What Is Low Income in Illinois and What Benefits Apply?

In Illinois, “low income” is not a single number. Each assistance program sets its own income cutoff as a percentage of the federal poverty guidelines, so a household that earns too much for cash assistance can still qualify for Medicaid, SNAP, or childcare help. The 2026 federal poverty line is $15,960 for one person and $33,000 for a family of four,1U.S. Department of Health and Human Services, Office of the Assistant Secretary for Planning and Evaluation. 2026 Poverty Guidelines – 48 Contiguous States and Illinois programs apply multipliers to that baseline that range from 35% for TANF cash aid up to 225% for the Child Care Assistance Program.
