than the federal equivalents.
State and Federal Income Taxes
Kentucky charges a flat income tax. For tax year 2025, the rate is 4 percent of net income on the return you file in spring 2026, dropping to 3.5 percent for tax year 2026.1Kentucky Department of Revenue. Whether you have to file depends on your family size and income. A single person with modified gross income above $15,650 generally must file a Kentucky return, and larger households face higher thresholds that climb with family size.3Kentucky Department of Revenue. Do I Need to File a Return Even if you fall below the threshold, filing is usually worth it if you had taxes withheld from a paycheck, because that’s how you get the refund.
Federal filing follows its own thresholds. For tax year 2025, a single filer under 65 must file a federal return at $15,750 of gross income, and a married couple filing jointly (both under 65) must file at $31,500.4Internal Revenue Service. Check if You Need to File a Tax Return Thresholds rise if either spouse is 65 or older. Refundable credits like the Earned Income Tax Credit are only paid out to people who actually file.
Both returns are due April 15, 2026 for tax year 2025.5Commonwealth of Kentucky. Kentucky Tax Filing Season Begins Jan 26 You can request a six-month extension from either taxing authority, but the extension buys you time to file, not time to pay. Any balance owed is still due April 15, and interest accrues on anything unpaid regardless of whether the extension is on file.6Internal Revenue Service. Property Tax on Real Estate
Kentucky assesses real estate property tax based on the owner of record and the value of the property as of January 1 each year.7Kentucky Department of Revenue. The Property Tax Calendar Sell the property in March and you’re still legally on the hook for that year’s bill unless your sales contract says otherwise. Bills go out in the fall, and the payment schedule in KRS 134.015 rewards early payers and penalizes late ones:8Kentucky Legislative Research Commission. Kentucky Revised Statutes KRS 134.015 – Due Dates, Person Responsible for Payment
- Paid by November 1: 2 percent discount off face value.
- November 2 through December 31: face value, no discount or penalty.
- January 1 through January 31: 5 percent penalty.
- After January 31: 10 percent penalty.
Homeowners who are at least 65 or classified as totally disabled may qualify for the homestead exemption, which reduces assessed value by $49,100 for the 2025–2026 assessment years.9Kentucky Department of Revenue. Vehicle Registration and Vehicle Property Tax
Vehicle registration in Kentucky renews annually, during the owner’s birth month. To renew you must show proof of a current Kentucky insurance policy with an effective date within 45 days, and if you renew online, the vehicle has to have been insured with the same company for at least 45 days so the state database can confirm coverage.10Commonwealth of Kentucky. Vehicle Registration and Renewals
Kentucky also assesses property tax on your vehicle as of January 1, and that bill is folded into the renewal. The Department of Revenue mails a combined tax-and-renewal notice about a month before your birth month, and you must pay the tax to complete the renewal.11Kentucky Department of Revenue. Motor Vehicle Property Tax Not receiving the notice in the mail is not a legal defense; the statute says so directly.
Annual Business Report
Every business entity registered in Kentucky — LLCs, corporations, limited partnerships, and others — must file an annual report with the Secretary of State by June 30 and pay a $15 filing fee.12Kentucky Secretary of State. Annual Reports Blow the deadline and the state can administratively dissolve the entity, which strips its legal existence. Depending on industry and locality, you may also owe an annual occupational license or permit renewal; check with your local government office.
Jury Duty
Jury service is a civic obligation Kentucky enforces through its courts. It isn’t annual on a set calendar — some residents go years between summonses, others get called in consecutive years — but under KRS Chapter 29A, ignoring a summons can bring a contempt finding and a fine. When one arrives in the mail, treat it as a court order.
What It Costs to Miss a Tax Deadline
Federal and Kentucky tax penalties work differently, and Kentucky’s are often harsher.
Federal
The IRS stacks two penalties. Failure-to-file runs 5 percent of unpaid tax for each month or partial month the return is late, capped at 25 percent.13Internal Revenue Service. Failure to File Penalty Failure-to-pay runs 0.5 percent per month, also capped at 25 percent.14Internal Revenue Service. Failure to Pay Penalty When both apply in the same month, the file penalty is reduced by the pay penalty, so you’re never charged more than 5 percent combined per month. The practical rule: file on time even if you can’t pay. The filing penalty is ten times steeper than the payment penalty.
Kentucky
Kentucky’s failure-to-file penalty is 5 percent of the estimated tax due for each 30-day period late, capped at 50 percent of the tax assessed, with a minimum penalty of $100 even if you owe little or nothing. That ceiling is double the federal cap. Late payment adds 2 percent of total tax due per 30-day period, up to 20 percent. If a balance remains unpaid 60 days after the original notice date, Kentucky can tack on a 25 percent cost-of-collection fee.15Kentucky Department of Revenue.
