What Restaurants Take EBT in Arizona? Chains, Rules, and Locations

More than 60 restaurant brands in Arizona accept EBT through the state’s Restaurant Meals Program, including McDonald’s, Subway, Burger King, Taco Bell, Denny’s, and a long list of local spots. The catch most people don’t know about: an ordinary EBT card won’t work at these restaurants. Every person in your SNAP household has to be elderly, disabled, or homeless for the card to be coded for restaurant use.1Arizona Department of Economic Security. NA Restaurant Meals Program

Chains on Arizona’s Approved List

The Arizona Department of Economic Security publishes the full list of participating restaurants and updated it most recently in March 2026.2Arizona Department of Economic Security. Independent and regional restaurants are on the list too. Many of these have multiple locations around the state.2Arizona Department of Economic Security. Arizona Restaurants/Retailers Participating in the USDA/FNS Restaurant Meals Program

Hot prepared meals from the deli counter of a participating grocery store also fall under the program, so if your usual supermarket has a hot food section, that counts.1Arizona Department of Economic Security. NA Restaurant Meals Program

One warning about the list: a chain being on it doesn’t mean every one of its locations participates. Each individual restaurant has to be separately approved by the state and the USDA.3Food and Nutrition Service. Who Can Actually Use an EBT Card at These Restaurants

Having an EBT card isn’t enough. Arizona’s Restaurant Meals Program adds eligibility rules on top of regular SNAP, and the rule is strict: every person in your SNAP household has to fit one of these categories.1Arizona Department of Economic Security. NA Restaurant Meals Program

  • Elderly, meaning 60 or older
  • Disabled, meaning you receive disability or blindness payments, or disability retirement from a government agency for a condition considered permanent3Food and Nutrition Service. SNAP Restaurant Meals Program
  • Homeless, meaning without permanent housing
  • The spouse of someone who qualifies under one of the above, if you share the same SNAP household1Arizona Department of Economic Security. NA Restaurant Meals Program

If even one person in your household is a healthy, working-age adult without a disability and with a place to live, the whole household loses RMP eligibility. The program is built for people who face real barriers to cooking at home. If your eligibility fits but your card isn’t working at restaurants, DES handles the coding on its end. Finding Participating Restaurants Near You

Two tools do the work. The DES list on des.az.gov (search “Restaurant Meals Program”) shows every approved restaurant name in Arizona.1Arizona Department of Economic Security. In person, look for signage near the entrance or register reading “Participating Restaurant: SNAP Restaurant Meals Program,” sometimes with a fork and knife logo. Signage isn’t universal, so ask the cashier if you’re not sure.

What You Can Buy and What’s Off-Limits

At a participating restaurant, your EBT benefits cover hot prepared meals meant to be eaten right away. The transaction runs like a debit card: swipe or insert, enter your PIN, and the meal cost comes off your SNAP balance.

What EBT won’t cover at a restaurant:

Restaurants are not allowed to charge sales tax on the part of your purchase paid with SNAP benefits. Federal rules bar a state from participating in SNAP at all if tax is collected on EBT transactions.7eCFR. 7 CFR 272.1 – General Terms and Conditions If a cashier adds tax, point it out. Traveling With Your Arizona EBT Card

Arizona is one of nine states, plus parts of Illinois, running a Restaurant Meals Program. The others are California, Maryland, Massachusetts, Michigan, New York, Rhode Island, and Virginia.3Food and Nutrition Service. SNAP Restaurant Meals Program Your card will buy groceries at authorized stores in any state. Restaurant use in another state depends on whether your Arizona card is coded for RMP and whether the specific restaurant there is also authorized. Federal guidance doesn’t clearly spell out whether RMP coding travels across state programs, so confirm with the restaurant before you order anywhere outside Arizona.
