What Is Considered Low Income in Kentucky: Medicaid, SNAP, and HUD Limits

In Kentucky, “low income” has no single definition — it depends on which program you’re applying to. Most state assistance programs anchor their limits to the Federal Poverty Level (FPL), with cutoffs set at 100%, 130%, 138%, 150%, 200%, or 218% of that figure depending on the program. For 2026, 100% of the FPL is $15,960 for one person and $33,000 for a family of four.1Office of the Assistant Secretary for Planning and Evaluation (ASPE). 2026 Poverty Guidelines: 48 Contiguous States Housing assistance uses an entirely different yardstick based on local median earnings. The practical result: your household can qualify for one program and be turned away from another on the same income.

The 2026 Federal Poverty Level in Kentucky

The Department of Health and Human Services updates the poverty guidelines each year, and nearly every Kentucky assistance program builds its eligibility rules on top of them. For 2026, the figures for the 48 contiguous states, which include Kentucky, are:1Office of the Assistant Secretary for Planning and Evaluation (ASPE). 2026 Poverty Guidelines: 48 Contiguous States

  • 1 person: $15,960
  • 2 people: $21,640
  • 3 people: $27,320
  • 4 people: $33,000
  • 5 people: $38,680
  • 6 people: $44,360
  • 7 people: $50,040
  • 8 people: $55,720

Programs rarely use the raw 100% number by itself. They apply a multiplier. A program set at 200% of the FPL, for example, would treat a single person earning up to $31,920 as eligible. Figuring out which multiplier your program uses is the whole game.

Medicaid and KCHIP Income Limits

Kentucky expanded Medicaid under the Affordable Care Act, so most adults qualify if their household income is at or below 138% of the FPL. The Cabinet for Health and Family Services uses Modified Adjusted Gross Income to measure it. For 2026, that works out to roughly $22,025 for one person and about $45,540 for a family of four.1Office of the Assistant Secretary for Planning and Evaluation (ASPE). 2026 Poverty Guidelines: 48 Contiguous States

Pregnant women and children qualify under looser rules. Pregnant women can have household incomes up to 200% of the FPL, roughly $31,920 for an individual in 2026.2kynect Benefits. Kentucky Medicaid, KCHIP and APTC Programs Children enrolled in the Kentucky Children’s Health Insurance Program (KCHIP) qualify at family incomes up to 218% of the FPL, which is about $71,940 for a family of four.3Kentucky Cabinet for Health and Family Services. Seniors and People With Disabilities

Older adults and people with disabilities who receive Supplemental Security Income (SSI) qualify for Medicaid through a different pathway that doesn’t use the 138% calculation. In 2026, the SSI monthly benefit rate is $994 for an individual and $1,491 for a couple.4Social Security Administration. SSI Federal Payment Amounts Kentucky generally ties Medicaid eligibility for this group to the SSI income standard, so anyone already receiving SSI qualifies automatically. This pathway also uses an asset test, covered further down.

SNAP Income Limits

The Supplemental Nutrition Assistance Program (SNAP) applies two income tests to standard households: a gross income limit (before deductions) set at 130% of the FPL, and a net income limit (after allowed deductions like housing and child care) set at 100% of the FPL.5Kentucky Legislative Research Commission. Kentucky Administrative Regulation 921 KAR 3:020 – Financial Requirements But Kentucky uses broad-based categorical eligibility, which raises the gross income limit to 200% of the FPL and removes the asset test for all SNAP households.6Food and Nutrition Service. Broad-Based Categorical Eligibility (BBCE)

Under the broader threshold, a family of three can earn up to $54,640 in gross income in 2026 and still potentially qualify, and a family of four can earn up to $66,000.1Office of the Assistant Secretary for Planning and Evaluation (ASPE). 2026 Poverty Guidelines: 48 Contiguous States Clearing the gross income test doesn’t guarantee a check. The net income test and your household size determine the actual monthly amount, and some households above the standard thresholds end up with very small allotments.

