What Is the Poverty Level in Tennessee by Household Size

In 2026, the federal poverty level in Tennessee by household size starts at $15,960 for a single person and rises to $55,720 for a household of eight, with $5,680 added for each additional person. Tennessee uses the same Federal Poverty Guidelines (FPG) that apply to the other 47 contiguous states, published each January by the U.S. Department of Health and Human Services. Those numbers set the baseline, but most assistance programs let you qualify at some multiple of the guideline, so households earning well above the poverty line often still qualify for help.

2026 Poverty Guidelines by Household Size

The following figures took effect in January 2026 and apply to Tennessee along with every state except Alaska and Hawaii.1Federal Register. Annual Update of the HHS Poverty Guidelines

  • 1 person: $15,960
  • 2 people: $21,640
  • 3 people: $27,320
  • 4 people: $33,000
  • 5 people: $38,680
  • 6 people: $44,360
  • 7 people: $50,040
  • 8 people: $55,720

For each person beyond eight, add $5,680.1Federal Register. Annual Update of the HHS Poverty Guidelines These represent 100% of the FPG. A household of four earning $42,900 sits at roughly 130%; a two-person household at $54,100 sits at about 250%.

How Income Is Counted

Poverty status compares a household’s total income to the guideline for that household’s size. Income means gross earnings before taxes, including wages, self-employment income, Social Security, and pensions. The Census Bureau adds up the incomes of all related family members living together.2United States Census Bureau. How the Census Bureau Measures Poverty

Some income sources don’t count. SNAP benefits, foster care payments, most Title IV scholarships, and some lump-sum Social Security back payments are excluded. The exact exclusion list varies by program, so a household can be over the line for one program and under for another.

What the Poverty Level Qualifies You For

Most assistance programs don’t cut off eligibility at 100% of the FPG. They set it higher, sometimes much higher. The thresholds below show where the dollar line falls for the main programs Tennesseans use.

Health Coverage

TennCare, Tennessee’s Medicaid program, uses different thresholds depending on who needs coverage. Parents and caretaker relatives of dependent children qualify at or below 100% of the FPG. Pregnant women qualify at up to 250% of the FPG.3TN.gov. Eligibility Reference Guide For a pregnant woman in a two-person household, that comes to about $54,100 a year.

Children’s coverage varies by age. Infants under one qualify at 195% of the FPG, children ages one through five at 142%, and children ages six through eighteen at 133%.3TN.gov. Eligibility Reference Guide

CoverKids, Tennessee’s CHIP program, covers children under 19 whose household income is above the TennCare limit but no more than 250% of the FPG, as long as the child doesn’t already have insurance.4Cornell Law School Legal Information Institute. WIC provides food packages and nutrition support to pregnant and postpartum women, infants, and children up to age five, with eligibility capped at 185% of the FPG.5Food and Nutrition Service. WIC 2025/2026 Income Eligibility Guidelines

SNAP requires gross monthly income at or below 130% of the FPG. For a Tennessee family of four, that works out to no more than $3,483 per month through September 2026.6Food and Nutrition Service. SNAP Eligibility Households also have to meet a net income test of 100% of the FPG after allowable deductions for things like housing and dependent care.

Free school meals go to children in households at or below 130% of the FPG; reduced-price meals extend to 185%.7TN.gov. Free and Reduced-Price Meals For a family of four in the 2025–2026 school year, the free-meal cutoff is about $41,795 and reduced-price is about $59,478.

Head Start and Early Head Start serve families at or below 100% of the FPG, with a limited number of slots available for families between 100% and 130%.8Administration for Children and Families. Report to Congress on Head Start Eligibility 2022

Housing and Energy

Housing Choice Vouchers (Section 8) don’t use the federal poverty guidelines at all. Eligibility is tied to Area Median Income (AMI), which varies by county. Federal law defines low-income families as those earning below 80% of AMI, and very low-income families as those below 50%.9Federal Register. Changes to the Methodology Used for Calculating Section 8 Income Limits Under the United States Housing Act of 1937 The dollar cutoffs differ across Tennessee because housing costs do.

LIHEAP, which helps with heating and cooling bills, lets states set eligibility up to 150% of the FPG and bars states from excluding any household below 110%.10The Administration for Children and Families. LIHEAP IM2025-02 Federal Poverty Guidelines and State Median Income Estimates At 150%, a family of four reaches $49,500.

Asset Limits Can Also Apply

Some programs cap the value of what you own, not just what you earn.

SNAP sets a resource limit of $3,000 for most households, rising to $4,500 if someone is 60 or older or has a disability. Your home and work vehicles generally don’t count.11USDA Food and Nutrition Service. SNAP FY 2026 COLA Memo

Supplemental Security Income (SSI), the federal cash program for elderly, blind, or disabled people with very limited income, is much stricter: $2,000 for an individual and $3,000 for a married couple in 2026.12Social Security Administration. Cost-of-Living Adjustment (COLA) Fact Sheet

TennCare and CoverKids do not impose a resource limit. Eligibility turns entirely on income relative to the FPG and household size.

The Earned Income Tax Credit Reaches Higher

The Earned Income Tax Credit (EITC) is a refundable federal credit that reaches well above the poverty line, and many Tennessee households miss it simply by not filing a return. For the 2025 tax year (returns filed in 2026), the maximums are:13Internal Revenue Service. Earned Income and Earned Income Tax Credit (EITC) Tables

  • No qualifying children: up to $649 (AGI under $19,104 single, $26,214 married filing jointly)
  • 1 qualifying child: up to $4,328 (AGI under $50,434 single, $57,554 joint)
  • 2 qualifying children: up to $7,152 (AGI under $57,310 single, $64,430 joint)
  • 3 or more qualifying children: up to $8,046 (AGI under $61,555 single, $68,675 joint)

Investment income must be $11,950 or less.13Internal Revenue Service. Earned Income and Earned Income Tax Credit (EITC) Tables A single parent of two earning $55,000 is well above 100% of the FPG and still qualifies for a partial credit. Tennessee has no state income tax, so the federal EITC is the main tax-based benefit for low-income workers in the state.

The Poverty Line Is Not a Living Wage

The federal poverty guideline is a nationwide floor and ignores regional cost differences. A single person at $15,960 in downtown Nashville faces a very different reality than someone at the same income in a rural county with cheaper rent. Living-wage calculations, which factor in housing, food, transportation, healthcare, and childcare for a specific area, consistently land well above the poverty line, with the gap widening for families with children. Use the FPG as an eligibility yardstick, not as a measure of financial stability.

How to Apply for Assistance

TennCare, CoverKids, and several other benefits share an application portal called TennCare Connect. You can apply online at TennCareConnect.TN.gov, by phone at 855-259-0701, or by mailing a paper application to TennCare Connect, P.O. Box 305240, Nashville, TN 37230-5240.14TN.gov. Application – CoverKids Local Department of Health offices can also help in person.

SNAP goes through the Tennessee Department of Human Services, either online or at a local DHS office. LIHEAP, WIC, and Head Start each have their own application paths, usually run through local community action agencies or health departments. Have proof of income, household size, and identity ready before you start.
