California has reciprocity agreements with very few states, and the ones it does have are narrow. Whether the question is a driver’s license, a concealed carry permit, state income tax, or a professional credential, California almost always requires you to meet its own standards rather than honoring what another state issued you. The exceptions are specific enough that it’s worth going category by category.
Driver’s Licenses
Any state’s valid license is good for visitors. California law lets any nonresident over 18 drive in the state on a current license from their home jurisdiction.1California Legislative Information. California Code VEH 12502 Once you become a resident, you have 10 days to apply for a California license.2California DMV. FFDL 5, Requirements for a California Driver License Residency is triggered by things like registering to vote, working in the state, renting a primary home, or being present more than six months in a year.3California State Department of Motor Vehicles. New to California
There is no state-to-state swap. California will not simply exchange your out-of-state license for one of its own. You must pass a written knowledge test and a vision screening, and a behind-the-wheel test may be required if your prior license has expired or if your record shows certain violations.2California DMV. FFDL 5, Requirements for a California Driver License The standard Class C application fee is $46.4California DMV. Licensing Fees
Commercial Driver’s Licenses
CDL holders get a real concession. If you have a valid CDL from another state, or one that expired less than two years ago, California may waive the skills test as long as the out-of-state license carries equivalent classifications and endorsements. You still have to surrender the old CDL, submit a 10-year driving history, complete a medical exam, and pass the written knowledge tests. An interim CDL is valid for 60 days while the permanent card is processed.5California State Department of Motor Vehicles. Commercial Driver’s Licenses
Military Members
Active-duty service members stationed in California who keep legal residency in another state are treated as nonresidents and can keep driving on their home-state license.1California Legislative Information. California Code VEH 12502 If you already held a California license when you entered service, it stays valid for the duration of your service and for up to 30 days after discharge or your return to the state, whichever comes first.6California Legislative Information. Income Tax
California has no broad income tax reciprocity with any state. If you live in one state and earn in California, or the reverse, expect to file in both. The limited reciprocal agreements between the California State Controller’s Office and New York and Illinois cover only state government employees, not private-sector workers.7State Controller’s Office – CA.gov. Out-of-State Tax Withholding FAQ
Instead of reciprocity, California relies on a tax credit to prevent double taxation. California residents who paid tax to another state on income also taxed by California can claim the Other State Tax Credit on Schedule S. The credit offsets what you paid elsewhere but will not exceed the California tax owed on the same income.8FTB.ca.gov. 2024 Instructions for Schedule S Other State Tax Credit
Nonresidents earning in California face a tighter rule. Only residents of Arizona, Oregon, Virginia, and Guam can claim the Other State Tax Credit against California tax. Nonresidents from anywhere else have to rely on their home state’s own credit mechanism.8FTB.ca.gov. 2024 Instructions for Schedule S Other State Tax Credit
Concealed Carry Permits
California does not recognize concealed carry permits from any other state. A permit from Texas, Florida, Arizona, or anywhere else carries no legal weight here, and carrying a concealed firearm in California without a California-issued permit is a criminal offense.9State of California Department of Justice – Office of the Attorney General. Regulations: Uniform Carry Concealed Weapons Licenses
Travelers passing through should also know California’s transport rules are stricter than most states’. Handguns must be unloaded and kept in a locked container, defined as a fully enclosed container secured by a padlock, key lock, or similar device. A trunk qualifies; a glove compartment or center console does not.10State of California Department of Justice – Office of the Attorney General. Transporting Firearms in California California also bans magazines holding more than 10 rounds, with no exception for nonresidents just passing through,11Justia. California Penal Code Article 2 – Exceptions Relating Specifically To Large-capacity Magazines and a firearm that is legal at home may qualify as an assault weapon under California law.
Professional Licenses
California takes professional licensing field by field, and the answer is almost always the same: your current license will not transfer directly. The specifics still matter.
