What Is Maryland Hardship Relief and Who Qualifies?

Maryland hardship relief is not one program but a group of state-run programs that help residents cover rent, utilities, food, medical care, and basic cash needs during a financial emergency. If you’re a Maryland resident, your household income falls below the cutoff for the program you need, and you can document the emergency (an eviction notice, a shutoff notice, lost income, a medical crisis), there is likely something you qualify for. Which program fits depends on your household size, your income, and what you’re trying to keep from falling apart first.

You can apply for several programs at once through the state benefits portal at benefits.maryland.gov, and most decisions come from your local department of social services.

The Programs Grouped by What They Cover

There is no application called “hardship relief.” The term is shorthand for the safety-net programs run by the Maryland Department of Human Services, the Maryland Department of Health, and local social services offices. Here is what each one actually does.

Rent, Eviction, and Housing

The Emergency Assistance to Families with Children (EAFC) program is the fastest route when you’re facing eviction, foreclosure, a utility shutoff, or a delinquent water bill. It is open to families with at least one child under 21 in the home, and it is run locally, so funding and availability vary by county. Families have to show they’re behind on rent and face eviction or have received a shutoff notice.

Separately, the Maryland Department of Housing and Community Development funds eviction prevention and emergency rental assistance statewide. Its Division of Homeless Solutions administers over $50 million annually for outreach, legal services, housing counseling, eviction prevention, emergency rental assistance, and shelter operations.1Maryland Department of Housing and Community Development. Utility Bills

The Office of Home Energy Programs (OHEP) runs Maryland’s utility assistance. The Maryland Energy Assistance Program (MEAP) is an annual grant toward heating costs. The Electric Universal Service Program (EUSP) is an annual grant toward your electric bill. For past-due balances, the Arrearage Retirement Assistance (ARA) program offers grants up to $2,000 for overdue electric charges, and the Gas Arrearage Retirement Assistance (GARA) program offers grants up to $2,000 for overdue natural gas charges. All four are grants. You do not pay the money back.2Maryland Office of People’s Counsel. Increase to Energy Assistance Income Guidelines

Food

The Supplemental Nutrition Assistance Program (SNAP) puts a monthly food benefit on an EBT card you use at the grocery store. Maryland uses broad-based categorical eligibility, so if your household income is below 200 percent of the federal poverty guidelines, the state does not run an asset test. It will not count your bank accounts or your vehicles against you.3Maryland Department of Human Services. SNAP Mass Changes – Broad-Based Categorical Eligibility

Medical Care

Maryland Medicaid (Medical Assistance) covers about 1.5 million Marylanders. You must be a state resident, a U.S. citizen or qualified non-citizen, and under the income limit for your coverage group. Children, pregnant women, parents, adults without dependents, and people with disabilities each have their own income cutoff.4Maryland Department of Health. Am I Eligible for Medicaid

Cash

Temporary Cash Assistance (TCA) is Maryland’s version of federal TANF. It pays a monthly cash benefit to families with children. To qualify, your household’s earned and unearned income cannot exceed the benefit level for your family size, and you have to cooperate with child support enforcement, participate in work activities, and comply with the program’s substance abuse rules. Federal funding is capped at 60 cumulative lifetime months, but Maryland uses state money to extend benefits through a hardship exemption when circumstances beyond your control have kept you from steady work.5Maryland Department of Human Services. Who Qualifies

Every program sets its own income ceiling, usually expressed as a percentage of the federal poverty guidelines for your household size.

  • OHEP energy programs: 200 percent of the federal poverty guidelines for fiscal year 2026.
  • SNAP: 200 percent of poverty under Maryland’s broad-based categorical eligibility.3Maryland Department of Human Services. SNAP Mass Changes – Broad-Based Categorical Eligibility
  • TCA: income generally cannot exceed the benefit payment amount for your family size.5Maryland Department of Human Services. Temporary Cash Assistance
  • Medicaid: varies by coverage group (children, pregnant women, parents, adults, people with disabilities).

