The poverty level in Oregon in 2026 is $15,960 a year for a single person and $33,000 for a family of four, with $5,680 added for each additional household member.1U.S. Department of Health and Human Services. 2026 Poverty Guidelines – 48 Contiguous States Those figures come from the Federal Poverty Guidelines that the U.S. Department of Health and Human Services publishes each January, and Oregon uses them to set eligibility for Medicaid, food benefits, childcare subsidies, energy assistance, and school meals. Almost none of those programs cut you off at 100% of the poverty level, though. Most use a multiple of it, which is why a family earning well above $33,000 can still qualify for substantial help.

To find your program eligibility, start with the figure that matches your household size, then multiply by the percentage the program uses. At 138% FPL, the Oregon Health Plan cutoff for a single adult works out to about $22,025. At 200% FPL, the SNAP gross income cap for a family of four is $66,000. The multiplier is where the real action happens.
What the Federal Line Misses in Oregon
The federal guidelines use one set of numbers for the entire contiguous United States and do not adjust for Oregon’s housing, childcare, or transportation costs. The Self-Sufficiency Standard, which estimates what a working Oregon family actually needs to cover basic expenses without public help, puts the required income for a single parent with one preschooler at roughly $51,300 a year in Lake County and about $88,800 in Washington County, or 251% to 434% of the federal poverty guideline depending on where you live.3Self Sufficiency Standard. The Self-Sufficiency Standard for Oregon 2024 The practical takeaway: being above the federal poverty line in Oregon does not mean you are above the thresholds of most assistance programs, and it does not mean you can cover rent, childcare, and food on your own.
Oregon Program Eligibility by Percentage of Poverty Level
Oregon Health Plan (Medicaid)
Adults qualify for OHP with household income up to 138% of the federal poverty level, which is roughly $22,025 a year for a single adult in 2026. Pregnant Oregonians earning between 133% and 200% of the poverty level qualify through the OHP Bridge program.4Oregon Health Insurance Marketplace. OHP Federal Poverty Level Chart Children and teens under 19 have the widest door: they qualify in families earning up to 305% of the poverty level, regardless of immigration status, including children with undocumented status or DACA.5Oregon Health Authority. Oregon Health Plan (OHP) Covers Me! For a family of four, that threshold reaches about $100,650 annually. Children’s OHP covers checkups, vaccinations, dental, mental health care, prescriptions, and transportation to appointments.
SNAP Food Benefits
Oregon uses broad-based categorical eligibility, which lifts the SNAP gross income limit to 200% of the federal poverty level.6Oregon DHS/OHA Shared Systems. Combined Standards The 2026 monthly caps:
- 1 person: $2,660
- 2 people: $3,607
- 3 people: $4,554
- 4 people: $5,500
- 5 people: $6,447
- 6 people: $7,394
- 7 people: $8,340
- 8 people: $9,287
SNAP also applies a resource test. Households with a member who is 60 or older or has a disability can hold up to $4,500 in countable resources; all other households, $3,000.6Oregon DHS/OHA Shared Systems. Combined Standards Your home and typically your primary vehicle do not count.
Free and Reduced School Meals
Federal rules give free meals to children in families up to 130% of the poverty level and reduced-price meals up to 185%. Oregon runs an Expanded Income Guidelines program on top of that, extending free meals to families earning up to roughly 300% of the poverty level. For the 2025–26 school year, a family of four qualifies for free meals with household income up to $96,450.7Oregon Department of Education. Federal and Oregon Expanded Income Guidelines
Childcare Subsidies (ERDC)
The Employment Related Day Care program uses two different thresholds. To start receiving ERDC, monthly household income must be below 200% of the federal poverty level. Once enrolled, you stay eligible as long as your income is below 250% of the poverty level or 85% of the state median income, whichever is higher.8Cornell Law School. Oregon Administrative Code 414-175-0050 – Income Limits and Copay Amounts The higher ongoing threshold means a modest raise during a certification period will not push you off the program.
Energy Assistance (LIHEAP)
Oregon’s Low Income Home Energy Assistance Program sets eligibility by state median income rather than the federal poverty level, which produces higher cutoffs than most other programs. For 2026, the annual gross income limits are $38,385 for one person and $73,817 for a family of four.9Oregon Housing and Community Services. 2026 Energy Assistance Intake Operations and Policy Manual A family of four earning $73,000 would not qualify for SNAP but could get LIHEAP, so check this program on its own even if other benefits are out of reach.
A separate note on long-term care: Medicaid programs that pay for nursing facility care use their own asset rules, including a community spouse resource allowance of $32,532 to $162,660 and a home equity limit of $752,000 in 2026.6Oregon DHS/OHA Shared Systems. Combined Standards The standard income-based Medicaid categories that most working-age adults use do not impose asset tests.
Oregon Earned Income Tax Credit
Oregon offers a state Earned Income Tax Credit on top of the federal one. Starting with the 2026 tax year, the state credit rises to 14% of your federal EITC, or 17% if you have a child under three.10Oregon State Legislature. Revenue Impact of Proposed Legislation The federal credit itself is worth up to $8,046 for a family with three or more children for the 2025 tax year, with 2026 figures expected to be modestly higher after inflation adjustments. A single filer with one child can claim the federal credit with income up to $50,434, and married couples filing jointly can qualify with up to $68,675 and three or more children.11Internal Revenue Service. Earned Income and Earned Income Tax Credit (EITC) Tables Both credits are refundable, meaning they pay out even if you owe no tax. You have to file a return to claim them.
Reporting Income Changes if You Already Receive Benefits
Benefits that key off the federal poverty level come with reporting duties. For SNAP, you must notify the Oregon Department of Human Services by the 10th of the month after any month in which your gross household income exceeds 130% of the federal poverty level for your household size.12Oregon Department of Human Services. Report Changes for SNAP If your March income crosses the line, the deadline is April 10. Missing it can create an overpayment the state will recover, often by reducing later benefits.
Other programs set their own reporting windows and recertification cycles. ERDC, as noted, uses its more generous ongoing standard between recertifications.8Cornell Law School. Oregon Administrative Code 414-175-0050 – Income Limits and Copay Amounts Check the specific threshold your program uses before assuming a raise will cost you coverage.
