The Suffolk County Legislature is the elected lawmaking body for Suffolk County, New York. Eighteen legislators, one from each district across the eastern half of Long Island, pass local laws, adopt the annual county budget, set tax and borrowing policy, and oversee the departments that run county government. It replaced the older Board of Supervisors on January 1, 1970, and draws its authority from the Suffolk County Charter.
Who Serves and for How Long
Suffolk County is split into eighteen legislative districts, numbered 1 through 18, with one legislator elected from each.1Suffolk County, NY. The current boundaries took effect in 2024 and hold through 2033.2Suffolk County Legislature, NY. District Maps
Each legislator serves a two-year term, so every seat is on the ballot in every even-numbered year. A 2022 charter amendment capped total service at twelve years, consecutive or not.3Suffolk County. Local Law No. 38 of 2022 – Charter Law to Set Term Limits A partial term served after a special election or appointment to a vacancy does not count toward that cap. A full term the legislator was elected to does count, even if they leave early.
At the start of each term, the eighteen members elect a Presiding Officer and a Deputy Presiding Officer from among themselves.4Suffolk County, NY. The Deputy fills in during absences and takes over a vacancy until the full body picks a replacement within sixty days.
What the Legislature Actually Does
The legislature enacts, amends, and repeals the local laws and resolutions that govern daily life in Suffolk County. Its biggest annual job is approving the county’s expense budget. Under Section C4-10 of the Charter, that approval must happen no later than the day before Election Day. If the legislature misses that deadline, the County Executive’s proposed budget is adopted automatically, exactly as submitted.5Suffolk County Legislature. Beyond the budget, the legislature authorizes bond issuances for capital projects and sets tax levies. It also oversees how county departments spend their money, calling department heads to testify and reviewing financial reports.
How a Proposal Becomes Law
A proposed resolution or local law has to be filed with the Clerk of the Legislature by 1:00 p.m. at least three business days before the meeting where it will be introduced.6Suffolk County Legislature. Introduction and Glossary At that meeting it is “laid on the table,” meaning it is read into the record and shared with all legislators and the County Executive. The Presiding Officer then sends it to the appropriate standing committee.
Committee members study the language and the practical impact, often taking testimony from department officials or outside experts. A favorable committee recommendation sends the measure to the full legislature at its next general meeting. Local laws and charter laws require one extra step: a formal public hearing before the full body votes. Those hearings are set for 2:30 p.m. on general meeting days.6Suffolk County Legislature. Once the legislature passes a measure, the County Executive can sign it or veto it. A two-thirds supermajority of the legislature can override a veto. The Presiding Officer can also call special meetings outside the regular schedule when something urgent comes up.4Suffolk County, NY. The Standing Committees
Every proposal passes through a committee before reaching the full legislature. The Presiding Officer sets up these committees and names their members at the start of each term.4Suffolk County, NY. Suffolk County Administrative Code – Article II County Legislature For the 2026 term, twelve standing committees are in operation:7Suffolk County Legislature, NY. Legislative Committees

- Environment, Parks and Agriculture
- Fire, Rescue, EMS and Emergency Preparedness

If you want to track or influence a specific proposal, the committee it lands in is where the real work happens. That is where language gets changed, where testimony is taken, and where measures can quietly die before ever reaching a floor vote.
How You Can Weigh In
Residents can speak at both general meetings and committee sessions. Every general meeting opens with a floor for public comment on any topic, and each scheduled public hearing on a local law gives residents a chance to address the legislature on that specific measure. Speakers get three minutes.6Suffolk County Legislature. Introduction and Glossary If you can’t make it in person, audio testimony by phone is accepted, with the same three-minute limit.8Suffolk County Legislature. How to Submit Public Comment In Person
The legislature’s website posts a calendar with all upcoming meeting dates, times, and locations for both general and committee sessions, and agendas go up in advance. Before you show up, pull the agenda and find the resolution number and the committee handling it. Three minutes goes fast, and knowing exactly which measure you’re addressing is the difference between being heard and being noted.
