Before you gather anything, it’s worth checking whether you need to.
Check Whether PennDOT Already Has Your Documents
If you got your first Pennsylvania learner’s permit, driver’s license, or photo ID after September 2003, PennDOT may already have digital images of your identifying documents from that original issuance.3Commonwealth of Pennsylvania. REAL ID Online Pre-Verification Frequently Asked Questions Run your information through PennDOT’s online pre-verification tool first. If you clear it, you can order your REAL ID online and skip the office visit entirely.4Commonwealth of Pennsylvania. Proof of Identity
Bring one of the following originals:1Commonwealth of Pennsylvania. REAL ID Document Requirements
- A U.S. birth certificate with a raised or embossed seal from a government vital records office. Hospital and souvenir certificates don’t count.
- A valid, unexpired U.S. passport or passport card.
Either document establishes both identity and citizenship. If you need to order a certified birth certificate from another state, budget roughly $10 to $50 and several weeks of lead time.
Proof of Social Security Number
Any one of these works:5Commonwealth of Pennsylvania. Shapiro Administration Streamlines Real ID Process, Expanding Acceptable Documents for Proof of Social Security Number
- Your Social Security card
- A W-2 form
- An SSA-1099
- A non-SSA-1099
- A pay stub showing your name and full Social Security number
The name on whichever one you bring must match your current legal name. If your Social Security card still shows a former name, use one of the alternatives or update the card through the Social Security Administration first.
Two Proofs of Pennsylvania Residency
You need two separate physical documents showing your current PA address. Screenshots or electronic versions on a phone don’t count.1Commonwealth of Pennsylvania. REAL ID Document Requirements Acceptable options include:
- Current PA driver’s license or photo ID
- PA vehicle registration card
- Auto insurance card
- A utility bill
- A W-2 or pay stub
- Tax records
- A lease or mortgage document
- Any mail delivered through the U.S. Postal Service
People experiencing homelessness can submit a letter from a shelter confirming they stay there or use the shelter as a mailing address.6Pennsylvania Department of Transportation. PA Homeless Photo Identification Card Fact Sheet
Legal Name-Change Documents
If your current legal name doesn’t match your birth certificate or passport, you need paperwork for every step between the two. PennDOT accepts:7Commonwealth of Pennsylvania. Changing Your Name on a REAL ID
- A certified marriage certificate from the county court that issued the marriage license
- A court order granting a name change
- Adoption records
- An amended, certified birth certificate with a raised or embossed seal
If you’ve changed your name more than once, you need a document for each change. Someone married twice, for example, needs the first marriage certificate plus the divorce decree or second marriage certificate so PennDOT can trace an unbroken chain from birth name to current name. This is where applications most often stall.
If You’re Not a U.S. Citizen
Lawfully present non-citizens can get a Pennsylvania REAL ID with a different identity document in place of a birth certificate or U.S. passport:8Commonwealth of Pennsylvania. REAL ID Info for Non-U.S. Citizens
- A valid, unexpired Permanent Resident Card (Green Card)
- An unexpired Employment Authorization Card (EAD)
- An unexpired foreign passport with a valid U.S. visa and I-94 record
For Social Security, you must present the original Social Security card itself; if you don’t have an SSN, bring an original ineligibility letter from the SSA. The two-document residency rule is the same. If your immigration status is temporary, your REAL ID will expire when your immigration documents do rather than on the standard four-year cycle, and you’ll pay the $30 REAL ID fee plus a duplicate product fee (currently $30.50) or the applicable renewal fee.
What It Costs
The REAL ID upgrade is a one-time $30 fee layered on top of your standard renewal. For a non-commercial driver’s license, the four-year renewal is $39.50, so the total comes to $69.50.2Commonwealth of Pennsylvania.
