The Oregon Personal Allowances Worksheet is the calculation section of Form OR-W-4 that you use to figure out how many allowances to claim so your employer withholds the correct amount of Oregon income tax from each paycheck.1Oregon Department of Revenue. 2026 Form OR-W-4 Oregon Withholding Statement and Exemption Certificate The number you land on translates your filing status, dependents, deductions, and credits into a single figure your payroll department plugs into Oregon’s withholding formula. Get it right and you avoid both a surprise April tax bill and an oversized refund that means you lent the state money all year.
Oregon needs its own form because the federal W-4 was redesigned in 2020 in a way that no longer feeds Oregon’s tax math.2Oregon.gov. 2024 Form OR-W-4 Instructions If you’ve only ever filled out the federal form, your employer may not have accurate Oregon information on file at all.
Which Worksheet to Use
Form OR-W-4 contains three worksheets, and you only complete one.
- Worksheet A is the simplest. Use it if you have one job and plan to take the standard deduction. Your total allowances come from line A5.
- Worksheet B is for employees who plan to itemize, claim Oregon tax credits beyond the basic exemption credit, or have significant non-wage income. The result goes on line B9.
- Worksheet C is for people with more than one job or a working spouse. The result on line C6 goes on the OR-W-4 for the highest-paying job only.
If you have a second job or your spouse works, skip straight to Worksheet C. That’s where under-withholding most often starts.
Filling Out Worksheet A
Start with your filing status. Mark “Single” if you’ll file as single, married filing separately, or head of household. Mark “Married” if you’ll file jointly or as a qualifying surviving spouse. Married filers who both work can select “Married, but withhold at the higher single rate,” which helps when combined income pushes you into a higher bracket.3Oregon Department of Revenue. 2025 Form OR-W-4 Oregon Withholding Instructions
Next, count your dependents. Enter the total number of qualifying children and qualifying relatives you’ll claim on your Oregon return.3Oregon Department of Revenue. 2025 Form OR-W-4 Oregon Withholding Instructions Each one adds an allowance, which lowers the amount withheld from each check. Add up the lines and transfer the total to line 2 of the certificate portion of the OR-W-4.
Filling Out Worksheet B
Worksheet B lets you build Oregon tax credits and itemized deductions into your withholding so you aren’t over-withheld all year waiting to claim them at filing time. The Oregon Kid Credit, for example, provides up to $1,050 per qualifying child age five or younger for families with modified adjusted gross income at or below $26,550, phasing out entirely at $31,550; up to five children can qualify, for a maximum of $5,250.4Oregon Department of Revenue. Tax Benefits for Families Other credits, like the Working Family Household and Dependent Care Credit, can also be included.
Worksheet B converts your estimated total credits into extra allowances by dividing the credit amount by $250.3Oregon Department of Revenue. 2025 Form OR-W-4 Oregon Withholding Instructions The result on line B9 is what you enter on the certificate.
Filling Out Worksheet C for Multiple Jobs
When you or your spouse hold more than one job, each employer withholds as if that job is your only income. The combined paychecks almost always push you into a higher bracket than any single employer accounts for, and the shortfall shows up at tax time.
Worksheet C fixes this by consolidating your allowances. You calculate the total across all jobs, then claim that entire number on the OR-W-4 for your highest-paying job only. Every other job gets zero allowances on line 2 and zero additional withholding on line 3.3Oregon Department of Revenue. 2025 Form OR-W-4 Oregon Withholding Instructions
The worksheet uses different starting numbers depending on income. Single, head of household, and married filing separately filers enter “2” on line C2, or “4” if two jobs individually exceed $40,000. Married filing jointly filers enter “3,” or “6” if two jobs individually exceed $50,000.
Worksheet C can also produce a per-paycheck dollar amount of extra withholding. That figure goes on line 3 of the OR-W-4 for your highest-paying job, telling your employer to withhold that amount on top of what the regular formula produces.
Adding Extra Withholding by Choice
Line 3 isn’t just for multiple-job situations. Any employee can enter a flat dollar amount of extra withholding per paycheck.3Oregon Department of Revenue. 2025 Form OR-W-4 Oregon Withholding Instructions It’s a useful option if you have rental income, freelance earnings, or other money that isn’t subject to Oregon withholding. Instead of making quarterly estimated payments, you can cover the extra liability through your regular paycheck.
Claiming Exemption From Withholding
If you expect to owe no Oregon tax, you can claim complete exemption from withholding by meeting both conditions:5Oregon.gov. Oregon Withholding Tax Formulas
- You had the right to a refund of all Oregon tax withheld last year because you had no tax liability.
- You expect a refund of all Oregon tax withheld this year because you expect no tax liability.
The exemption expires every February 15. You have to file a new OR-W-4 by that date to keep it in place. Miss the deadline and your employer must begin withholding at a flat 8 percent, which is likely far more than you actually owe.5Oregon.gov. Oregon Withholding Tax Formulas
Turning in the Form
Give the completed OR-W-4 to your employer. Leave the employer section blank; that part is theirs to fill in. Keep the worksheets in your own records.3Oregon Department of Revenue. 2025 Form OR-W-4 Oregon Withholding Instructions The form stays with payroll and does not get sent to the Oregon Department of Revenue, though the Department can review your claimed allowances and require your employer to submit a copy.1Oregon Department of Revenue. 2026 Form OR-W-4 Oregon Withholding Statement and Exemption Certificate
Most employers process changes within one or two pay cycles. Check your next few paystubs to confirm the new amounts show up. File a fresh OR-W-4 whenever your situation changes meaningfully: marriage, divorce, a new child, a second job, or a significant income shift. Stale withholding is one of the most common reasons people owe at filing time.
What Happens If You Overstate Your Allowances
Claiming more allowances than you’re entitled to carries real cost. If the Oregon Department of Revenue finds there was no reasonable basis for the information you put on your OR-W-4, you can be assessed a $500 penalty.2Oregon.gov. 2024 Form OR-W-4 Instructions
Under-withholding also means a tax bill that collects interest. For periods beginning on or after January 1, 2026, Oregon charges 8 percent annual interest on unpaid tax. If a balance stays unpaid more than 60 days after assessment, another 4 percent per year is added on top of the base rate.6Oregon Department of Revenue. Penalties and Interest for Personal Income Tax Interest compounds on the tax itself, not on penalties, but a large underpayment still grows quickly.
Using the Online Calculator Instead
Oregon offers a free online withholding calculator that runs the same math as the paper worksheets. It doesn’t ask for your name or Social Security number and doesn’t store what you enter.7Oregon Department of Revenue. Do a Paycheck Checkup With the Oregon Withholding Calculator The OR-W-4 instructions themselves recommend running the calculator before filling out the paper form, especially if you have credits, itemized deductions, or multiple income sources. The calculator can be more precise than the worksheets because it uses your actual pay frequency and year-to-date withholding rather than rounded allowance numbers.
