What Is Considered a Full-Time Student in California? Units, Aid, and Visa Rules

In California, a full-time student is generally someone enrolled in at least 12 semester or quarter units during a regular term. That is the floor community colleges use, the number federal financial aid programs recognize, and the minimum F-1 visa holders must carry. But the number that actually matters to you depends on who is asking: your CSU campus may expect 15, your UC college may require 13, your graduate department may accept 8, and the VA calculates your housing check as a percentage of whatever your school considers full-time.

The 12-Unit Baseline

California community colleges follow a statewide rule. Title 5 of the California Code of Regulations defines a full-time student as one enrolled in at least 12 credit units or the equivalent during a regular semester or quarter.1LII / Legal Information Institute. California Code of Regulations Title 5 56202 – Full-Time Student Summer and intersession terms are handled separately, with each district setting its own definition for those shorter calendars.

Dropping below 12 units during a regular term reclassifies you as part-time. That can affect campus facility access, eligibility for student employment, priority registration, and how outside organizations verify your enrollment.

CSU and UC Expect More

At a California State University campus, 15 units is treated as the full-time academic load for undergraduates. Twelve units is recognized as full-time only for financial aid and certain external legal requirements.2California State University, Northridge. Full-Time Enrollment (Undergraduate and Graduate) You can be classified as full-time for your Cal Grant while your campus still views your schedule as light for advising and degree-progress purposes.

University of California campuses set their own minimums by college. UC Berkeley’s College of Letters and Science, for example, requires 13 units per fall or spring semester as the standard course load, and enrolling in fewer can create problems with financial aid and visa status. Other UC campuses and colleges within the same university set slightly different thresholds, so confirm with your academic advisor.

Private universities in California generally align with the 12-unit floor for federal reporting but, like Stanford, may treat that number as the minimum rather than the expected workload.

Graduate Students

Graduate programs use a lower threshold, typically 8 to 12 units per term. CSU campuses set the minimum for full-time graduate status at 8 units.2California State University, Northridge. Full-Time Enrollment (Undergraduate and Graduate) Stanford’s graduate programs use the same 8-unit floor, though individual departments and professional schools can require more; law and medical programs there require 9 or more units for full-time certification.3Stanford University Bulletin. Full-time Status

The lower count reflects how graduate work functions. A doctoral student deep into dissertation research might carry only a couple of specialized units that demand far more weekly hours than a 3-unit undergraduate lecture. Most programs allow research units, lab hours, and thesis preparation to count toward the total. These rules are set at the department or school level, so your graduate coordinator is the definitive source.

Summer Sessions and Intersessions

Condensed terms use proportionally reduced thresholds. UC San Diego’s summer session treats 4 units per session as full-time for domestic students, while international students on visas must take at least 6 units per session to satisfy immigration requirements.4UC San Diego. Units – Summer Session At CSUN, 6 units during a summer term counts as full-time for undergraduate international students in certain programs.2California State University, Northridge. Full-Time Enrollment (Undergraduate and Graduate)

These reduced numbers exist because a 4-unit summer course packs the same material into roughly half the weeks. If you are counting on summer enrollment for aid disbursement or loan deferment, confirm the specific unit threshold with your registrar before enrolling.

Full-Time for Aid vs. Full-Time to Graduate

The California Student Aid Commission classifies 12 or more units as full-time for Cal Grant purposes. Lower enrollment triggers prorated payments: 9 to 11 units pays at 75%, and 6 to 8 units pays at 50%.5California Student Aid Commission. Understanding My Cal Grant Fact Sheet Dropping below 6 units ends eligibility entirely, and you may need to repay funds already received.

Federal Pell Grants work the same way. A student enrolled in 9 of the 12 units that define full-time receives a grant calculated at 75% enrollment intensity; someone taking 6 units gets 50%.6Federal Student Aid. Pell Grant Enrollment Intensity and Cost of Attendance For the 2025–2026 award year, the maximum Pell Grant is $7,395 at full-time enrollment, so each unit you drop below 12 shrinks the check directly.

