What Is Idaho Luma and How Do You Access It?

Idaho Luma is the state government’s cloud-based enterprise system for finances, budgeting, payroll, human resources, and procurement, used across 85 agencies and departments.1Idaho State Controller’s Office. Luma Home State employees sign in through the Idaho State Employee Portal at employee.idaho.gov, and businesses that want to sell to the state register through the IPRO supplier portal linked from the State Controller’s Office website. Luma went live in September 2023, replacing a patchwork of older systems with one platform.2Infor. Idaho Is First Statewide Full Infor ERP Live in FedRAMP Cloud

What Luma Does

Luma is the single system Idaho state agencies now use to run their internal operations. The State Controller’s Office describes the project as a statewide effort to “modernize and transform the way the State of Idaho does business, improve transparency, and provide a core foundation for the future.”1Idaho State Controller’s Office. The main functional areas are:

  • Financials, including accounting, accounts receivable, asset management, and expense tracking.
  • Statewide budget preparation aligned with Idaho Code Title 67, Chapter 35.3Idaho State Legislature. Idaho Code Title 67 – State Budget
  • Human capital management covering the full lifecycle of state employment, from hiring through separation, with payroll and benefits.
  • Procurement, including purchasing, contract management, and vendor relationships through the IPRO supplier portal.

All of these functions share one database, so a budget entry can flow directly into procurement limits or staffing allocations without anyone re-keying numbers between systems.

How State Employees Log In

If you work for the State of Idaho, you reach Luma through the Idaho State Employee Portal at employee.idaho.gov. The portal has a direct Luma Login link that takes you into the self-service modules. New hires who do not yet have working credentials should go through their agency’s IT coordinator for account setup.

What You Can Do in Employee Self-Service

The self-service portal is where most state employees interact with Luma day to day. Time entry is done inside the system, and those entries feed straight into payroll processing without a separate submission step. You can view current and past paystubs with detailed breakdowns of gross pay and deductions, which helps at tax time or whenever you need proof of income.

Tax withholding is managed in the same place. You can update your W-4 whenever your financial situation or filing status changes, which the IRS recommends reviewing at least once a year.4Internal Revenue Service. About Form W-4, Employee’s Withholding Certificate Personal details like your home address, emergency contacts, and phone numbers are editable too, without having to route a paper form through HR.

Benefits tools let you review your insurance coverage, compare plan options, and make changes during open enrollment. The State Controller’s Office also publishes infographic guides on specific workflows, including expense management, purchase card usage, and multi-factor authentication setup, so training materials sit alongside the tools themselves.5Idaho State Controller’s Office. How Vendors Register in IPRO

You start at the State Controller’s Office website, sco.idaho.gov, click Sign In, and select the IPRO option.6Idaho Department of Lands. Before you start, have a W-9 form signed and dated within the previous 90 days ready to upload as a file attachment.8Idaho State Controller. IPRO Powered By Luma Supplier Portal You will also need your Taxpayer Identification Number and your business mailing address.

The registration form asks you to create a username and password, then fill in your company name, contact information, tax ID type, and tax ID number. You upload your W-9 by clicking the folder icon in the Attach Tax Certification field. After entering your mailing address and remit-to address (which can be the same), you accept the terms and conditions and move to the commodity code selection step, where you pick categories that describe what your business sells.6Idaho Department of Lands. Two details catch new vendors off guard. First, you cannot enter or update your banking information through the portal. Electronic funds transfer setup is handled separately by the State Controller’s Vendor Management team.8Idaho State Controller. After you submit, the State Controller’s Office validates your registration and emails you when it is complete.

Submitting Bids and Invoices

Once your vendor profile is validated, you can respond to state solicitations through the portal. Open opportunities appear in the solicitation response area, where you upload your bid documents. Check that your files are in the accepted formats before uploading, because improperly formatted attachments will be rejected. Once your documents are attached, you get a confirmation of receipt that serves as your record of timely submission.

After a contract is awarded and you have delivered goods or completed services, you submit invoices through the same portal and track each invoice’s status in real time. A pending status means the agency is still reviewing. Approved means payment is in the pipeline.

When the State Must Pay You

Idaho law sets firm timelines for agency payments. Under Idaho Code 67-2302, all bills must be accepted, certified, and paid within 60 calendar days of the agency receiving your invoice, unless your contract specifies a longer period. For partial deliveries, each usable unit must be paid within 45 calendar days if you submit an invoice for the partial delivery. Agencies are required to process receiving and acceptance reports within five working days of delivery.9Idaho State Legislature. Idaho Code 67-2302

The payment clock starts on whichever date is later: when the agency officially receives your invoice, or when it actually receives the goods or services. If your invoice contains an error, the agency must notify you within 10 days of receipt so you can correct it.
