A limited registration plate tax in NC is the county and municipal vehicle property tax you still owe after being issued a temporary 60-day plate at registration. North Carolina normally collects registration fees and property tax together, but if you paid only the registration fees, the Division of Motor Vehicles gives you a plate marked “temporary” and sends a separate property tax bill that has to be paid before the plate expires.1North Carolina Department of Transportation. Why You Got a Limited Plate
Under North Carolina General Statute 20-79.1A, a limited registration plate is issued in two situations. The common one: you applied for a title and registration, paid the title and registration fees, but did not pay the property tax owed to your county or municipality at that time. The other: you registered a vehicle whose prior registration had been expired or surrendered for at least a year.2North Carolina General Assembly. North Carolina Code 20-79.1A – Limited Registration Plates The plate can only be used on the specific vehicle it was issued for and cannot be transferred or loaned.
How Long You Have to Pay
Your property tax is due on the last day of the second month after you applied for the limited plate, which is also the day the plate itself expires.3North Carolina General Assembly. North Carolina Code 105-330.4 – Due Date, Interest, and Enforcement Remedies Apply on March 10 and your deadline is May 31. NCDMV describes this window as roughly 60 days, though the exact length depends on where you fall in the calendar.1North Carolina Department of Transportation. How the Tax Amount Is Calculated
This is a standard vehicle property tax; nothing about the limited plate changes the math. The NC Department of Revenue’s Property Tax Division prepares a combined tax and registration notice for each vehicle with a limited plate.4North Carolina General Assembly. North Carolina Code 105-330.5 – Collection of Taxes on Classified Motor Vehicles Three things set your bill:
- Your vehicle is appraised using the North Carolina Vehicle Valuation Manual by year, make, and model. The valuation reflects retail-level trade value, not wholesale, trade-in, or private-party prices.
- The assessor multiplies that appraised value by the combined county and municipal tax rates where you live. Rates vary across North Carolina’s 100 counties, so two identical vehicles in different counties produce different bills.
- The tax is prorated based on the number of months in your vehicle’s tax year, which begins on the first day of the month after you applied for the plate.5North Carolina General Assembly. North Carolina Code 105-330.6 – Motor Vehicle Tax Year; Transfer of Plates; Surrender of Plates
How to Pay
All vehicle property taxes in North Carolina, limited registration included, are paid to NCDMV rather than to your county tax office. NCDMV then distributes the revenue to local governments.1North Carolina Department of Transportation. Vehicle Property Taxes
The fastest route is NCDMV’s online portal built specifically for limited registration property tax. You need your license plate number and the last five digits of the title number, both printed on your renewal notice or registration card. The third-party processor (PayIt) charges a $3 transaction fee plus a 1.85% card processing fee; NCDMV receives none of that.6North Carolina Department of Transportation. You can also pay in person at a DMV office or by mail. If your plate is close to expiring, paying in person gives you immediate confirmation. Once the payment clears, the combined tax and registration notice effectively becomes your registration certificate, and NCDMV issues a permanent sticker for the balance of the year.4North Carolina General Assembly. What Happens If You Miss the Deadline
Interest starts right away, on a specific schedule:3North Carolina General Assembly. North Carolina Code 105-330.4 – Due Date, Interest, and Enforcement Remedies
- In the month the tax is due, 5% interest accrues on the unpaid balance for the remainder of that month.
- In the first month after the due date, no additional interest accrues.
- From the second month onward, interest accrues at 0.75% per month until the balance is paid in full.
Those add up quickly. On a $500 bill, the initial 5% is already $25 before any monthly charges begin.
You also cannot renew your vehicle’s registration until all outstanding property taxes and registration fees are paid.7North Carolina Department of Revenue. Vehicle Tag and Tax Together Program – Frequently Asked Questions And if you keep driving after the limited plate expires, you risk a citation for operating an unregistered vehicle. That is where the real trouble starts: back taxes with interest on one side, a traffic violation on the other.
If the Valuation Looks Too High
You can appeal the appraised value to the county tax administration office where the vehicle is registered. You generally have 30 days from the due date on your notice. Documentation counties typically accept includes:
- A bill of sale showing a lower purchase price from a licensed dealer
- A written dealer or qualified appraiser’s statement reflecting retail value as of January 1 of the tax year
- Documentation of unusually high mileage from an inspection or service invoice
- Repair estimates for a vehicle that has been significantly damaged
North Carolina values vehicles at retail. An appeal built on Kelley Blue Book private-party numbers or online listing prices will not succeed; you need to show that the retail value the state’s valuation manual assigned is wrong for your vehicle’s actual condition.
Active-Duty Military May Owe Nothing
If you are an active-duty servicemember stationed in North Carolina but domiciled in another state, you may be exempt from North Carolina vehicle property tax entirely. The federal Servicemembers Civil Relief Act prevents any state other than your state of domicile from taxing your personal property, including motor vehicles, and the same protection extends to a military spouse’s personal property.8Office of the Law Revision Counsel. United States Code Title 50 Section 4001 – Residence for Tax Purposes It does not matter whether you actually pay vehicle tax in your home state. The exemption does not cover vehicles used in a trade or business.
To claim it, you generally need your PCS orders, a current Leave and Earnings Statement, and proof of domicile in your home state such as a driver’s license or voter registration from that state. Confirm the specific documentation with your county tax office or NCDMV before the deadline passes.