Here is where the math catches people out. Twelve units meets the financial aid definition of full-time, but a standard bachelor’s degree requires about 120 semester units. Twelve units across fall and spring adds up to 24 a year, meaning five years to graduate. Fifteen units per semester gets you to 120 in four years. California now requires schools to notify students that Cal Grant eligibility is limited to four academic years and that averaging 15 semester units per year is necessary to finish on time.7California Student Aid Commission. New Law Requires Notification About Timely Degree Completion Coasting at 12 units can mean outlasting your aid before you earn the degree.

Half-Time Thresholds That Matter

Federal Student Loan Deferment

If you carry federal Direct Loans, your repayment obligation is automatically deferred as long as you remain enrolled at least half-time at an eligible institution.8Federal Student Aid. In-School Deferment Request At most California institutions, half-time means 6 semester or quarter units. Once you drop below that, a six-month grace period starts before payments begin. Students who hover near the line and drop a class mid-term sometimes trigger repayment without realizing it until a bill arrives.

Education Tax Credits

The American Opportunity Tax Credit, worth up to $2,500 per year for the first four years of postsecondary education, requires the student to be enrolled at least half-time for at least one academic period during the tax year.9Internal Revenue Service. American Opportunity Tax Credit At a school where 12 units is full-time, half-time means 6 units. The IRS does not set its own number; it defers to whatever the school considers full-time and half-time attendance.10Internal Revenue Service. Full-Time Student The Lifetime Learning Credit has no enrollment-intensity requirement at all, so even a single course qualifies.

F-1 Student Visa Holders

Federal regulation requires undergraduates on an F-1 visa to maintain a full course of study of at least 12 semester or quarter hours per academic term.11eCFR. 8 CFR 214.2 – Special Requirements for Admission, Extension, and Maintenance of Status Falling below this threshold without prior authorization from a Designated School Official puts you out of status.

A limited set of exceptions allows a reduced course load with valid F-1 status: difficulty with English during a first semester, medical conditions, or being in the final term with fewer than 12 units left to complete. Even with an approved reduction, you must generally take at least 6 semester or quarter hours, except when a medical condition warrants a zero-unit load.12U.S. Citizenship and Immigration Services. Courses and Enrollment, Full Course of Study, and Reduced Course Load Each exception can typically be used only once per program level, and the DSO must authorize the reduction in advance. M-1 vocational students face similar 12-hour weekly minimums with reductions available only for documented medical reasons.

GI Bill Rate of Pursuit

Veterans using Post-9/11 GI Bill benefits receive a Monthly Housing Allowance that scales with “rate of pursuit”: your credits divided by what your school considers full-time. If full-time is 12 credits and you are enrolled in 9, your rate of pursuit is 75%, and your housing allowance is 75% of the full amount.13Veterans Affairs. Post-9/11 GI Bill (Chapter 33) Rates Your rate of pursuit must exceed 50% to receive any housing allowance at all. Every unit below the full-time mark reduces the monthly check, so veterans have a stronger financial incentive than most students to maintain a full load.

Disability-Related Reduced Course Loads

Students with documented disabilities may qualify for a reduced course load as a reasonable accommodation under the Americans with Disabilities Act and Section 504 of the Rehabilitation Act. With approval from your campus disability services office, you can enroll in fewer than 12 units and still be treated as a full-time student for university purposes, including campus housing eligibility and student services.

This accommodation does not automatically carry over to external programs. Financial aid offices, the VA, and immigration authorities each apply their own enrollment rules independently. A campus-approved reduced course load might preserve your access to campus services while simultaneously dropping your Pell Grant to a prorated amount. Coordinate with both disability services and your financial aid advisor before finalizing your schedule.

A Note on Health Insurance

Student status does not control whether you can stay on a parent’s health insurance. Under the Affordable Care Act, insurers cannot deny dependent coverage to anyone under 26 based on student status, financial dependency, residency, marital status, or employment.14eCFR. 45 CFR 147.120 – Eligibility of Children Until at Least Age 26 Whether you take 15 units, 6, or none, your right to stay on that plan until 26 is the same.

Campus-based student health insurance plans are different. Most California public universities require enrollment at a certain unit threshold to participate, and dropping below it can terminate coverage mid-semester. If the campus plan is your primary insurance, confirm the enrollment minimum with your student health center before reducing your course load.
