Where Can I Use My EBT Card in Arizona?

You can use an Arizona EBT card at any grocery store, convenience store, farmers’ market, ATM, or online retailer authorized to accept it, which covers thousands of locations across the state plus a handful of national websites. The Arizona Department of Economic Security loads both Nutrition Assistance (SNAP) and Cash Assistance onto the same card, and the places you can spend depend on which benefit you’re drawing from. The quickest visual cue in person is the Quest logo on the storefront or register.

Grocery Stores and Other Retail Locations

Most supermarkets, grocery stores, and convenience stores in Arizona take SNAP. Any retailer authorized by the USDA Food and Nutrition Service can process your card, and the Quest logo near the door or checkout confirms it.

Large chains including Fry’s Food Stores, Safeway, Bashas’, Albertsons, Walmart, and ALDI accept SNAP at their Arizona locations. Smaller independent grocers and ethnic markets are often authorized as well. If a store doesn’t display the Quest mark, ask at the register or check the USDA’s online retailer locator before you make the trip.

Farmers’ Markets and Double Up Food Bucks

Many Arizona farmers’ markets accept EBT. At most participating markets you visit the information booth, swipe your card for the amount you want to spend, and receive tokens or scrip to use at individual vendor stalls.

Arizona also runs Double Up Food Bucks, which stretches your SNAP spending on local produce. Every $1 of SNAP you spend earns another $1 to spend on Arizona-grown fruits and vegetables, up to $20 per day. No separate application is needed. Bring your EBT card to a participating farmers’ market or grocery store and tell staff you’d like to use Double Up. Online Grocery Shopping

Arizona EBT works for online grocery orders at several national and regional retailers. The USDA’s approved list for Arizona includes:2Food and Nutrition Service. Arizona SNAP Directory Entry

  • Amazon
  • Walmart
  • ALDI
  • Safeway
  • Albertsons
  • Smith’s Food and Drug
  • Fry’s Food Stores
  • Bashas’ (including Food City)

One important limitation at checkout: SNAP pays only for eligible food in your cart. Delivery fees, service charges, convenience fees, and tips can’t come out of SNAP, so you’ll need a second payment method on file for those costs.3Food and Nutrition Service. Restaurants Under the Restaurant Meals Program

Arizona participates in the USDA’s Restaurant Meals Program, which allows some SNAP recipients to buy prepared meals at authorized restaurants. It isn’t open to every cardholder. Every member of your household must fall into one of these categories:4Food and Nutrition Service. SNAP Restaurant Meals Program

  • Age 60 or older
  • Receiving disability or blindness payments, or disability retirement from a government agency
  • Lacking permanent housing for storing and preparing food
  • Married to someone who qualifies under one of the categories above

Not every restaurant participates. Check with the establishment before ordering.

ATMs, Cash Back, and Where Cash Assistance Can’t Go

Cash Assistance from Arizona’s TANF program loads onto the same EBT card but works differently from SNAP. You can withdraw cash at any ATM showing the Quest logo or ask for cash back at participating retailers.5Arizona Department of Economic Security. Frequently Asked Questions for Cash Assistance Once withdrawn, that money can cover rent, transportation, clothing, personal care, and other needs that SNAP won’t pay for.

Watch for ATM surcharges. Many bank and grocery store ATMs waive fees on EBT withdrawals, but third-party machines at gas stations and convenience stores often charge, and the fee comes straight out of your balance. The ebtEDGE app can help you find surcharge-free ATMs nearby.

Arizona law blocks Cash Assistance use at certain places altogether: liquor stores, casinos, race tracks, and adult entertainment establishments. Lottery tickets are off limits too. The restriction applies to point-of-sale swipes and to ATM withdrawals made inside those businesses.

Using Your Arizona EBT Card in Other States

Federal rules require every state’s EBT system to work with every other state’s, so your Arizona card should run at any SNAP-authorized retailer in the country.6eCFR. 7 CFR 274.8 Functional and Technical EBT System Requirements If you’re traveling or temporarily staying somewhere else, you can buy groceries there the same way you do at home. Cash withdrawals at out-of-state Quest ATMs work too, with any local surcharges still applying.

Some states have started blocking out-of-state transactions by default as a fraud measure, requiring cardholders to unlock the feature. Arizona had not done this as of early 2026. If your card is unexpectedly declined while you’re away, call FIS Customer Service at 1-888-997-9333 to check for holds on your account.
