What Is TAFDC? Eligibility, Payments, and How to Apply

Transitional Aid to Families with Dependent Children, known as TAFDC, is the Massachusetts cash assistance program for low-income families with children and for pregnant individuals. It is run by the Department of Transitional Assistance (DTA) and funded by a mix of state dollars and the federal Temporary Assistance for Needy Families block grant.1Mass.gov. Transitional Aid to Families with Dependent Children A family of three can receive up to $901 a month depending on housing, and approval for TAFDC automatically enrolls the household in MassHealth at no additional cost.2Mass.gov. Who Can Get TAFDC

The core requirement is a dependent child under 18 living in your home with a parent or qualifying relative who provides care. An 18-year-old still counts if they are a full-time student in grade 12 or below (or an equivalent vocational program) and expected to graduate before turning 19.3Mass.gov. 106 CMR 703.000 Transitional Cash Assistance Program Nonfinancial Eligibility Pregnant individuals qualify at any stage of pregnancy. Grandparents and other relatives caring for a child can apply even when they are not the parent.

Everyone in the household needs a Social Security number, and you must be a Massachusetts resident.4Legal Information Institute. Massachusetts Code 106 CMR 703.000 – Overview of TAFDC Nonfinancial Requirements

Citizenship and Immigration Status

U.S. citizens qualify without restriction. Non-citizens must fall into an eligible category. Refugees, asylees, and people granted withholding of deportation are eligible immediately. Legal permanent residents who got that status before August 22, 1996 are eligible right away; those who became permanent residents after that date generally face a five-year wait. Veterans with an honorable discharge, active-duty service members, and their spouses and dependents qualify regardless of when their status was granted. Iraqi and Afghan Special Immigrants are treated as refugees with no waiting period.5Legal Information Institute. Massachusetts Code 106 CMR 703.430 – TAFDC Noncitizen Status

Income Rules

Massachusetts dropped the asset test for TAFDC in 2021. Bank balances, cars, and other resources are no longer counted.6Department of Transitional Assistance Policy Online. TAFDC and EAEDC Implementation of the Asset Limit Repeal Only income matters.

The screen runs in two steps. Your household’s gross income cannot exceed 200 percent of the federal poverty level for your family size. For a family of three in 2026, that cap is $4,553 a month. If you pass that, DTA subtracts work expenses, dependent care costs, and an earned income disregard to get your net countable income, which must fall at or below the payment standard for your family size.7Department of Transitional Assistance Policy Online. Need and Payment Standards Families under 200 percent of poverty get the full earned income disregard, which is unusually generous among state TANF programs.

If you aren’t sure whether you qualify, DTA recommends applying anyway and letting the eligibility interview settle it.

How Much TAFDC Pays

Monthly grants vary by household size and housing. Families paying rent in private, unsubsidized housing get a $40 rent allowance on top of the base amount. The 2026 payment standards are:8Mass.gov. While Getting TAFDC

  • 1 person: $564 subsidized / $604 private
  • 2 people: $713 / $753
  • 3 people: $861 / $901
  • 4 people: $1,003 / $1,043
  • 5 people: $1,150 / $1,190
  • Each additional person: add $153

These are maximums. Any countable income left after deductions reduces the grant. Payments go straight to your bank account if you have one; otherwise DTA loads them onto an EBT card that works at ATMs showing the NYCE logo and at stores showing the QUEST logo. You get two free ATM withdrawals a month, then 75 cents each. Leave the account untouched for 90 days and DTA freezes the card; you then have six months to call and reactivate it.

Massachusetts law bars EBT use at liquor stores, casinos, jewelry stores, and certain other businesses. Federal law separately bars use at gambling establishments and adult entertainment venues.

Work Requirements

Most non-exempt adults on TAFDC must take part in the Employment Services Program. Required hours depend on the age of your youngest child:9Mass.gov. TAFDC Work Rules

  • Youngest child age 2 through school age (about 6): 20 hours a week
  • Youngest child school age or older: 30 hours a week

Paid work, education and training, skills programs, job search, work-study, internships, and community service all count. A Full Engagement Worker or Self-Sufficiency Specialist helps match you to activities.10Department of Transitional Assistance Policy Online. Introduction to the TAFDC Work Rules

You are exempt from work rules if you are caring for a child under age two, are disabled, are needed to care for a disabled family member, are a parent under 20 in school or training full time, are in your third trimester of pregnancy, are 60 or older, or are a non-parent caregiver not receiving TAFDC for yourself. In a two-parent household, only one parent can claim the exemption for a child under two or a disabled family member.

If you miss hours without good cause, DTA sends a warning and gives you 10 days to fix things. Continued noncompliance brings a grant reduction, and after a further warning period DTA can close the case for the whole household. Appealing that kind of termination is worth considering, because courts have questioned cutting off a whole family for one adult’s noncompliance.

Time Limits

TAFDC is capped at 24 months of benefits within any five-year period for most families. The clock only runs during months when you actually get a grant and are not exempt; if you stop benefits or become exempt, it pauses and resumes later.11Mass.gov. 106 CMR 703.00 – Transitional Cash Assistance Program Nonfinancial Eligibility Once the five-year window closes, a new 24-month period opens.

Extensions, domestic violence waivers, and hardship exemptions are available. The same categories that exempt you from work requirements (disability, caring for a young child, third-trimester pregnancy, age 60 or older) also exempt you from the time limit. Federal rules let states exempt up to 20 percent of their caseload from the lifetime cap based on hardship.12National Conference of State Legislatures. Temporary Assistance for Needy Families

Child Support and Immunization Conditions

Receiving TAFDC means cooperating with child support enforcement. You have to provide what you know about any non-custodial parent, help establish parentage if needed, and assist with building or enforcing a support order. Any support that arrives after an assignment has been made gets turned over to the Department of Revenue.13Legal Information Institute. Massachusetts Code 106 CMR 703.500 – TAFDC Cooperation with Child Support Requirements If contacting the other parent would raise a genuine safety concern, you can request a good-cause exception.

Dependent children need up-to-date immunizations. DTA checks at application, when a child is born, and when a child turns two. School enrollment satisfies the requirement for school-age children, since schools already require vaccinations.14Legal Information Institute.