K-TAP Cash Assistance

The Kentucky Transitional Assistance Program (K-TAP) pays cash to families with children. Its income rules are tighter than SNAP’s: eligibility generally requires income well below 100% of the poverty line. The program also carries work requirements and a time limit on how long a family can collect benefits.5Kentucky Legislative Research Commission. LIHEAP Energy Assistance

The Low Income Home Energy Assistance Program (LIHEAP) helps Kentucky families cover heating and cooling bills. The overall income cutoff is set at 150% of the FPL.7LIHEAP Clearinghouse. Kentucky LIHEAP Profile For 2026, an individual earning up to about $23,940 or a two-person household earning up to about $32,460 can apply.1Office of the Assistant Secretary for Planning and Evaluation (ASPE). 2026 Poverty Guidelines: 48 Contiguous States The winter heating subsidy, offered in November and December, uses a tighter 130% of FPL cutoff. Applicants need a recent pay stub and a current utility bill.8Cabinet for Health and Family Services. Low Income Home Energy Assistance Program (LIHEAP)

HUD Housing Income Limits

Housing assistance works differently. Instead of the federal poverty level, the Department of Housing and Urban Development bases eligibility on Area Median Income (AMI), the midpoint of what households earn in your county or metro area. Federal law defines three brackets:9Office of the Law Revision Counsel. 42 USC 1437a – Rental Payments

  • Low income: at or below 80% of AMI
  • Very low income: at or below 50% of AMI
  • Extremely low income: at or below 30% of AMI, or the federal poverty level, whichever is higher

Because AMI varies by location, the dollar amounts shift significantly across the state. In the Louisville metro area, a family of four counts as low income with earnings up to $77,300 and as very low income at $48,300.10HUD User. Earned Income Tax Credit

If your income lands above the direct-assistance cutoffs, the federal Earned Income Tax Credit (EITC) still may apply. It’s fully refundable, so you receive it even if you owe no federal income tax. For the 2026 tax year, the maximum EITC is $8,231 for a family with three or more qualifying children.13Internal Revenue Service. IRS Releases Tax Inflation Adjustments for Tax Year 2026 The 2026 thresholds and maximum credits are:

  • No qualifying children: up to $664, with income below $19,540 (single) or $26,820 (married filing jointly)
  • 1 child: up to $4,427, with income below $51,593 (single) or $58,863 (joint)
  • 2 children: up to $7,316, with income below $58,629 (single) or $65,899 (joint)
  • 3 or more children: up to $8,231, with income below $62,974 (single) or $70,224 (joint)

Both your adjusted gross income and your earned income have to fall below the threshold for your category. Kentucky does not have a separate state earned income credit.

Asset and Resource Limits

Income is only part of the picture. Several programs also look at what you own.

SNAP in Kentucky has no asset test because of broad-based categorical eligibility, so savings and other resources don’t affect food assistance.6Food and Nutrition Service. Broad-Based Categorical Eligibility (BBCE) Programs that do apply asset tests use these federal figures for fiscal year 2026:14USDA Food and Nutrition Service. SNAP Maximum Asset Limits FY2026

  • General SNAP households where the asset test applies: $3,000
  • Households with a member age 60 or older or disabled: $4,500

SSI uses its own resource limits. For 2026, they remain $2,000 for an individual and $3,000 for a married couple.15Social Security Administration. 2026 Cost-of-Living Adjustment (COLA) Fact Sheet Your primary home and typically one vehicle are excluded, but bank accounts and most other financial holdings count.

Where to Apply

Kentucky runs one consolidated portal — kynect — for Medicaid, KCHIP, SNAP, and K-TAP applications. You can apply, check eligibility, and manage benefits at kynect.ky.gov, and the site includes a prescreening tool that estimates which programs your household may qualify for before you fill out a full application.16kynect Benefits.
