What Is TANF in Texas? Eligibility, Payments, and Work Rules

TANF in Texas, short for Temporary Assistance for Needy Families, is a monthly cash assistance program run by the Texas Health and Human Services Commission for low-income families with children. The maximum payment for a single-parent household of three is $382 a month, and adults can receive benefits for as few as 12 months in a lifetime depending on their work history and education. Meeting every rule does not guarantee approval; TANF is not an entitlement, and Texas sets some of the lowest grant amounts and shortest time limits in the country.

Who Qualifies

A qualifying household has to include at least one child under 18 living with a parent or a qualified relative caretaker, and the family has to live in Texas. Every adult and child in the certified group must be a U.S. citizen or qualified legal resident.1Office of the Law Revision Counsel. 42 USC 601 – Purpose

Everyone in the household, including newborns, must provide a Social Security number or proof that one has been applied for. For babies six months or younger, HHSC pushes the SSN requirement to the next eligibility review or six months after birth, whichever is later.2Cornell Law School. Income and Resource Limits

Texas screens applicants with two financial tests. Fail either one and the application is denied.

The $1,000 Resource Cap

Total countable resources, including cash on hand and the balances in all checking and savings accounts, cannot exceed $1,000.3Texas Health and Human Services. Texas Works Handbook A-1220, Limits You have to verify every bank account at application with three months of statements or a statement from a bank official.4Texas Health and Human Services. Texas Works Handbook A-1250, Verification Requirements

Vehicles get a partial break. The first $4,650 of a car’s fair market value is excluded, and anything above that counts toward the $1,000 cap.5Texas Health and Human Services. Texas Works Handbook A-1210, General Policy A car worth $5,000 would add $350 to your countable resources.

Income Screening

The first income test compares household gross income to 200 percent of the federal poverty level. For 2026, the guideline for a family of three is $27,320 a year, which puts the 200-percent threshold around $54,640 annually, or roughly $4,553 a month.6Federal Register. Annual Update of the HHS Poverty Guidelines Families above that line are cut off with no deductions considered.7Texas Health and Human Services. Texas Works Handbook A-2420, Eligibility Requirements

Clearing the gross income screen is not approval. HHSC then runs a tighter calculation against the state’s “budgetary needs” figures, which sit far below the poverty line. For a single-caretaker household of three, the budgetary need amount is just $751 a month. Deductions for work expenses or child care can apply, but your final budgeted income has to fit inside HHSC’s allowance.8Texas Health and Human Services. Texas Works Handbook C-110, TANF

How Much TANF Pays and How Long It Lasts

Monthly Grant Amounts

Payments depend on family size and household type. As of the schedule effective October 1, 2025, a family of three receives:8Texas Health and Human Services. Texas Works Handbook C-110, TANF

  • Up to $382 a month for a single caretaker with no second parent
  • Up to $418 a month for a caretaker with a second parent
  • Up to $263 a month for a non-caretaker case

Smaller households get less. A single caretaker with one child tops out at $331. Larger families get more, but increases are modest; a single-caretaker household of four is capped at $459.

One-Time TANF

Texas offers a separate One-Time TANF payment of $1,000, available once in a lifetime to a qualifying caretaker relative who is caring for a related child and dealing with a short-term crisis.9Texas Health and Human Services. TANF Cash Help You have to meet the regular TANF eligibility rules, you cannot already be on monthly TANF, and you cannot have received a One-Time TANF payment in the 12 months before your application.10Cornell Law School. Texas Administrative Code 1-372.802 – One-Time TANF Eligibility Requirements One-Time TANF recipients are not required to join the Choices work program.

Time Limits

Federal law caps TANF at 60 months over an adult’s lifetime.11Office of the Law Revision Counsel. 42 USC 608 – Prohibitions; Requirements Texas layers shorter limits on top. Each adult is placed in a tier based on recent work history and education, and the tier sets how many months of benefits are allowed:12Texas Health and Human Services. Texas Works Handbook A-2510, General Policy

  • Tier 5: 12 months, for adults with the strongest combination of work and education
  • Tier 6: 24 months, for adults with moderate work or education backgrounds
  • Tier 7: 36 months, for adults with the least work history or education

When a caretaker or second parent runs out their state or federal time, the whole household loses cash assistance. A hardship extension past the 60 federal months is possible if the adult cooperated with Choices and child support for at least 48 of those months, and it’s most likely to be granted when the adult has a verified disability expected to last more than 180 days.13Cornell Law School. Texas Administrative Code 1-372.455 – Continuing Eligibility Beyond the 60-Month Lifetime TANF Cash Limit

