Iowa does not charge a traditional sales tax on vehicles. Instead, when you buy a car, truck, or motorcycle that has to be registered, you pay a one-time fee for new registration equal to $10 plus 5% of the purchase price. The same formula applies to leases, to private party sales, and to vehicles bought from a dealer. Local option sales taxes do not apply on top of it.1Department of Revenue. Iowa Tax/Fee Descriptions and Rates
The fee lives in Iowa Code Section 321.105A. Vehicles subject to registration are exempt from the regular state sales tax, and the county treasurer collects this fee once, at the time you apply for your title and registration.2Justia. Iowa Code 321.105A – Fee for New Registration
How the 5% Is Calculated
The 5% applies to the net purchase price after certain deductions, not to the sticker price. What you can subtract makes a real difference in what you owe.
Trade-In Value
If you trade in a vehicle, its value comes off the purchase price before the 5% is applied. Buy a $30,000 car with a $10,000 trade-in and the fee is calculated on $20,000: $20,000 × 5% + $10 = $1,010, rather than $1,510 without the trade. The trade-in deduction also works for transfers between lineal family members, as long as one person listed on the traded vehicle’s title also appears on the new vehicle’s title.3Iowa Legislature. Rebates and Dealer Discounts
A manufacturer’s rebate applied directly to the purchase price reduces the amount subject to the fee. Iowa draws a sharp line here: if the manufacturer pays the rebate on a credit card or debit card instead of knocking it off the price, it does not count. In that case, you still pay the 5% on the pre-rebate price.4Legal Information Institute. Iowa Admin Code r. 701-250.4
Dealer discounts negotiated into a lower selling price do reduce the base, because the lower number is what appears on the bill of sale.
Private Party Sales
The fee works the same way when you buy from a neighbor or a stranger: the price on the bill of sale is what the 5% is calculated against. Writing down a fake, lower price to shrink the fee is a fraudulent practice under Iowa law, and the penalty is 75% of the unpaid fee amount on top of possible criminal charges.2Justia. Iowa Code 321.105A – Fee for New Registration
Buying a Vehicle Out of State
If you buy a vehicle in another state and bring it home to register in Iowa, you still owe the fee for new registration. Iowa does give you credit for sales tax, use tax, or a similar fee you already paid to the other state. If what you paid elsewhere equals or exceeds the Iowa fee, you owe nothing more. If it was less, you pay only the difference.3Iowa Legislature. Iowa Code 321.105A – Fee for New Registration To claim the credit you’ll need proof that the other state’s tax was legally owed and actually paid.5Iowa Legislature. Leased Vehicles
Leases are charged under the same formula: $10 plus 5% of the lease price. The lease price for this purpose is not simply the sum of your monthly payments, and the Iowa Department of Revenue publishes a worksheet to work it out. The fee is collected once, at initial registration.6Iowa Department of Revenue. Worksheet to Determine Fee for New Registration on Leased Vehicles
A few leases are exempt. Vehicles leased directly to a federal, state, or local government agency do not owe the fee, and neither do vehicles leased between affiliated companies when the lessor already paid the fee before the lease started.3Iowa Legislature. Who Doesn’t Pay the Fee
Several transfers are exempt. You still have to complete the title and registration paperwork, but the 5% charge drops to zero.
Family Transfers and Inheritance
Transfers between lineal family members — including adopted and step relationships — are exempt. That covers spouses, parents and children, and grandparents and grandchildren. Inherited vehicles are exempt too, so an heir can title the vehicle without owing the fee.3Iowa Legislature. Iowa Code 321.105A – Fee for New Registration
A bill of sale is still required for every title transfer, gifts and family transfers included. A vehicle gifted by someone outside your lineal family generally is not exempt; the fee applies based on the purchase price or fair market value.
Disabled Veterans
Iowa residents who are seriously disabled veterans and who received a vehicle from the United States government under 38 U.S.C. §§ 3901–3904 are exempt from registration fees for that vehicle, and qualifying veterans also get one set of registration plates at no charge.7Iowa Legislature. Nonresident Active-Duty Military
If you are on active duty in Iowa but your legal residence is another state, you do not have to register your vehicle in Iowa so long as it is properly registered back home. If you choose to register in Iowa, the fee for a passenger vehicle is based only on the vehicle’s weight; the 5% value portion is excluded. You will need a certification from your commanding officer confirming your home state and your Iowa assignment.8Iowa Legislature. Business Reorganizations
Vehicles transferred between business entities during certain reorganizations may also be exempt when there is no real change in ultimate ownership. Whether a specific transfer qualifies depends on the corporate structure.
Paying the Fee and the 30-Day Deadline
You pay the fee at any Iowa county treasurer’s office. You are not restricted to the county where you live. You have 30 days from the purchase date to complete the title and registration. Bring the properly assigned title from the seller, your bill of sale, and the Application for Certificate of Title and/or Registration (Form 411007).9Polk County Iowa. Vehicle Title Transfers
Miss the 30-day window and the penalty is 10% of the fee for new registration you owe. On a vehicle with a $1,000 fee, that is an extra $100 for being late.3Iowa Legislature. Iowa Code 321.105A – Fee for New Registration
The penalty for underreporting the purchase price is far worse: 75% of the unpaid fee, plus the possibility of criminal charges. If you under-reported a price by $10,000 to dodge $500 in fees, you’d owe the $500 plus a $375 penalty on top.2Justia. Iowa Code 321.105A – Fee for New Registration
What This Fee Does Not Cover
The 5% charge is a one-time cost. Separately, Iowa charges an annual registration fee every year you own the vehicle. For passenger vehicles the annual fee is calculated from a mix of weight, list price, and model year, and vehicles that are 12 years old or older generally pay a flat $50 a year.
If you drive an electric or plug-in hybrid, there are additional annual surcharges that make up for fuel tax you don’t pay at the pump:
- Battery electric vehicles: $130 per year above the standard annual registration fee.
- Plug-in hybrid electric vehicles: $65 per year above the standard annual registration fee.
These apply to vehicles subject to annual registration and driven on Iowa’s public roads.10Iowa Legislature. Iowa Code 321.116 – Battery Electric and Plug-in Hybrid Electric Motor Vehicle Fees
