What Is EAEDC? Eligibility, Benefits, and How to Apply

Emergency Aid to the Elderly, Disabled, and Children (EAEDC) is a state-funded cash assistance program in Massachusetts for low-income residents who don’t qualify for federal programs like SSI or the state’s family cash program, TAFDC. Run by the Department of Transitional Assistance (DTA), EAEDC pays up to $441.10 a month for a single person living on their own, with larger grants for bigger households, and approval comes with automatic MassHealth coverage.1Mass.gov. Who Qualifies

EAEDC is not a general low-income program. You have to fit one of a short list of categories and then meet the financial rules.2Department of Transitional Assistance. 106 CMR 320 – Emergency Aid to the Elderly, Disabled and Children Categorical Requirements

  • Age 65 or older and waiting on an SSI decision. If SSI is later denied, you may remain on EAEDC if you still meet the other rules.
  • Under 65 with a physical or mental impairment expected to last at least 60 days that significantly limits your ability to support yourself. A licensed physician, psychologist, or nurse practitioner has to verify the condition on a DTA medical report form.
  • Enrolled in an approved Massachusetts Rehabilitation Commission program.
  • Staying home to provide ongoing care or supervision for a household member with a disability.
  • Certain children living with a non-relative adult or legal guardian who wouldn’t qualify under TAFDC.

Being a full-time student does not qualify you on its own. That category was removed in 2003.2Department of Transitional Assistance. 106 CMR 320 – Emergency Aid to the Elderly, Disabled and Children Categorical Requirements You also have to live in Massachusetts and be a U.S. citizen or an eligible non-citizen.1Mass.gov. How Much EAEDC Pays

Your monthly grant depends on your living arrangement, meaning where you live and who shares the household. The maximum grant for your arrangement also functions as the income ceiling: if your countable income already reaches that number, there’s nothing left for DTA to pay.3Mass.gov. Living alone, or with a spouse or children who don’t get TAFDC or EAEDC, and paying shelter costs:

  • 1 person: $441.10
  • 2 people: $573.90
  • Each additional person: +$133.10

Homeless or in a shelter with no shelter costs of your own: the same amounts apply.3Mass.gov. Emergency Aid to the Elderly Disabled and Children (EAEDC) Grant Calculation

Your spouse gets TAFDC for your stepchildren:

  • 1 person: $133.10
  • 2 people: $266.10

Your spouse gets EAEDC personally, or TAFDC for an extended family member, and you have shelter costs:

  • 1 person: $294.10
  • 2 people: $382.60
  • Each additional person: +$88.90

Institutional and specialized settings pay much less because housing and meals are already covered:

  • Halfway house, psychiatric hospital, nursing home, or residential treatment center: $72.80
  • Licensed rest home: the facility’s monthly rate plus $72.80
  • Therapeutic community center: $284.70

Income and Asset Limits

DTA uses gross income, meaning your pay before taxes and payroll deductions, and compares it to the grant amount for your living arrangement. Countable assets include cash, money in the bank, and the value of certain vehicles. Your primary home and basic personal belongings don’t count. The resource limit is $250 for a single person and $500 for a couple.

If You Work While Getting EAEDC

EAEDC does not count every dollar of earnings against your benefit. For the first four consecutive months on the program, DTA disregards $30 plus one-third of what’s left of your earned income. For the next eight consecutive months, the disregard drops to $30 a month.4Cornell Law Institute. Massachusetts Code 106 CMR 704.286 – EAEDC Earned Income Disregards Once you’ve used the full twelve-month cycle and then come off the program, you have to go a full year without benefits before the higher $30-plus-one-third disregard is available again.

Non-Citizen Eligibility

EAEDC covers more non-citizens than most federal programs do. You may qualify as a legal permanent resident, as a parolee admitted under the Immigration and Nationality Act, or as a person “permanently residing under color of law” (PRUCOL). PRUCOL is broad: pending asylum applicants, people granted deferred action, U visa holders, and people with a pending adjustment of status can all fit.5Cornell Law Institute. Massachusetts Code 106 CMR 703.440 – EAEDC Noncitizen Status If immigration authorities know you’re here and no active deportation case is pending, PRUCOL often applies.

How to Apply

The simplest way to apply is through DTA Connect, available as a website and a mobile app. You can file the application, upload documents, track your case, and check your EBT balance in the same place.6Massachusetts Department of Transitional Assistance. DTA Connect Overview You can also mail or fax paperwork to the DTA Document Processing Center in Taunton, or walk into a local DTA office for in-person help.7Mass.gov. Have these ready:

If you’re applying on disability grounds, the medical report has to be completed by a licensed physician, psychologist, or nurse practitioner. The underlying exam must have happened within 30 days of the report, and the report must reach DTA within 30 days after it’s completed.2Department of Transitional Assistance. 106 CMR 320 – Emergency Aid to the Elderly, Disabled and Children Categorical Requirements

After you file, expect a phone interview to go through household details and income. DTA has to send you a decision within 30 days of your filing date.1Mass.gov. Emergency Aid to the Elderly Disabled and Children (EAEDC)

What You Get After Approval

Benefits land on an Electronic Benefit Transfer (EBT) card that works like a debit card for cash withdrawals. MassHealth coverage is automatic, so there’s no separate health insurance application to file.1Mass.gov. Emergency Aid to the Elderly Disabled and Children (EAEDC)

Every EAEDC household is assigned a certification period that sets how long you’ll receive benefits before DTA reviews your case and what changes you have to report in the meantime. Missing a recertification deadline can cut your benefits off, so read anything DTA sends about upcoming reviews.

The SSI Reimbursement Rule

If you’re getting EAEDC while an SSI application is pending, DTA will require you to sign an Authorization for Reimbursement of Assistance (AP-SSI-IAR). The form lets the Social Security Administration pay Massachusetts back out of your retroactive SSI benefits for every month EAEDC covered you.9Massachusetts Department of Transitional Assistance. Authorization for Reimbursement of Assistance (AP-SSI-IAR)

Signing is not optional. If you refuse, DTA will deny or close the case. The authorization is good for one year and has to be renewed at each annual reevaluation. If SSI approves you, the state is paid back first from your retroactive lump sum and you keep whatever remains. If SSI denies you, the state recovers nothing and your EAEDC continues as long as you still qualify.

Appealing a Denial or Benefit Change

If DTA denies your application, reduces your grant, or closes your case, you can request a fair hearing through the Division of Hearings. The request has to be in writing and filed within the window stated on your notice.10Cornell Law Institute. Massachusetts Code 106 CMR 343.240 – Request for Fair Hearing Hearings are held by phone, with at least 15 days’ notice of the date. Most last between 30 minutes and an hour, and the hearing officer mails a written decision within 30 days afterward.11Mass.gov. File an Appeal with DTA

One timing point matters: if you file the appeal before your benefits are actually cut or stopped, you can often keep your current benefit amount while the case is pending.

Funeral Costs and Taxes

EAEDC covers part of funeral expenses when the deceased was receiving EAEDC at death, when the person’s identity is unknown, or when the person lacked the resources or family to pay. The maximum allowable funeral cost is $3,500, and DTA may pay up to $1,100 of it.12Massachusetts Department of Transitional Assistance. Funeral and Final Disposition – Overview

EAEDC payments are not taxable. The IRS excludes need-based government welfare payments from federal income, and EAEDC fits that category, so you don’t report it on your federal return.13Internal Revenue Service. Publication 525 (2025), Taxable and Nontaxable Income The only exception is benefits obtained fraudulently, which the IRS treats as taxable.
