ISETS, the Indiana Support Enforcement Tracking System, is the statewide automated system the Department of Child Services uses to collect child support payments, send them to the parent or caretaker who is owed, and track every dollar along the way.1Indiana General Assembly. Indiana Code 33-32-4-2 – Indiana Support Enforcement Tracking System (ISETS) If you have a child support case in Indiana, your payments, your balance, and most enforcement actions against a parent who falls behind run through ISETS.
What ISETS Does
The statute puts it plainly. ISETS is “the statewide automated system for the collection, disbursement, and distribution of child support payments established by the department of child services.”1Indiana General Assembly. Indiana Code 33-32-4-2 – Indiana Support Enforcement Tracking System (ISETS) Money comes in from the paying parent, the system records it, and the system routes it to the receiving parent.
ISETS does more than bookkeeping. When a parent falls behind, the system flags the delinquency and can trigger enforcement actions like credit bureau reporting, license suspension notices, and tax refund intercepts without a caseworker starting each step by hand. It also connects to federal databases that help locate parents who have changed jobs or moved out of state.
Why Indiana Has It
Every state has a system like this because federal law requires one. The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 directed each state to set up a centralized unit for collecting and distributing child support, backed by automated tracking strong enough to support enforcement.2Administration for Children and Families. The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 ISETS is Indiana’s answer.
How Your Payments Flow Through ISETS
Child support payments in Indiana go through the Indiana State Central Collection Unit rather than directly from one parent to the other. That centralized processing is what gives ISETS an accurate payment ledger, gives both parents a verifiable record, and lets the state spot missed payments quickly.
Most payments arrive through income withholding. The paying parent’s employer deducts the support amount from wages and sends it to the state disbursement unit.3Justia. Indiana Code Title 31 Article 16 Chapter 15 – Child Support Income Withholding Orders Withholding reaches more than regular paychecks; it also applies to commissions, bonuses, severance, accumulated sick leave, and vacation payouts. Parents can also pay by phone through the Child Support Bureau’s Kidsline at (800) 840-8757.
You can check your payment activity online. Custodial parents can view the last five payments disbursed on the case, and noncustodial parents can view the last five payments posted. That tool is for convenience only. If you need a payment history to use as evidence in court, request a certified copy from the Clerk of Court in the county where your order was issued.4State of Indiana. How ISETS Flags and Enforces Nonpayment
Indiana law lets courts and the Child Support Bureau enforce support through contempt, income withholding, and “any other remedies available for the enforcement of a court order.”5Indiana General Assembly. Indiana Code 31-16-12-1 – Enforcement Remedies Federal law adds tools every state must implement.6Office of the Law Revision Counsel. 42 USC 666 – Requirement of Statutorily Prescribed Procedures to Improve Effectiveness of Child Support Enforcement Several of them run through ISETS automatically once arrears reach a threshold.
Income Withholding
Withholding is the default. An employer that receives a withholding order must start deducting and must remit the money to the state disbursement unit within seven business days. Employers who ignore the order can be required to repay the missed amounts and pay additional penalties.7Administration for Children and Families. Income Withholding – Answers to Employers’ Questions
Credit Bureau Reporting
When arrears reach $1,000 on a Title IV-D case, the Child Support Bureau reports the delinquency to the credit bureaus. Before that happens, the system sends the parent a notice with 20 days to contest the accuracy of the information. If there is no response, the arrears are reported, and the entry stays on the credit report for seven years after the date of last reporting.8Indiana Department of Child Services. IV-D Policy Manual – Consumer Credit Reporting
License Suspension
Federal law requires every state to be able to withhold or suspend driver’s, professional, occupational, and recreational licenses from parents who owe overdue support.6Office of the Law Revision Counsel. 42 USC 666 – Requirement of Statutorily Prescribed Procedures to Improve Effectiveness of Child Support Enforcement In Indiana, suspension can take effect as soon as five business days after the notice is mailed.
Tax Refund Intercept
The federal Treasury Offset Program lets state child support agencies intercept federal tax refunds and apply the funds to arrears. If you file jointly with a new spouse and your refund is intercepted, the spouse can file an injured spouse claim with the IRS to recover their share.
