What Is an Enhanced Driver’s License in California?

There is no enhanced driver’s license in California. The state doesn’t participate in the federal EDL program, so residents who want a federally compliant ID or a document for crossing into Canada or Mexico by land or sea have to look at other options: a California REAL ID, a U.S. passport, or a U.S. passport card. Only Michigan, Minnesota, New York, Vermont, and Washington currently issue EDLs.1Department of Homeland Security. Enhanced Drivers Licenses – What Are They

What an EDL Does, and Why It Matters Here

An Enhanced Driver’s License is a state-issued card that works as both a driver’s license and proof of U.S. citizenship. It satisfies the Western Hemisphere Travel Initiative, so holders can re-enter the United States through land and sea ports of entry from Canada, Mexico, Bermuda, and the Caribbean without carrying a passport.2U.S. Customs and Border Protection. Western Hemisphere Travel Initiative EDLs do not work for international air travel; a passport is still required for any flight leaving or entering the country.

EDL programs exist through agreements between individual state governments and the Department of Homeland Security. California has no such agreement. If the DMV or a search result pointed you toward a REAL ID when you were looking for an EDL, that’s why.

California REAL ID: What It Covers and What It Doesn’t

A California REAL ID is a driver’s license or identification card that meets the federal security standards set by the REAL ID Act. It’s marked with a gold bear and star in the upper-right corner. Since May 7, 2025, a REAL ID (or an acceptable alternative like a passport) has been required to board domestic flights and enter secure federal facilities such as military bases and federal courthouses.3Transportation Security Administration. REAL ID A standard California license that reads “Federal Limits Apply” on the front won’t get you through a TSA checkpoint or into a federal building.4California Department of Motor Vehicles. What Is REAL ID?

Here’s the limit that catches people out: a REAL ID does not prove citizenship, and it cannot be used to cross any international border. It won’t get you back into the United States from Canada or Mexico at a land or sea port of entry. For that, you need a passport or passport card.

How to Get a California REAL ID

Your first REAL ID requires an in-person visit to a California DMV office. You’ll need documents from three categories:5California Department of Motor Vehicles. REAL ID Checklist

  • One identity document showing your full legal name and date of birth: an unexpired U.S. passport, a certified U.S. birth certificate, a certificate of naturalization, a permanent resident card, or another approved identity document.
  • Proof of your Social Security number: your Social Security card, a W-2, an SSA-1099, or a pay stub showing the full SSN.
  • Two different proofs of California residency showing your name and the same address you’re putting on the application: a utility bill, bank statement, lease, insurance document, or government-issued mail all qualify.

If your current legal name doesn’t match your identity document, bring certified documentation of each name change, such as a marriage certificate, court order, or adoption record. Documents must be originals or certified copies. Photocopies and digital versions aren’t accepted.

The REAL ID costs the same as a standard California driver’s license or ID card. There’s no separate surcharge. You can complete the application online before your visit and schedule an appointment through the DMV website to cut down on wait time.

Crossing Into Canada or Mexico Without an EDL

If the reason you were looking at an EDL is weekend trips to Tijuana or a cruise out of a California port, you have two realistic options.

U.S. Passport Book

A passport works everywhere: international flights, land crossings, sea ports of entry, and as domestic ID at airports and federal buildings. It’s the most versatile document and also the most expensive and bulkiest to carry if all you do is drive across the border.

U.S. Passport Card

The passport card is a wallet-sized alternative that costs $30 for adults, whether first-time applicants or renewals.6U.S. Department of State. Passport Fees It proves U.S. citizenship and is valid for returning to the United States by land or sea from Canada, Mexico, Bermuda, and the Caribbean. For California residents who frequently drive south or take cruises, the passport card fills essentially the same role an EDL would. It cannot be used for international air travel.

Which Document Works Where

These three documents overlap in some uses and diverge in others:

  • Domestic air travel: REAL ID, EDL, and passport card all work at TSA checkpoints. A California license marked “Federal Limits Apply” does not.
  • Land and sea border crossings from Canada, Mexico, Bermuda, and the Caribbean: EDL and passport card work. A REAL ID does not, because it doesn’t prove citizenship.
  • International air travel: none of these three work. A full passport is required.2U.S. Customs and Border Protection. Western Hemisphere Travel Initiative
  • Federal facility access: REAL ID, EDL, and passport card all work.

For most California residents, the practical setup is a REAL ID for everyday use paired with a passport card (or full passport) for any trip across the border. The REAL ID covers domestic flights and federal buildings; the passport card covers land and sea crossings into neighboring countries. Together they cover every situation an EDL would, with the tradeoff of carrying two cards instead of one.
