A New York REAL ID is a driver’s license, learner permit, or non-driver ID card issued by the New York DMV that meets the federal identification standards set by the REAL ID Act of 2005. You can recognize one by the black-and-white star printed in the upper corner. Since May 7, 2025, anyone 18 or older needs a REAL ID, a New York Enhanced ID, or another federally approved document such as a U.S. passport to board a domestic flight or enter a secure federal building.1Transportation Security Administration. About REAL ID
What a REAL ID Lets You Do
A REAL ID works for everything a standard New York license or ID does: driving, proving your age, opening accounts. The difference is federal access. With the star on your card, TSA will let you through the checkpoint for a domestic flight, and federal courthouses, military bases, and other restricted federal facilities will accept it at the door. A standard New York card without the star or flag no longer satisfies those uses.2Transportation Security Administration. New York Residents Will Need a REAL ID to Board an Airplane Starting May 2025
One boundary to know up front: a REAL ID is not a passport substitute. It will not get you on an international flight or across a land border. If you want a New York card that doubles as a border-crossing document, that’s the Enhanced ID, not the REAL ID.
Documents You Need to Bring
New York uses a point-based verification system, and a REAL ID application layers specific requirements on top of it. Bring originals in three categories, because photocopies are not accepted for identity and Social Security documents.
For identity, bring one document that proves who you are and your legal presence in the United States. For U.S. citizens, that is usually a valid U.S. passport or a certified copy of your U.S. birth certificate. Lawful permanent residents can use their green card.3USAGov. How to Get a REAL ID and Use It for Travel
For your Social Security number, bring your Social Security card, a W-2 showing your full SSN, or a pay stub that displays it.3USAGov. How to Get a REAL ID and Use It for Travel
For New York residency, bring two separate proofs of your current address. A recent bank statement, utility bill, pay stub, or your current New York license or permit all qualify. Two restrictions trip people up: documents listing a P.O. Box are not accepted, and anything dated more than one year before your DMV visit will be rejected.4New York State Department of Motor Vehicles. Enhanced or REAL ID The DMV does accept printed electronic versions of utility bills, credit card statements, and pay stubs for the residency pair, so paper originals are not required for those.
If Your Name Has Changed
If the name on your identity document does not match your current legal name, you need paperwork that bridges every change. A marriage certificate, divorce decree, or court-issued name change order each works for a single change.5New York State Department of Motor Vehicles. Proofs of Identity for Registration and Title If you have had more than one name change, bring the complete chain from birth name to current name. A missing link is one of the most common reasons applicants get turned away at the counter. The DMV will keep copies of each name-change document.6eCFR. How to Apply
You have to apply in person at a New York DMV office; there is no online REAL ID application. The DMV uses a reservation system, so check your county office’s page for scheduling before you go.4New York State Department of Motor Vehicles. Enhanced or REAL ID
At the counter, a DMV employee reviews your original documents, takes a new photograph, and captures your digital signature. You pay the fee that day. You leave with a temporary paper document, and the permanent card with the star arrives in the mail within about two weeks.4New York State Department of Motor Vehicles. Enhanced or REAL ID
What It Costs and How Long It Lasts
Upgrading a standard license to a REAL ID costs the same as a regular New York driver’s license. There is no REAL ID surcharge. For a Class D license, the standard passenger vehicle license, applicants 21 and older pay between $64.25 and $67.50, depending on where your birthday falls relative to your application date.7New York State Department of Motor Vehicles. Driver License and Learner Permit Fees and Refunds
Non-driver REAL ID cards are cheaper. If you’re under 62, expect to pay $9.50 to $14 depending on whether you choose a four-year or eight-year card. Seniors 62 and older pay $6 for an eight-year card, and SSI recipients 62 and older pay nothing.8New York State Department of Motor Vehicles. Non-Driver ID Fees and Refunds
Standard adult driver’s licenses are valid for eight years. REAL IDs issued to non-citizens on time-limited immigration status expire when that authorized stay expires rather than following the eight-year cycle.9eCFR. Temporary or Limited-Term Drivers Licenses and Identification Cards
REAL ID, Enhanced ID, and Standard ID
New York issues three versions of the driver’s license and non-driver ID, and picking the right one saves a second trip to the DMV.
- REAL ID (star marking). Meets federal ID requirements. Works for domestic flights and entry to federal buildings and military bases. Not valid for international travel.
- Enhanced ID (U.S. flag marking). Also meets federal REAL ID requirements, so it does everything a REAL ID does. It also serves as a border-crossing document for land and sea travel to Canada, Mexico, and some Caribbean countries. Only U.S. citizens who are New York residents can apply, and it costs an additional $30 on top of the standard license fee.4New York State Department of Motor Vehicles. Enhanced or REAL ID
- Standard ID (no star or flag). Valid for driving and everyday identification. Not accepted for domestic flights or secure federal facilities.
If you never fly and don’t visit federal buildings, a standard ID still covers daily life. If you fly even once a year, a REAL ID means you no longer have to carry your passport to the airport.4New York State Department of Motor Vehicles. Enhanced or REAL ID
Non-U.S. Citizens
Non-citizens who can prove lawful presence in the United States are eligible for a New York REAL ID. Permanent residents use their green card as the identity document. Holders of temporary visas or other time-limited status follow the same process, but the card expires with the underlying status.9eCFR. Temporary or Limited-Term Drivers Licenses and Identification Cards If your status has no set expiration date, the card is issued one year at a time, and each renewal requires an in-person DMV visit with updated Department of Homeland Security paperwork, a completed MV-44, and your identification documents.10New York State Department of Motor Vehicles. Flying Without a REAL ID
Not having a REAL ID doesn’t ground you. TSA accepts several other documents on their own at the checkpoint. The common ones:
- U.S. passport or passport card
- Permanent resident card (green card)
- U.S. Department of Defense ID, including dependent IDs
- DHS trusted traveler cards such as Global Entry, NEXUS, SENTRI, or FAST
- Foreign passport
- Transportation Worker Identification Credential
TSA has also started accepting certain digital IDs at select checkpoints, including Apple Digital ID and Google ID pass, and New York has launched its own Mobile ID program; check current TSA acceptance before relying on a phone at the airport.11Transportation Security Administration. Acceptable Identification at the TSA Checkpoint Children under 18 do not need identification to fly within the United States; the REAL ID rule applies only to travelers 18 and older, though airlines may impose their own documentation rules on unaccompanied minors.12Transportation Security Administration.
