What Is the Mangrove Snapper Size Limit in Florida?

In Florida, the minimum mangrove snapper size limit is 10 inches total length in state waters and 12 inches total length in federal waters. The rule is the same on the Gulf and Atlantic coasts, and it applies year-round.1Florida Fish and Wildlife Conservation Commission. Snappers

State Waters or Federal Waters?

Which limit applies depends on where the fish came out of the water, not where you dock. Florida state waters run from shore out to 9 nautical miles on the Gulf side and 3 nautical miles on the Atlantic side. Everything past that line is federal.1Florida Fish and Wildlife Conservation Commission. Snappers

A 10-inch mangrove snapper hooked a mile off the beach is legal. The same fish pulled off a wreck 15 miles out has to go back. If you work both zones on one trip, every fish in the cooler has to meet the rule for the water it came from.

Biscayne National Park on the Atlantic side has its own regulations layered on top of the state rules, so check the park’s rules before fishing there.1Florida Fish and Wildlife Conservation Commission. Snappers

How To Measure a Mangrove Snapper

Florida measures snapper by total length. Lay the fish on its side, close the mouth, and measure from the most forward point of the head to the farthest tip of the tail, pinching the tail together to get the maximum length.2Florida Fish and Wildlife Conservation Commission. Fish Measurement – Section: Total Length Measurement

Use a bump board or a measuring ruler with a lip on the end. Eyeballing a borderline fish on the deck is how undersized fish end up on ice. A fish that looks “close enough” wet often loses half an inch under a proper measurement. Measure before the fish goes in the cooler, not after an officer asks to see it.

Bag Limits

Size is only one piece of what you can keep. Florida uses two layers: a cap on mangrove snapper specifically, and a broader snapper aggregate.

In state waters, you can keep up to 5 mangrove snapper per person per day, and they count toward a 10-fish snapper aggregate that covers most snapper species combined.1Florida Fish and Wildlife Conservation Commission. Florida Code 68B-14.0036 – Recreational Bag Limits Snapper, Grouper, Hogfish, Black Sea Bass, Red Porgy, Amberjacks, Tilefish, Exception, Wholesale Retail Purchase Exemption You could pair 5 mangroves with 5 yellowtails, for instance, but the day’s snapper total cannot exceed 10.

In federal waters, the species cap rises to 10 mangrove snapper per person per day, still inside the 10-fish snapper aggregate. That means you can fill the entire aggregate with mangroves if that is what is biting. A few species sit outside the aggregate (vermilion snapper and cubera snapper over 30 inches, for example) and do not count toward the 10.1Florida Fish and Wildlife Conservation Commission. Snappers

License and Reef Fish Survey

You need a valid Florida saltwater fishing license to keep a mangrove snapper, even if the fish came out of federal water. The license is required to land any saltwater species in Florida.4Florida Fish and Wildlife Conservation Commission. Saltwater Recreational Licenses and Permits

  • Florida residents: $17 per year, or $79 for five years
  • Non-residents: $47 per year, $30 for seven days, or $17 for three days

Florida residents fishing from shore or a structure attached to shore can get a no-cost shoreline license, but it does not cover fishing from a boat.4Florida Fish and Wildlife Conservation Commission. Saltwater Recreational Licenses and Permits

Because mangrove snapper are a reef fish species, anglers 16 and older fishing from a private recreational vessel also have to sign up for the no-cost State Reef Fish Survey. It is a separate enrollment from the license, and no exemptions apply.4Florida Fish and Wildlife Conservation Commission. Saltwater Recreational Licenses and Permits

What Happens if You Keep an Undersized Fish

A single undersized mangrove snapper can bring a citation, a fine, and a court date. Officers routinely measure fish at the dock and during on-the-water stops.

For major violations where an angler possesses fish significantly over the bag limit, Florida law imposes a $2,500 civil penalty for a first offense within a seven-year period, along with a 90-day suspension of saltwater license privileges. A second major violation within seven years doubles the fine to $5,000 and extends the suspension to 12 months. A third carries a $5,000 fine, lifetime license revocation, and forfeiture of gear.5Florida Legislature. Florida Statutes 379.407 – Penalties for Saltwater Fisheries Violations

In federal waters, NOAA’s Office of Law Enforcement handles violations under its own penalty schedules, which are adjusted annually for inflation.6National Oceanic and Atmospheric Administration.
