An out-of-state credential, in Massachusetts RMV terms, is any driver’s license or identification card issued by another U.S. state, the District of Columbia, a U.S. territory, or one of a handful of recognized foreign countries. If you hold one and move to Massachusetts, the Registry of Motor Vehicles requires you to convert it to a Massachusetts license once you become a resident. The standard Class D conversion fee is $115, and the written and road tests are waived as long as your existing license is valid or has been expired for less than a year.1Mass.gov. Which Credentials the RMV Accepts
All fifty U.S. states and the District of Columbia qualify. So do licenses from U.S. territories, including Puerto Rico, Guam, the U.S. Virgin Islands, and American Samoa. On the foreign side, Massachusetts allows direct conversions from Canada, Mexico, South Korea, Germany, France, and Taiwan, each with its own documentation requirements.2Mass.gov. Information for Converting Certain Foreign Driver’s Licenses A license from any country not on that list cannot be converted; you’d have to start over with a learner’s permit and pass both the written and road exams.
Whatever the source, the credential has to be an original physical document. The RMV will not accept photocopies, screenshots, or digital licenses from another state’s mobile app.
When You Have to Convert
Massachusetts does not publish a specific day count for the transfer deadline. The standard is simply that you must convert once you become a resident.1Mass.gov. Transfer Your REAL or Standard Out-of-State Driver’s or Motorcycle License to Massachusetts Residency is defined broadly for motor vehicle purposes. Under Chapter 90, Section 3½, filing a Massachusetts income tax return, registering to vote, enrolling a child in a public school, or claiming a property tax exemption all create a presumption that you’re a resident.3Massachusetts Department of Revenue. TIR 02-23 – Expanded Definition of Residency in GL c 90 for Registration, Sales/Use Tax and Local Excise on Motor Vehicles If you’ve done any of those things, the state already considers you a resident, so don’t wait.
Your current license also has to be in good standing. It cannot be suspended, revoked, or canceled anywhere. The RMV runs a check against the National Driver Register, a federal database tracking drivers who’ve lost their privileges or been convicted of serious offenses.4National Highway Traffic Safety Administration. National Driver Register (NDR) Massachusetts also participates in the Driver License Compact, so violations and suspensions from your prior state follow you.5National Center for Interstate Compacts. Driver License Compact Outstanding warrants or unpaid citations can block the transfer.
Expiration matters too. If your out-of-state license has been expired for less than a year, you can still convert it without testing. More than a year, and the RMV treats you essentially as a new driver: written exam, road test, and vision screening.1Mass.gov. What to Bring to the Appointment
Document requirements are where this process most often goes sideways. Gather everything before you go.
Standard License or REAL ID
At the counter you’ll choose between a standard Massachusetts license and a REAL ID-compliant one, marked by a gold star in the upper right corner.7Commonwealth of Massachusetts. Massachusetts Identification (ID) Requirements Federal card-based enforcement of the REAL ID Act began on May 7, 2025, and agencies are phasing in requirements through May 5, 2027.8Federal Register. About TSA ConfirmID The fee is identical either way; only the document checklist differs.
Proof of Residency
A standard license requires one document showing your Massachusetts address. A REAL ID requires two.10Mass.gov. Acceptable Forms of Identification A utility bill, bank statement, or current lease or mortgage agreement works. Anything dated must be within sixty days of your appointment.11Mass.gov. Standard Class D or M Driver’s License Documents Checklist
Proof of Identity and Date of Birth
You need one original document. A valid U.S. passport or passport card, or an original or certified U.S. birth certificate, is the usual choice.11Mass.gov. Standard Class D or M Driver’s License Documents Checklist Non-citizens have their immigration documents verified through the Department of Homeland Security’s SAVE program.12American Association of Motor Vehicle Administrators. Verification of Lawful Status (VLS)
Social Security Number
You must provide your Social Security number, but you don’t need the physical card. The RMV verifies the number electronically with the Social Security Administration.13Social Security Administration. Data Exchange Applications The name on your SSA record has to match your identity documents exactly, or the application will stall.
Your Current Out-of-State License
Bring the physical card. You’ll surrender it at the appointment because you cannot legally hold licenses from two states at the same time.
Form LIC100
The RMV uses the Driver’s License, Learner’s Permit or ID Card Application. It covers personal details, residential address, and driving history, including any past restrictions or revocations.
Fees and Payment
The Class D conversion fee is $115, which covers a five-year license.14Mass.gov. RMV Schedule of Fees The fee is the same for standard and REAL ID. The RMV takes credit cards, checks, and money orders. Not every Service Center accepts cash, so plan on a non-cash payment.
What Happens at the RMV
Conversions have to be done in person at an RMV Service Center. You cannot do them online or by mail. Book directly through the RMV’s online appointment system at mass.gov. Some AAA locations handle select RMV transactions, but their services are limited and may not cover out-of-state conversions.
At the appointment, a clerk reviews your form and documents and runs you through a vision screening. The minimum is 20/40 acuity in at least one eye, corrected or uncorrected, with at least 120 degrees of combined horizontal peripheral vision.15Mass.gov. Medical Standards for Passenger (Class D) and Motorcycle (Class M) Driver’s Licenses Acuity between 20/50 and 20/70 still qualifies but produces a daylight-only restriction.16Mass.gov. Class D and M Vision Screening Certificate Assuming your out-of-state license is valid or expired by less than a year, there is no written exam or road test.
After the screening, you surrender your old license, the RMV captures your photo and signature, you pay, and you walk out with a temporary paper license good for about 30 days. The permanent card is produced at a secure facility and mailed to the address on your record.
Foreign Licenses
Conversions from Canada, Mexico, and U.S. territories work much like domestic transfers, with one addition: you need a certified driving record from the issuing country or territory, dated within the last 30 days.2Mass.gov. Information for Converting Certain Foreign Driver’s Licenses A vision test is required. Written and road tests are waived unless the license has been expired more than a year.
Massachusetts also has direct conversion agreements with South Korea, Germany, France, and Taiwan, each with distinct document rules. Check the RMV’s foreign license conversion page for the specifics that apply to your country.2Mass.gov. Information for Converting Certain Foreign Driver’s Licenses
If You’re Bringing a Car
The license is only half of it. Massachusetts requires you to register the vehicle as soon as you become a resident, with no grace period.17Mass.gov. Transfer Your Registration and Title From Out of State And unlike many states, Massachusetts requires you to have insurance in place before you can register. Call an insurance agent before your RMV appointment, get the binder, and plan to handle the registration on the same visit as the license conversion.
If You Hold a CDL
Commercial driver’s licenses follow stricter federal rules. The RMV has to check your Commercial Driver’s License Information System (CDLIS) record. If you’ll be operating in non-excepted interstate commerce, your medical certification must show as “certified” in CDLIS before Massachusetts can issue the CDL. A “not-certified” status forces the state to deny the transfer and initiate a downgrade.18Federal Register. Medical Certification Requirements as Part of the CDL Confirm your medical examiner’s certificate is current and properly recorded with your previous state before you move.
