What Happens If You Don’t Pay a Toll in New York?

If you don’t pay a toll in New York, the charge doesn’t just disappear. A bill goes to the vehicle’s registered owner, and if it’s ignored the amount grows through late fees and violation penalties, your account can be sent to a collection agency, and the DMV can suspend your vehicle’s registration. A $2 toll can become a $100-plus charge, and persistent non-payment can leave you unable to legally drive the car at all.

Every bridge, tunnel, and Thruway segment in the state uses cashless tolling, so no one stops you at a booth to collect. If you don’t have E-ZPass, cameras photograph your plate and a bill is mailed to the address the DMV has on file for the vehicle.1Metropolitan Transportation Authority. How Cashless Tolling Works If that address is outdated, or the bill gets lost, the escalation still runs on schedule.

The First Bill and Your 30-Day Window

You have 30 days from the date on the toll bill to pay. Miss that window and a second bill goes out in the next billing cycle, showing the original toll plus late fees.2Legal Information Institute. N.Y. Comp. Codes R. and Regs. Tit. 21 101.3 – Related Toll Rules Ignore that second bill and the tolling authority issues a formal violation notice carrying much larger penalties.

One consumer protection is worth knowing: if the tolling authority fails to send the violation notice within 90 days of the second toll bill, the violation fee must be dismissed. The underlying toll stays due, but the penalty gets wiped.3New York State Senate. New York Public Authorities Law PBA 2985-A

Violation Fees

Violation penalties depend on which authority runs the road.

On the Thruway system, regulation allows up to $100 per toll at cashless facilities and up to $50 per toll elsewhere. The Thruway Authority can set lower amounts, but those are the ceilings.4New York Codes, Rules and Regulations. 21 CRR-NY 101.3 – Related Toll Rules These fees stack on top of the original unpaid toll. On MTA bridges and tunnels, a $50 fee attaches to each toll that goes unpaid past the initial billing window. Several crossings across several weeks can turn routine commuting into hundreds of dollars in exposure.

The Congestion Relief Zone in Manhattan, which tolls most vehicles entering south of 60th Street, uses the same cashless infrastructure as MTA crossings, so the same escalation path applies to unpaid charges from that zone.5Metropolitan Transportation Authority. Registration Suspension

This is where unpaid tolls stop being just a billing problem. The DMV can suspend your vehicle’s registration for failing to pay tolls, fees, or other charges connected to three or more violations within a five-year period.6Office of the New York State Comptroller. Selected Aspects of Toll Collections The tolling authority reports the delinquency, the DMV mails a suspension notice to your last known address, and the suspension takes effect no fewer than 30 days after that notice goes out.7New York State Senate. New York Vehicle and Traffic Law VAT 510 – Suspension, Revocation and Reissuance of Licenses and Registrations

A separate mechanism under VTL Section 510(4-d) authorizes suspension when a vehicle owner fails to respond to five or more notices of liability within an 18-month period. In practice, the three-violation threshold is the one most drivers hit first.7New York State Senate. New York Vehicle and Traffic Law VAT 510 – Suspension, Revocation and Reissuance of Licenses and Registrations

Driving a vehicle whose registration has been suspended is a traffic offense that can lead to the vehicle being impounded on the spot. If your driver’s license is also suspended for related reasons, driving becomes a criminal matter. Under VTL Section 511, aggravated unlicensed operation in the third degree is a misdemeanor carrying a fine of $200 to $500, up to 30 days in jail, or both.8New York State Senate. Getting the Registration Back

Reinstatement is a two-step process. First, pay every outstanding toll and violation fee to the tolling authority. Then pay a separate suspension termination fee to the DMV, which accepts it online, by mail, or in person.9New York State Department of Motor Vehicles. Pay a Suspension Termination Fee Clearing the toll balance alone does not lift the suspension.

One procedural note: if your registration is already suspended or pending suspension for Thruway non-payment, the Toll Payer Advocate program cannot help. Contact the DMV Suspension Team directly at (718) 313-9414.10Thruway Authority. Office of the Toll Payer Advocate

Collections and Your Credit

Alongside the DMV route, the tolling authority can hand your account to a private collection agency. A New York State Comptroller audit found that accounts are referred to collectors when a driver fails to pay within 120 days after the last of three notices sent over a 90-day period. The Thruway Authority has a six-year statute of limitations for collecting tolls and fees, so the debt doesn’t quietly expire.6Office of the New York State Comptroller. Selected Aspects of Toll Collections

Once an account is with a collection agency, the debt can appear on your credit report. A toll-related collection entry typically damages a credit score significantly and remains for up to seven years from the original delinquency date. Paying after it’s reported updates the status to “paid” but generally does not remove the entry or shorten the seven-year window.

Disputing a Toll Bill

Not every bill is correct. Plates get misread, vehicles get sold, transponders fail. New York law requires every tolling authority operating a cashless facility to maintain a dispute process and issue a written determination within 45 days of receiving your dispute.3New York State Senate. New York Public Authorities Law PBA 2985-A

File within 30 days of the notice to avoid late penalties piling on while the dispute is pending. The E-ZPass New York portal accepts disputes online: enter the violation number and submit supporting evidence, such as a bill of sale showing the vehicle was no longer yours on the toll date, or records showing your transponder was active. If you’re denied, you can re-file with additional evidence or request a hearing. For Thruway tolls specifically, the Office of the Toll Payer Advocate can act as an escalation point after you’ve already tried the regular customer service channel.10Thruway Authority. Paying What You Owe

To find out what’s outstanding, use the “Search by Plate” function on the E-ZPass New York payment portal. You’ll need the plate number, state of registration, and ideally any bill or violation number from a mailed notice. The search pulls up every unpaid transaction tied to the plate.11E-ZPass New York. E-ZPass New York – Manage and Pay Toll Bill/Violation The portal accepts credit cards, electronic checks, and payments from an existing E-ZPass balance; mailed notices usually include a voucher for check or money order.

Save the confirmation. The tolling authority notifies the DMV to clear any hold, but that update can take several business days, and a gap between payment and DMV processing can create a nasty surprise at a traffic stop.

Out-of-State Plates and Rental Cars

An out-of-state registration doesn’t put you out of reach. New York’s tolling authorities share violation data and can request that an out-of-state DMV act on a driver’s account for accumulated unpaid tolls. The reach varies by state, but a New Jersey or Connecticut plate is not a free pass through New York gantries.

In a rental car, the toll hits the rental company first, and the company then charges you the toll plus an administrative fee. At Enterprise, the “TollPass Convenience Charge” is $4.95 per day you use a toll road, capped at $34.65 per rental, on top of the actual toll.12Enterprise Rent-A-Car. Northeast United States Toll Options Other major rental companies run similar programs. Because the cashless system captures every vehicle, these charges can land on your rental statement even if you didn’t realize you’d crossed a toll point.

If notices have been stacking up, the arithmetic only gets worse with time. Clearing the balance before it reaches the violation stage, registration suspension, or collections saves you the termination fee, protects your credit, and keeps your car from being impounded over what started as a few dollars in tolls.
