A Texas taxpayer number is the 11-digit state tax ID that the Texas Comptroller of Public Accounts assigns when you register for any Texas tax account. It always starts with a 1 or a 3. You need one if your business collects Texas sales tax, owes Texas franchise tax, holds a mixed beverage permit, sells motor vehicles, or ships more than $500,000 of taxable goods or services into Texas from out of state. Applying is free, and the online application usually clears within a few business days.1Texas Comptroller of Public Accounts. Identify Taxpayer
What the Number Is
The Comptroller issues the number the first time you register for a state tax account, whether that’s a sales tax permit, a franchise tax account, a mixed beverage tax account, or something else. From then on it’s your file reference for every Texas tax obligation you have. One business, one 11-digit number, however many tax types it touches.
It is not a Federal Employer Identification Number. The EIN is a separate nine-digit number issued by the IRS for federal purposes.2Internal Revenue Service. Employer Identification Number In most cases you’ll want the EIN first, because the Texas application asks for it. Sole proprietors with no employees can use their Social Security Number on the sales tax permit application instead.3Texas Comptroller of Public Accounts. Texas Online Tax Registration Application
You’ll also hear about a Webfile number. That’s a different code — two letters plus six digits — that the Comptroller issues alongside the taxpayer number so you can file returns and manage your account online. You need both to transact with the Comptroller, but the 11-digit taxpayer number is the one that identifies the business itself.

Businesses That Collect Sales Tax
If you sell, lease, or rent taxable goods, or provide taxable services, in Texas, you must hold a sales tax permit from the Comptroller, and the permit comes with a taxpayer number. The state sales tax rate is 6.25 percent, with local taxes added on top. This covers brick-and-mortar retailers, service providers, and sole proprietors who either collect sales tax or employ anyone.
Entities Subject to Franchise Tax
Texas imposes franchise tax on most organized business entities doing business in the state: corporations, LLCs (including single-member LLCs), partnerships, banks, S corporations, professional associations, and joint ventures.4Texas Comptroller of Public Accounts. Franchise Tax Overview Each needs a taxpayer number to file its annual franchise tax report.
A sole proprietorship that hasn’t organized itself as a limited-liability entity is not a taxable entity for franchise tax.5Texas Comptroller of Public Accounts. Taxable Entities – Franchise Tax Frequently Asked Questions A single-member LLC that files federally as a sole proprietor, by contrast, is still a franchise-taxable entity in Texas. Forming an LLC for liability protection creates a franchise tax filing obligation, and that catches people off guard.
For reports due on or after January 1, 2026, the no-tax-due threshold is $2,650,000 in annualized total revenue.6Texas Comptroller of Public Accounts. Mixed Beverage Permittees
Businesses holding a mixed beverage permit from the Texas Alcoholic Beverage Commission must collect and remit an 8.25 percent mixed beverage sales tax on every alcoholic drink they sell, prepare, or serve, along with the nonalcoholic mixers and ice sold with alcohol for on-premises consumption.8Texas Comptroller of Public Accounts. Mixed Beverage Sales Tax That’s separate from the mixed beverage gross receipts tax, and both are filed under a taxpayer number.
Motor Vehicle Dealers
Motor vehicle sales tax is 6.25 percent of the sales price minus any trade-in allowance.9Texas Comptroller of Public Accounts. Motor Vehicle Sales and Use Tax Licensed dealers collect the tax at the point of sale for vehicles weighing 11,000 pounds or less and remit it through the county tax assessor-collector. Private-party buyers pay the tax themselves within 30 calendar days of purchase.10Texas Comptroller of Public Accounts. Motor Vehicle Tax Guide
Remote Sellers Over the $500,000 Threshold
You don’t have to be in Texas to need a Texas taxpayer number. An out-of-state business that ships taxable products or services into Texas must obtain a sales tax permit once its total Texas revenue in the preceding 12 calendar months crosses $500,000.11Texas Comptroller of Public Accounts. Remote Sellers Marketplace sales, resale transactions, and sales of exempt products all count toward the $500,000.
Once you cross the threshold, you have until the first day of the fourth month after the month you exceeded it to register and start collecting. Hit $500,000 in March, and you need to be registered and collecting by July 1. Later than that exposes you to penalties and back-due tax.

One Caution if You’re Buying an Existing Business
Registering for your own taxpayer number is only part of the picture when you acquire an existing Texas business. Under successor liability, a buyer can be held responsible for the seller’s unpaid state taxes, penalties, and interest up to the full purchase price, unless the buyer obtains a Certificate of No Tax Due from the Comptroller before closing.15Texas Comptroller of Public Accounts. Buying an Existing Business The seller and buyer jointly submit Form 86-114. There’s no charge, and the certificate typically takes about 10 business days when no audit is needed, up to 90 days if the Comptroller audits the seller’s records. Skipping that step is one of the most expensive mistakes a buyer can make in Texas.
