The “3.5% sales tax” people talk about in New Jersey is really 3.3125%, exactly half the state’s standard 6.625% rate. You can only get it at retailers that have been certified under the state’s Urban Enterprise Zone (UEZ) program, which operates in 37 municipalities. The reduced rate applies only to in-person purchases of qualifying physical goods, so where you shop, how you buy, and what you buy all matter.1New Jersey Department of the Treasury. Where You Can Pay the Reduced Rate
The discount is tied to the store’s location, not yours. A shopper from anywhere in New Jersey, or out of state, pays the lower rate when buying qualifying items at a certified retailer inside one of these zones.2State of New Jersey. Urban Enterprise Zone (UEZ) – UEZ Locations
- North Jersey: Bayonne, East Orange, Elizabeth, Guttenberg, Hillside, Irvington, Jersey City, Kearny, Newark, North Bergen, Orange, Passaic, Paterson, Perth Amboy, Roselle, Union City, West New York
- Central Jersey: Carteret, Lakewood, Long Branch, Mount Holly, New Brunswick, Pemberton Township, Plainfield
- South Jersey: Asbury Park, Bridgeton, Camden, Gloucester City, Millville, Phillipsburg, Pleasantville, Trenton, Vineland
- Shore and the Wildwoods: North Wildwood, West Wildwood, Wildwood City, Wildwood Crest
Being inside a UEZ town is not enough on its own. Some municipalities have zones that cover only certain commercial corridors, so a store a few blocks away from a certified one may not qualify. Confirm the specific address, not just the town name.
Atlantic City is not in the UEZ program, even though it is sometimes mentioned alongside these zones. Atlantic City has its own reduced sales tax on certain transactions through the Atlantic City Luxury Tax, which is a different law and covers different purchases such as hotel rooms and entertainment charges.3NJ Division of Taxation. What Actually Qualifies at the Register
The 3.3125% rate applies to most sales of tangible personal property, meaning physical goods you can carry. Electronics, furniture, appliances, hardware, sporting goods, and general retail merchandise all fit. The sale has to happen in person at the certified business’s location inside the zone.1New Jersey Department of the Treasury. Urban Enterprise Zone
Phone orders, online orders, and mail orders from a UEZ business do not qualify, even if the business ships from its UEZ location. If a retailer delivers goods to you, the delivery must originate from the UEZ location, but the sale itself still needs to have been made in person at the store.4New Jersey Division of Taxation. Urban Enterprise Zone Program Delivery Requirements for the 3.3125% Sales Tax Rate You cannot call a UEZ appliance store, order a refrigerator over the phone, and expect the reduced rate. Walk in, make the purchase, and either take the item with you or arrange delivery from that location.
Categories Carved Out of the Discount
Several things stay at the full 6.625% rate (or carry their own separate taxes), no matter where in New Jersey you buy them:
- Motor vehicles. Cars, trucks, and motorcycles are taxed based on where you register the vehicle, not where the dealership sits.
- Energy and utilities, including natural gas and electricity.
- Telecommunications services, including phone and internet.1New Jersey Department of the Treasury. Urban Enterprise Zone
- Prepared food and beverages. Restaurant meals, takeout, and catering do not get the reduced rate, even when the restaurant is inside a UEZ.5State of New Jersey. Urban Enterprise Zone Sales Tax Benefits Summary
- Services generally. A taxable service performed at a UEZ location is still charged at the full rate.
- Recreational cannabis, which is taxed at the full 6.625% state rate even at a UEZ-certified retailer. Non-cannabis items sold at those shops, such as accessories, can still qualify.6State of New Jersey Department of the Treasury. Cannabis and Intoxicating Hemp Products Sales (Publication ANJ-30)
- Alcoholic beverages and cigarettes, which carry separate excise taxes.
Items That Are Already Tax-Free Statewide
Before driving across the state to chase the UEZ rate, know that New Jersey already exempts several big categories from sales tax entirely. You pay 0% on these no matter where you shop, so the half-rate makes no difference.7New Jersey Division of Taxation. New Jersey Sales Tax Guide
- Clothing and footwear for human use (fur clothing and sports equipment are exceptions).
- Most groceries. Food and food ingredients at grocery stores are exempt; prepared food and candy are taxable.
- Prescription and over-the-counter drugs with a Drug Facts label.
- Household paper products such as paper towels, napkins, toilet paper, paper plates, and paper cups.
- Prosthetic devices, diabetic supplies, and durable medical equipment for home use.
Some sources list clothing as a benefit of UEZ shopping. It is not. Clothing is already tax-free everywhere in the state. The real UEZ savings show up on items that normally carry the 6.625% tax: electronics, furniture, tools, auto parts, and similar goods.
Confirming a Store Actually Charges It
Not every business inside a UEZ municipality collects the lower rate. A retailer has to apply and be certified. Certified businesses hold a UZ-2 certificate issued by the New Jersey Division of Revenue and Enterprise Services, which authorizes them to collect at 3.3125%.8New Jersey Division of Taxation. Urban Enterprise Zone Tax Certificates Look for signage or a posted certificate. If a store sits inside a UEZ town but has not gone through certification, it charges the full 6.625% like anywhere else.
A quick phone call to the store before you leave the house answers both questions at once: whether they are certified, and whether their specific address is inside the zone.
Whether the Trip Is Worth It
The savings scale with the price tag. On a $1,000 purchase, the normal tax of $66.25 drops to $33.13 at a UEZ-certified store, a difference of about $33. On smaller purchases the gap is modest; on furniture, appliances, or electronics it can justify the drive. Just plan to buy in person, since ordering ahead for pickup or delivery alone kills the discount.