Beyond income, Maryland law identifies specific hardship situations that either make you eligible or protect your benefits. Under the Human Services Article, recognized good-cause circumstances include temporary illness, domestic violence, homelessness, a housing crisis such as eviction or foreclosure, a utility disconnection notice, the breakdown of child care or transportation, and a local department’s failure to provide support services it had agreed to.7New York Codes, Rules and Regulations. Maryland Code Human Services 5-308 – Eligibility for Assistance

On assets: SNAP skips the resource test for categorically eligible households in Maryland. TCA has its own resource limits set by DHS, and EAFC requires families to use available income and accessible resources, such as money in a bank account, before the program steps in. When you apply, the caseworker will walk through what counts.

You must be a Maryland resident for any of these programs. For Medicaid specifically, you must also be a U.S. citizen or a qualified non-citizen (a category that includes lawful permanent residents, refugees, and people granted asylum, among others).4Maryland Department of Health. If Your Utilities Are About to Be Shut Off

You have some breathing room before OHEP or EAFC pays out. Maryland enforces a cold weather moratorium from November 1 through March 31, and utilities cannot disconnect service when the temperature is 32°F or below. Year-round, a utility cannot terminate residential service without first certifying to the Public Service Commission that doing so would not threaten the life or health of the people living there.8LIHEAP Clearinghouse. Use that time to apply. Call your utility and tell them an application is in progress; most will hold the account.

How to Apply

The state consolidated most benefit applications into a single portal at benefits.maryland.gov. You can file for SNAP, Medical Assistance, and other programs at the same time.9Maryland.gov. Maryland Benefits Programs and Services Portal Energy assistance and EAFC go through your local department of social services or a designated local administering agency.

Gather these documents before you start. Missing paperwork is the single most common reason an application stalls.

  • A current Maryland driver’s license or MVA-issued photo ID.
  • Proof of residency such as a recent utility bill, rent receipt, or lease. For OHEP, the proof must be within the last 30 days.10Maryland Department of Human Services. Acceptable Documentation for Energy Assistance
  • Income verification: recent pay stubs, tax returns, or benefit statements covering everyone in the household.
  • Proof of the emergency itself: the eviction notice, the shutoff notice, the termination letter, the medical bill.

If you’re applying for EAFC, bring the actual court filing or shutoff notice. For OHEP, bring your most recent energy bill. When in doubt, bring more rather than less.

How Long It Takes

SNAP applications must be processed within 30 calendar days of filing. The local department schedules your interview and gives you at least 10 days to return any required verification before that deadline. If you qualify for expedited SNAP because of extreme need, the timeline is much shorter.11Maryland Department of Human Services. SNAP Normal Processing Standards

Energy assistance, TCA, and EAFC timelines vary by county and by how complete your application is. If your situation is urgent, say so during the first contact so the caseworker can flag it.

If You’re Denied

Every denial notice must explain the reason and tell you how to appeal. Deadlines vary by program:

  • EAFC: file your appeal in writing at your local department of social services within 90 days. Hand it in and get a date-stamped receipt.
  • Medicaid: request a fair hearing. If you file within 10 days of the notice, you may keep your current coverage while the appeal is pending.12Maryland Health Connection. Request a Fair Hearing
  • SNAP: federal rules require continued benefits if you appeal within 15 days. You generally have 90 days to request a hearing even if you miss that window.

At the hearing you can represent yourself or bring a lawyer, family member, or friend. You can review your case file, bring witnesses, and question the agency’s evidence. The hearing officer must be someone who had no role in the original decision.13Medicaid.gov. Understanding Medicaid Fair Hearings If you win, the agency must implement the decision retroactively to the date of the incorrect action. For Medicaid, the agency generally has 90 days from the date it received your request to issue a final decision.

Will These Benefits Be Taxed?

In almost every case, no. Under the IRS general welfare exclusion, payments from a government program based on individual need and not tied to services rendered are excluded from gross income. SNAP, Medicaid, MEAP, EUSP, TCA, and EAFC all meet those criteria.14Internal Revenue Service. Notice 2012-75 – Application of the General Welfare Exclusion

If you receive Supplemental Security Income, state or local need-based assistance that is wholly funded by state or local government is excluded when calculating your SSI income, and reimbursements from a social services agency for an expense you already paid are not counted as income for SSI either.15Social Security Administration.