Work Requirements and the Choices Program

Most adults on monthly TANF have to participate in Choices, the employment program run by the Texas Workforce Commission. Single parents owe at least 30 hours a week of qualifying activities such as job search, vocational training, or community service. Two-parent families owe 35 or 55 hours a week, depending on whether they also receive TWC-funded child care.14Texas Workforce Commission. Choices – Services

You can be exempt from Choices if you are a single parent caring for a child under one (at initial application only), if you have a physician-verified mental or physical disability expected to last more than 180 days, or if a physician confirms you are needed at home to care for a disabled child or adult. Receiving Social Security disability or VA disability does not by itself exempt you; HHSC requires its own medical verification.15Texas Health and Human Services. Texas Works Handbook A-1820, Employment Services Programs Procedures

The Personal Responsibility Agreement

Every adult and any minor parent certified as an adult has to sign a Personal Responsibility Agreement as a condition of getting TANF.16Cornell Law School. Texas Administrative Code 1-372.1151 – Purpose and Scope of the Personal Responsibility Agreement Under the PRA, you agree to cooperate with the Office of the Attorney General on paternity and child support, keep your children in school, and keep their immunizations current.

Texas uses a full-family sanction when the PRA is violated. The whole household loses benefits, not just the noncompliant adult. The first month of noncompliance costs the family that month’s cash entirely, even if cooperation resumes later in the month. If noncompliance runs into a second consecutive month, the family loses two months of benefits and then must show 30 days of cooperation before cash assistance restarts.17Texas Health and Human Services. Texas Works Handbook A-2140, Full-Family Sanction These are not partial reductions; the household receives nothing for the sanctioned months.

How to Apply

Pull your paperwork together before you start. You’ll need:

Everything feeds into Form H1010, the Texas Works Application for Assistance.20Texas Health and Human Services. Form H1010, Texas Works Application for Assistance Answers on the form have to match your documents, because HHSC cross-checks them at the interview.

The fastest route is the Your Texas Benefits portal at yourtexasbenefits.com. You can also mail or fax the completed form to the HHSC document processing center.9Texas Health and Human Services. TANF Cash Help HHSC has 30 days from your filing date to process the application.

An eligibility interview is required before approval. In most cases it happens by phone. HHSC conducts a face-to-face interview only if you ask for one, if someone in the household has been disqualified for an intentional program violation, or if the agency cannot reach you by phone.21Cornell Law School. After You’re Approved

The Lone Star Card

Approved benefits are loaded onto the Lone Star Card, an EBT debit card. You can get cash back at a store during a purchase at no charge. For direct cash withdrawals, anything $49 or less is free; for withdrawals of $50 or more, you get two free transactions a month and then pay 50 cents per transaction after that.

Federal law bans the use of TANF EBT funds at liquor stores, casinos, and adult entertainment establishments.22Legislative Budget Board. Lone Star Electronic Benefit Transfer (EBT) Cards – Issue Brief The card works at participating retailers outside Texas, but out-of-state stores may add their own fees.23Texas Health and Human Services. Reporting Changes

You have 10 days to report certain changes to HHSC after you learn about them. These include any new source of income, changes in the amount of unearned income, changes in household composition, shifts in employment or wages, and new information about an absent parent.24Texas Health and Human Services. Texas Works Handbook B-620, Reporting Requirements Late reporting can lead to overpayment claims or sanctions.

Renewal

TANF cases have to be renewed on a schedule. About two months before your review date, HHSC sends Form H1010-R along with Form H1830-R. The renewal form arrives pre-filled with your current information, and you are responsible for updating anything that has changed and returning it on time.25Texas Health and Human Services. Form H1010-R, Your Texas Works Benefits – Renewal Form

Appealing a Denial or Reduction

If HHSC denies your application, reduces your grant, or sanctions your household, you can ask for a fair hearing. You have 90 calendar days from the notice date or the effective date of the action, whichever is later, to file.26Texas Health and Human Services. Fair Fraud Hearings Handbook 1400, Submitting a Fair Hearing Request Summary

An appeal does not automatically keep benefits running. TANF recipients generally are not entitled to continued payments during the appeal. The exception is noncompliance with child support or Choices work requirements; in that situation, continued benefits are available if you request the hearing within 13 days of the notice.27Texas Health and Human Services.