Attorneys
No bar reciprocity. Out-of-state attorneys must pass the California Bar Examination, meet moral character requirements, and pass the Multistate Professional Responsibility Examination. Attorneys actively licensed and in good standing in another U.S. jurisdiction for at least four years may take the one-day Attorneys’ Examination in place of the full bar exam.12The State Bar of California. Attorney Applicants
In-house counsel have a limited path. Attorneys licensed in another state who work for a qualifying California employer with at least five full-time employees (or that already employs an active California-licensed attorney) can register as In-House Counsel without taking the bar. You must live in California, submit a moral character application, and keep your practice limited to work for your employer.13The State Bar of California. Registered In-House Counsel
Teachers
Teaching is the closest California comes to true reciprocity. Hold a professional-level teaching credential from another state earned through a preparation program with student teaching in a subject area with a California equivalent, and you can apply directly to the Commission on Teacher Credentialing for a California credential without added testing or coursework.14Commission on Teacher Credentialing. Teaching in California – Prepared in Another State
Experience level determines what you get. Teachers with less than two years of experience receive a five-year, non-renewable Preliminary credential and must finish additional requirements to earn a Clear credential. Those with two or more years of full-time teaching face fewer later requirements. National Board Certified teachers have their own streamlined route. Processing can take up to 50 business days.14Commission on Teacher Credentialing. Teaching in California – Prepared in Another State California also accepts certain out-of-state exam scores from states such as Illinois, Pennsylvania, and Oregon toward its basic skills requirement, with accepted exams and date ranges varying by state.15Commission on Teacher Credentialing. Nurses
California does not participate in the Nurse Licensure Compact.16NCSBN – National Council of State Boards of Nursing. Nurse License Verification for Endorsement Out-of-state RNs apply for licensure by endorsement through the California Board of Registered Nursing. You do not retake the NCLEX-RN, but you need a current active RN license elsewhere, verification of that license, fingerprints for a background check, and nursing education that meets California’s requirements.17California Board of Registered Nursing. Licensure by Endorsement
Education is where applicants most often get stuck. California requires specific coursework in anatomy, physiology, and microbiology with a lab component. If your original program skipped the lab, you may need more coursework. Nurses in good standing who have practiced at least two years in another state and have completed the theory components can qualify for an exemption.17California Board of Registered Nursing. Licensure by Endorsement Endorsement applications can take several months.
Physicians
California does not participate in the Interstate Medical Licensure Compact. Doctors moving to the state must apply for a separate California medical license through the Medical Board of California, no matter how many other state licenses they hold.
Engineers and Architects
Engineers applying through comity still face California-specific exams. Civil engineers, for example, must pass both the Seismic Principles exam and the Engineering Surveying exam, even with a PE license from another state.18Board for Professional Engineers, Land Surveyors, and Geologists. Applying for Licensure as a Civil Engineer
Architects have a smoother path with an NCARB Certificate, which can be transmitted directly to the California Architects Board. Without NCARB, you have to document eight years of combined education and work experience, including at least three years of post-licensure practice. Either way, every reciprocity applicant must pass the California Supplemental Examination on state-specific laws and practice.19California Architects Board. Starting the Licensure Process
Real Estate Agents and Brokers
No reciprocity with any state. The Department of Real Estate states plainly that no out-of-state license will waive any California requirement. You still have to complete California’s pre-licensing courses, pass the state exam, and clear a background check. One small allowance: qualifying courses from an institution accredited by a recognized regional accrediting body, each worth at least three semester units, count toward California’s education requirements. Foreign coursework must go through an approved evaluation service.20Department of Real Estate. Out-of-State Applicants Non-resident agents cannot independently represent buyers or sellers here and must work under a licensed California broker.
Therapists and Social Workers
Licensed clinical social workers and marriage and family therapists from other states must apply to the California Board of Behavioral Sciences for a new license, passing both a California Law and Ethics Examination and the relevant clinical examination. If your home state required fewer than 3,000 hours of supervised experience, you may need to make up the gap. Time actively licensed in good standing can count toward that shortfall up to 1,200 hours.21California Board of Behavioral Sciences. Application for Licensure – Path B Out-of-State
Certified Public Accountants
No CPA reciprocity. Out-of-state CPAs must submit a California application and meet California’s education and licensing requirements, including an ethics exam. Active licensed practice as a CPA for at least four of the ten years before applying can satisfy the education and experience requirements.
Background Checks Apply Across the Board
Nearly every California license requires a fresh fingerprint-based background check through both the California Department of Justice and the FBI, even if you were cleared in another state.22California Department of Social Services. Finger Printing A clean record at home does not guarantee a clean result here. Any match in DOJ or FBI records triggers a manual review, which adds weeks or longer, and histories involving fraud, violence, or professional misconduct can lead to denial or conditions on the license. Build that time into any license timeline.
