The sales tax in Hoffman Estates, Illinois is 10% on general merchandise if the store sits on the Cook County side of the village, and a lower combined rate on the Kane County side. Groceries changed on January 1, 2026, when Illinois dropped its statewide 1% grocery tax, and prepared food, alcohol, medicine, and vehicles each follow their own rules.
How the 10% Cook County Rate Is Built
The 10% you see on a Cook County receipt is four separate taxes stacked together, all collected by the Illinois Department of Revenue and routed to the right taxing bodies:
- State of Illinois: 6.25% (the state keeps 5.25% and sends 1% back to the village)
- Cook County: 1.75%
- Regional Transportation Authority: 1.00%
- Village home rule tax: 1.00%
That is the rate for most non-food retail purchases on the Cook County side of the village. The village’s 1% home rule portion does not apply to titled vehicles, qualifying groceries, or prescription drugs and medical appliances.1Village of Hoffman Estates. Taxes and Licenses
Why the Kane County Side Is Lower
Hoffman Estates straddles the Cook–Kane county line. The state’s 6.25% base is the same everywhere, but the Kane County portion and the RTA contribution on that side are both smaller than Cook’s, so the combined rate comes in lower. Two stores less than a mile apart can charge different tax on the same item simply because of which county they sit in. Groceries After the 2026 Repeal
Since January 1, 2026, the statewide 1% tax on groceries is gone. Bread, milk, produce, and other qualifying food staples now carry a 0% state rate.3Illinois Department of Revenue. FY 2026-11, Municipal and County Grocery Occupation Tax Rate Changes
There is a catch. The same law lets municipalities and counties adopt their own local grocery tax of up to 1% by ordinance.4Illinois Department of Revenue. Grocery Tax Repeal Key Information for Local Governments Whether a local grocery tax applies at a given store depends on the jurisdiction, and the MyTax Illinois Tax Rate Finder is the reliable way to confirm what will ring up.
Several items people buy at the grocery store do not qualify for the reduced treatment. Soft drinks, candy, and alcoholic beverages are taxed at the full general merchandise rate wherever they are sold.5Legal Information Institute. Restaurants, Bars, and Packaged Liquor
On top of the regular sales tax, Hoffman Estates adds a 2% food and beverage tax on prepared food and alcoholic drinks served for on-premises consumption at restaurants, bars, and similar establishments. On the Cook County side, that pushes the effective tax on a sit-down restaurant meal to roughly 12%.7Municode Library. Hoffman Estates Code of Ordinances – Article 7, Food and Beverage Tax
Carry-out-only businesses are exempt from the 2% food and beverage tax. If a place has any dine-in seating available to the public, though, the tax applies to all its food sales, including orders packed for takeout.7Municode Library. The village also charges a separate 5% tax on packaged liquor. That means any alcoholic beverage sold in a sealed container at a retail store, whether that is a grocery chain, a liquor shop, or a gas station.1Village of Hoffman Estates. Taxes and Licenses
Prescription Drugs, Over-the-Counter Medicine, and Medical Appliances
The grocery repeal did not touch medicines or medical devices. Prescription drugs, over-the-counter medications, insulin, diabetic testing supplies, and qualifying medical appliances continue to be taxed at the 1% state rate, on either side of the village.6Illinois Department of Revenue. Personal grooming products trip people up. Shampoo, soap, deodorant, and similar hygiene items are taxed as general merchandise at the full combined rate, even when the label makes health-related claims. The narrow exception is a grooming product sold as the result of a prescription, which then qualifies for the 1% rate.8Illinois Department of Revenue. Online Orders Shipped to Hoffman Estates
Order from an out-of-state retailer and have it shipped to a Hoffman Estates address, and you pay the same rate as if you walked into a local store. Illinois taxes remote sales based on the destination, so the combined rate for the delivery address controls, not the seller’s location.9Illinois Department of Revenue. This applies to any remote retailer or marketplace facilitator (large platforms like Amazon included) that hits $100,000 or more in cumulative gross receipts from sales to Illinois buyers during the applicable lookback period.9Illinois Department of Revenue. Buying a Vehicle
Cars, trucks, motorcycles, and trailers follow a different structure than ordinary retail. The village’s 1% home rule tax does not apply to titled vehicles. For a dealership purchase, the applicable state and local taxes are set by the destination, which is typically the buyer’s home address where the vehicle will be registered. A Hoffman Estates resident pays the rate tied to their home no matter which dealership they visit.
Private-party sales work differently again. Instead of a percentage, Illinois charges a flat fee reported on Form RUT-50, based on the vehicle’s purchase price or fair market value. For vehicles under $15,000, the fee is pegged to age, from $465 for a vehicle one year old or newer down to $100 for one eleven years or older. For vehicles at $15,000 or above, a bracket system takes over, starting at $850 for the $15,000–$19,999 range and climbing to $10,100 for a vehicle priced at $1,000,000 or more. Transfers between a spouse, parent, sibling, or child carry a flat $15 tax. Motorcycles, ATVs, and motorized pedalcycles are taxed at $25. Trade-in credits are not allowed on private-party sales; the tax applies to the full purchase price or fair market value.10Illinois Department of Revenue. Services and Labor Are Not Taxed
Illinois does not tax services. Hire a plumber, electrician, or landscaper and the labor itself carries no sales tax. Any physical materials transferred as part of the job (a replacement faucet, a light fixture, new sod) are subject to a service occupation tax on those goods.11Illinois Department of Revenue.