Passport Denial
Owe $2,500 or more in child support and you cannot get a U.S. passport. The State Department will deny new applications and refuse to renew existing passports until the arrears are resolved.9U.S. Department of State. Pay Your Child Support Before Applying for a Passport
Liens on Property
Once a child support arrearage is reduced to a judgment under Indiana law, a lien attaches automatically to the owing parent’s real and personal property, and it can be perfected the same way as any other civil judgment lien.10Indiana General Assembly. Indiana Code 31-16-16-3 – Judgment as Lien, Priority, Perfection A parent who sells property will see the arrears taken out of the proceeds at closing.
Contempt of Court
When the failure to pay is willful, the court can hold the parent in contempt. Indiana’s contempt statute lets the court order the parent to perform community service or to seek employment, and contempt proceedings can be brought up to ten years after the child turns eighteen or is emancipated, whichever comes first.11Indiana General Assembly. Indiana Code 31-16-12-6 – Contempt The court issues a show-cause order with the payment history and arrearage, and the parent must appear and explain.
Medical Support
Many Indiana support orders require one parent to carry health insurance for the child. When an employer receives a National Medical Support Notice, the employer must withhold any required employee contributions and send enrollment information to the plan administrator; if the paying parent’s employer offers group health coverage, the child is enrolled whether or not it is open enrollment season.12Administration for Children and Families. National Medical Support Notice Forms and Instructions
Fees and Interest
Indiana assesses a $55 annual support fee against the parent ordered to pay support for every year the case is active. The fee keeps being assessed as long as any past-due balance remains on January 1, even after the support obligation itself has ended.13Indiana Department of Child Services. Annual Support Fees
Indiana courts can also award interest on arrears at up to 1.5% per month, which is 18% a year, but only if a party asks for it and the court orders it. Interest is not automatic.
Getting Your Case Into ISETS
If your child support case runs through the court system as part of a divorce, paternity action, or other family law proceeding under Indiana Code Title 31, Article 16, it is routed into ISETS for tracking and enforcement automatically.14Justia. Indiana Code Title 31 Article 16 – Support of Children and Other Dependents
You can also enroll voluntarily. Custodial parents, noncustodial parents, and caretakers or relatives with custody of a child can all sign up for services to establish paternity, set up an order, modify one, or enforce one.15Indiana Department of Child Services. Enroll for Child Support Services The Department of Child Services provides an online enrollment form that asks for information about you, the other parent, and your children, including birth records, Social Security numbers, and any existing orders.16Indiana Department of Child Services. Child Support Services Enrollment Form Enrollment is available even when the other parent lives in another state.
Keeping Your Information Current
Both parents are expected to keep contact and financial information current with the Child Support Bureau. If you change jobs, move, or have a significant income change, report it. For the paying parent, failing to report a new employer means income withholding cannot reach wages and arrears accumulate. For the receiving parent, an outdated address can delay or lose payments.
If You Think ISETS Has Something Wrong
If you believe a support amount, a balance, or an enforcement action is incorrect, you file a motion with the court that issued the order. You can challenge the support figure, contest a specific enforcement action like a withholding order, or ask for a modification. The court schedules a hearing where both sides present evidence.
Credit bureau reporting has its own built-in check: the 20-day notice before a delinquency is reported exists so a parent can dispute the information before it reaches the credit agencies.8Indiana Department of Child Services. IV-D Policy Manual – Consumer Credit Reporting
If your financial situation has genuinely changed, modification is often the right lever. Indiana allows modification on one of two showings: that circumstances have changed so substantially and continuously that the current order is unreasonable, or that the current order differs by more than twenty percent from what the guidelines would produce and the order is at least twelve months old.17Indiana General Assembly. Indiana Code 31-16-8-1 – Modification or Revocation of Child Support Order or Maintenance Order Job loss, a significant pay cut, a new disability, a change in custody, and incarceration can all qualify.
Timing matters. Modifications are not retroactive to before the petition is filed. If your income drops and you wait, the original order stays in effect and the unpaid amounts become enforceable arrears. Once a modification is approved, ISETS updates the case to the new amount going forward.
