A short certificate in Pennsylvania is a one-page document issued by the county Register of Wills that proves you have been appointed to handle a deceased person’s estate. Banks, insurance companies, PennDOT, title companies, and the IRS will not deal with you about the estate until you hand them one. It is usually the first piece of paper you need once probate opens, and you will need several copies.
What a Short Certificate Is
Despite the informal name, it is a formal government certification. The Register of Wills confirms on the document that a probate or administration proceeding is on file and that the personal representative’s appointment has not been revoked.1Butler County, PA Government. It is not the same thing as Letters Testamentary or Letters of Administration, though people use the terms interchangeably. Letters Testamentary are granted when there is a will; Letters of Administration are granted when there is not.1Butler County, PA Government. The short certificate is the condensed, portable proof of that grant, designed to be handed to a bank teller or a title clerk rather than filed in a legal proceeding.
Why You Need One
Without a short certificate, you have no way to prove to anyone outside the courthouse that you can act for the estate. Banks, credit unions, and brokerage firms will require one before they release account funds or let you close accounts.3Lancaster County. You will also need one to open a bank account in the estate’s name, which is where incoming funds get deposited and estate bills get paid.
Transferring a vehicle owned by the deceased requires submitting the title signed by the personal representative, a completed Form MV-4ST, applicable fees, and a short certificate as evidence of the representative’s appointment to PennDOT.4PA.gov. Pennsylvania real estate technically passes directly to heirs or beneficiaries by operation of law, but in practice, title companies and buyers will insist on seeing a short certificate before closing on a sale.
For tax matters, the IRS requires a copy of your letters testamentary or court certificate attached to Form 56, which notifies the agency of the fiduciary relationship.5Internal Revenue Service. Instructions for Form 56 The short certificate serves that purpose. You will also use it when filing the deceased’s final income tax returns and any estate income tax returns.
How to Get a Short Certificate
A short certificate can only be issued after the estate is formally opened through probate with the Register of Wills in the county where the deceased lived.1Butler County, PA Government. Frequently Asked Questions – Section: Register of Wills – Estates The Register must first validate the will, if there is one, and officially appoint the personal representative. The certificate comes out of that process.
What to Bring
To open the estate, bring the following to the Register of Wills:
- The original will, if one exists. Copies are not accepted.
- The original death certificate, not a photocopy.
- Valid photo ID for the person seeking appointment as personal representative.
- A rough estimate of the estate’s value.

Cost and How Many to Order
Each certificate costs a modest per-copy fee, and the exact amount varies by county. Philadelphia and Chester County charge $10 per certificate.2Chester County. Order more than you think you need. Every bank, brokerage, insurer, and agency you deal with will likely keep the certificate you give them. A moderate estate with a couple of bank accounts, a house, a car, and a life insurance policy can easily burn through six to ten certificates. You can always buy more from the Register of Wills later,1Butler County, PA Government. One other thing worth knowing: short certificates carry printed dates, and many institutions will not accept one more than about 60 days old. If administration drags on, you may need fresh copies for later transactions.
When You Might Not Need One
Not every death triggers a full probate proceeding. Pennsylvania law provides a few shortcuts that let family members access certain funds without obtaining a short certificate at all.
An employer may release up to $10,000 in unpaid wages and benefits directly to the surviving spouse, or to certain other family members if there is no spouse, without waiting for a personal representative to be appointed. A bank or credit union must release deposited funds directly to the surviving spouse when the total balance at that institution does not exceed $20,000, provided the family presents a receipted funeral bill or an affidavit from the funeral director confirming payment arrangements have been made.10Pennsylvania General Assembly. Pennsylvania Consolidated Statutes Title 20 Section 3101 – Payments to Family and Funeral Directors
If all of the deceased’s property, excluding real estate and the direct payments described above, is worth $50,000 or less, the estate may qualify for a simplified small estate petition through the Orphans’ Court. If approved, the court issues a decree of distribution directing the transfer of property, bypassing traditional probate and short certificates. This works for modest estates but does not cover real estate.
Outside those narrow situations, probate is the path and the short certificate is the key that opens it. Request several the day you are sworn in, keep a running list of who has one and who still needs one, and buy more when the stack runs low.
